Chargers use 6 turnovers to beat Chiefs 37-20

KANSAS CITY, Mo. (AP) ? Norv Turner was asked Sunday whether he could remember facing a more generous opponent, and the Chargers coach sifted through more than three decades worth of memories in vain.

"I can't," Turner said finally. "I'm sure we have at some point."

The Chargers certainly took advantage of their hospitable hosts. The Kansas City Chiefs committed six turnovers, five of them in the first half, and San Diego rolled to a 37-20 victory and sole possession of first place in the AFC West.

Philip Rivers threw for 209 yards and two touchdowns, Jackie Battle burned his former team with touchdowns rushing and receiving, and the Chargers (3-1) rebounded from a letdown against Atlanta to improve to 8-2 in their past 10 games against Kansas City.

Matt Cassel threw for 251 yards and two touchdowns for the Chiefs (1-3), but he had three first-half interceptions. Jamaal Charles, who followed his big game last week at New Orleans with touchdowns rushing and receiving, also fumbled twice.

San Diego turned the Chiefs' six turnovers into 24 points.

"It was like turnover after turnover after turnover in that first quarter," said Chargers safety Eric Weddle. "A lot of times it's just guys making good hits, tipped balls. There's stuff to improve, but we came back after last week, when we didn't play well."

Just about the only bright spot for Kansas City was wide receiver Dwayne Bowe, who had seven catches for 108 yards and a touchdown that came far too late to matter.

The regular officials were back on the field Sunday, and both teams kept referee Bill Leavy's crew busy. They combined for 15 penalties for 150 yards.

The Chargers wasted little time in getting into the end zone, something they failed to do last week.

Rivers capped off a 76-yard drive that was helped along by two pass interference calls on Chiefs safety Eric Berry with a short TD pass to Eddie Royal for a 7-0 lead.

Then the cacophony of errors truly began for Kansas City.

Cassel's third pass of the game was intercepted by Weddle, giving San Diego the ball at the Chiefs 28. Four plays later, Nick Novak's 25-yard field goal made it 10-0.

On the Chiefs' next possession, Charles was stripped of the ball by Takeo Spikes on the first play after a false start. San Diego took over at the Chiefs 5, and Battle pounded forward twice to give the Chargers a 17-0 lead ? all before Kansas City had run five offensive plays.

The Chiefs have been outscored 41-6 in the first quarter this season.

"We've got to solve it and we've got to solve it quick. Turnovers have been killing us," Cassel said. "We talk about it, but we obviously have to go out there and do a better job."

Charles fumbled again midway through the second quarter, but this time the Chargers gave it right back. Rivers underthrew Robert Meacham, and Brandon Flowers made the interception.

Kansas City managed to go 85 yards in just five plays, Charles providing the highlight on an electrifying 37-yard touchdown run. But the momentum was squandered on the its next possession, when Cassel threw well behind Tony Moeaki, and Chargers linebacker Donald Butler grabbed hold of the deflection and waltzed 21 yards untouched to give San Diego a 27-6 lead.

Cassel threw his third interception deep in San Diego territory near the end of the half.

"It starts with me," Cassel said. "I have to do a better job of protecting the football and putting us in position to be successful."

The Chiefs put together a long drive to start the third quarter, and Charles' 13-yard TD catch with 8:40 left gave the hardy Kansas City fans still sticking around reason to believe that yet another big comeback could be at hand.

But after rallying from a franchise-record 18 points down to beat New Orleans last Sunday, the Chiefs couldn't stop giving away their chances of getting back in the game.

They went three-and-out on two straight series, and Shaun Draughn fumbled on the next.

The Chargers put a tidy bow on an easy if underwhelming victory by going 49 yards for another touchdown, this time with Rivers finding Battle out of the backfield for the score.

"It was a total team effort, basically, in not playing very well," Chiefs coach Romeo Crennel said. "It was bad football. You could see it was bad football. But we have a game to be played next week and we have to stay together and not point fingers. ... We're going to see if we can get better somehow, and play better versus good football teams."

Notes: The Chiefs outgained San Diego 353 yards to 293. ... Rivers made his 100th career start. He also surpassed the 25,000-yard passing mark while improving to 9-4 against the Chiefs. ... Cassel has thrown seven interceptions and lost three fumbles through four games. ... DE Ropati Pitoitua had two sacks for Kansas City in place of Glenn Dorsey (calf).

(AP) ? Phil Orlins knows everything about producing TV in three dimensions. The ESPN producer has captured the undulating greens of Augusta National and the flying motor bikes of the X-Games for ESPN's 3-D channel. But he can only guess how well his shows resonate with viewers. That's because 3-D audiences are so small they can't be measured by Nielsen's rating system.

"The feedback on The Masters was fast and furious. You could go on Twitter at any moment, and there'd be comments coming in every minute about 3-D coverage," said Orlins while giving a tour of a production truck at this summer's X-Games. "But then you go to some other events where it's pretty quiet."

Orlins' problem is that fewer than 115,000 American homes are tuned into 3-D channels at any one time. That's less than a hundredth of the 20.2 million-strong audience that saw television's highest-rated show "NCIS" this week. 3-D viewership is so tiny that The Nielsen Co.'s methods are unable to capture any meaningful data about viewers' programming preferences.

ESPN 3D is one of nine 3-D channels that launched in the years following the late 2009 release of James Cameron's "Avatar." The 3-D blockbuster won three Oscars and ranks as the highest-grossing film of all time, garnering $2.8 billion at the global box office.

"Avatar" was supposed to change everything. Enthusiastic television executives expected the movie to spur 3-D's transition to American living rooms, boosting sales of new TVs and giving people a reason to pay more for 3-D channels.

That never happened.

Only 2 percent of TVs in the U.S. are able to show 3-D programming, according to the most recent data from research firm IHS Screen Digest. That's about 6.9 million sets out of 331 million. After this year's Christmas buying rush, IHS expects the number of 3-D-capable televisions installed in homes to jump to 19.3 million, mostly because 3-D viewing technology is being built into most new large-screen TVs. But even with the jump, 3-D TVs will amount to less than 6 percent of all sets.

"We've learned with every passing day that we were ahead of the curve further than we thought we were," said Bryan Burns, the business leader for ESPN 3D. "We hit the on-ramp earlier than we realized at the time."

Why 3-D television hasn't become a national craze is a mystery to some in the industry, considering the wide acceptance of 3-D movies at theaters. But 3-D content is expensive to produce, and as a result there's not a lot of it. Some of the content isn't very good. Some people find the special glasses required for 3-D TV uncomfortable. And many wonder whether it's worth the extra cost.

"It was kind of fascinating to me, but it's not all there," said Tim Carter, a graphic designer in Sarasota, Fla., who bought a large, high-end 3-D TV with other high-end features last year for about $1,800.

Today, the average 42-inch 3-D television costs about $900, according to IHS. They contain a high-tech chip and software that translates 3-D video feeds into the right- and left-eye images that create the 3-D effect for people wearing the right glasses. In some cases, special glasses can cost an extra $50 or so.

Watching home movies on disc requires a 3-D Blu-ray player that can cost another $120 and each disc set purchase runs around $27, according to IHS. (3-D movies are usually bundled with other discs.)

While operators like DirecTV and Comcast Corp. don't charge specifically for channels like ESPN 3D, they are generally bundled in packages that require other spending. At DirecTV that means a $200 high-definition digital video recorder and $10 per month for HD service. For Comcast, that means a minimum $65-per-month digital starter package with HD service costing another $10 a month.

All that for the privilege of watching 3-D at home in your pajamas.

Due to the cost, Carter said he's mainly sampled free 3-D movie trailers provided on-demand by his cable TV company. A trailer for the latest "Transformers" movie didn't make him more enthused. "One of the robots pops out at you, and it felt forced." ''It's not consistent," he said, noting that 3-D effects aren't noticeable much of the time. He said he's not knocking the technology, he's just disappointed with the way it's being used.

Nowadays, 3-D is just one feature on TVs with bigger screens. It is usually grouped with other upgrades that include motion-smoothing technology and light-emitting diodes that are smaller, more energy efficient and display color contrast better than traditional liquid crystal display sets. It's difficult to isolate how much 3-D adds to the price tag of an individual set because of this bundling, but according to IHS the average 42-inch set with 3-D is about $200 more than a similar-sized one without. Some 3-D TVs, however, can be found for cheaper than others of the same size.

"There's very little direct consumer demand," said Tom Morrod, a TV technology analyst with IHS in London. Some consumers buy TVs which happen to have 3-D, but they don't bother to get the glasses needed to watch them, he said.

"They don't see a value with it. Consumers associate value right now with screen size and very few other features."

Sluggish demand for 3-D on TV has caused programmers to hit pause on rolling out new shows and channels.

In June, DirecTV turned its 24-hour channel, n3D, into a part-time network that only shows special event programming like the Olympics, in part to avoid the heavy use of reruns caused by a lack of new material. Last year, AT&T dropped ESPN 3D from its lineup, saying the $10 per month cost to subscribers wasn't justified given low demand.

So far, ESPN 3D is the most aggressive network in terms of shooting original 3-D productions. It has about 140 per year. It also has the widest distribution, according to research firm SNL Kagan, no doubt because popular sports network ESPN includes it in negotiations with distributors. Though few own the hardware to watch the channel, ESPN 3D now pipes into 60 million U.S. homes.

Without extra subscriber fees, it could be difficult to make a big business out of 3-D production, especially because it's more expensive than 2-D. Every 3-D camera set-up requires two cameras. They have to be mounted on a special computerized rig that aligns them. And someone in a back room has to adjust a knob that determines how cross-eyed the lenses are. That can require twice the manpower for the same camera position, boosting costs when revenues aren't going up very much.

Advertising, the other pillar of the TV channel business, is also hampered because of the lack of audience data.

That has resulted in an odd arrangement. Companies that run advertisements on ESPN 3D, like movie studios, actually have their ads played a second time in 2-D on ESPN and other channels so they can meet their goal of reaching a measurable number of people, Burns said. That uses up 2-D commercial airtime that might have been sold to other customers.

While he wouldn't say if it's profitable, Burns said ESPN 3D is still a revenue-generating business that is "doing well," because of how the network accounts for revenue from distributors and advertisers.

3-D TV is not a complete bust. Burns and others expect that as more TVs are sold with the capability, the more viewership will grow, just like it did for high-definition sets and programs a few years ago.

"It took five years before reporting systems caught up and we knew who actually had the service," Burns said of the launch of HD. "It's not unfamiliar territory to us. We've been down this road before."

For TV signal providers, carrying 3-D channels before they really become mainstream wins them points with their savviest technophile customers, the kind who jumped on the HD bandwagon early ?a decade ago.

In many ways, though, the comparison to HD isn't a good one.

Watching 3-D is a problem for about 6 percent of Americans with certain eye problems, according to Dr. Dominick Maino, a professor with the Illinois College of Optometry. They simply can't see in 3-D or suffer dizziness or nausea when watching.

And it won't get the same push that HD got by the hundreds of TV stations that switched to high-definition broadcasts in the last few years. Nor will it benefit from the nation's switch from analog to digital TV broadcasts in 2009.

Another awkward point: some people just don't like 3-D. In a phone survey last November of 1,300 Americans who had seen 3-D TV, Leichtman Research Group found that 38 percent rated it poorly at 3 or below on a scale of 10. That's twice as many as rated it excellently, at 8 or higher.

That's a knock against 3-D that HD didn't have.

"It's one of those examples where seeing isn't believing, thus far," said Bruce Leichtman, president of Leichtman Research. "That's certainly not a great place to start."

(AP) ? Citing historically low mortgages, President Barack Obama is pressing Republicans to back housing policies the White House says would help struggling homeowners refinance their debts and prevent foreclosures.

Obama is blaming congressional Republicans for not passing legislation he proposed in February that would lower lending rates for millions of borrowers who have not been able to get out from under burdensome mortgages. Republicans have objected, citing among other things the estimated $5 billion to $10 billion cost of the proposal.

"Here we are - seven months later - still waiting on Congress to act," Obama said Saturday in his weekly radio and Internet address.

Congress has recessed and is not scheduled to return until after the November elections.

"Instead of worrying about you, they'd already gone home to worry about their campaigns," the president said.

Obama's push comes as home prices have been rising across the United States. National home prices increased 1.2 percent in July, compared with the same month last year, according to the Standard & Poor's/Case Shiller index released Tuesday.

In the Republican weekly address, Arizona congressional candidate Vernon Parker said the U.S. corporate tax rate is pushing jobs overseas. He said he agrees with GOP presidential candidate Mitt Romney and his running mate, Paul Ryan, "that we need to stop all the looming tax hikes and develop a pro-growth tax code that brings jobs home and keeps jobs here."

He also called for the repeal of Obama's health care law.

Kristina&#39;s World: Recovery from Childhood Stroke - BodiMojo

On March 23, 2010, Kristina came home from school with a splitting headache, nausea and a limp. She was 14 years old. She was living in a busy household of six, including a younger sister (age 10) newly diagnosed with Type I diabetes. No one seemed to take her complaints seriously.

Here was a young teen girl at the top of the heap in middle school, a full schedule, and on club teams for hockey and soccer. She called her mom and told that she did not feel well and so she stayed home. Pretty reasonable. Her parents went about their workdays and shuttling her siblings to their afterschool sports. All the while Kristina was growing more miserable.

Later, her older sister came home from high school to find Kristina sprawled the bathroom floor near vomit. Kristina remarked, ?My sister?s first comment was ?what trouble have you been in today?? Like had I been drinking or something. Me!?? Leave it to a big sis to think the worst, but she was clearly worried for Kristina.

Once her mom ? a nurse ? came home she was rushed to local emergency room. The ER doctor ruled out any substances but discovered an unusually high white blood cell count ? which often means the body is fighting an infection. Two days later, at The Children?s Hospital in Boston, the doctors determined that Kristina had suffered a stroke.

We don?t often think that a child is susceptible to a stroke or heart disease. But many children are affected all over the world by various types of heart diseases. In some cases, the disease may be due to a congenital problem; to environmental circumstances like malnutrition; or to a specific condition, such as sickle cell disease.

Sometimes there is a news story about baby with a hole in his or her heart and the miraculous surgery that followed. But rarely do we hear about children and heart disease. Typically, heart disease is associated with older people or those with poor lifestyle habits, such as smoking or being overweight.

This Saturday, September 29, 2012, marks World Heart Day by the World Heart Federation (see infographic). The day is devoted to raising awareness about heart disease in children and women all over the globe. (#worldheartday)

According to The World Heart Federation the warning signs of stroke are:

  • Sudden numbness or weakness of the face, arm or leg, especially on one side of the body
  • Sudden confusion, trouble speaking or understanding
  • Sudden trouble seeing in one or both eyes
  • Sudden trouble walking, dizziness, loss of balance or coordination
  • Sudden severe headache with no known cause

Fortunately, children who suffer a stroke often recover the use of their arms and legs, and their ability to speak ? although the course of healing is different for each child.

What transpired for Kristina next was truly a life challenge. For 18 months Kristina received physical and occupational therapy. She had to learn to walk again. Her recovery focused on strength, balance, mobility and handwriting. Her parents had her repeat the 8th grade, so she could recover as best as possible.? Imagine watching your best friends move on to high school and you can?t?

?Emotionally, it was very hard,? recalls Kristina. ?Not being able to be with my friends in school, or to play club hockey and soccer? I thought to myself, I?ll never be the same again.?

Kristina, now in 10th grade is back playing sports big time ? in fact, when interviewed for this article she was at home recovering from a concussion received at a recent ice hockey game (a whole other topic for teens).

?What got me through this was my family and my friends. They were so supportive.? Sometimes, my leg still gives out and I feel weak. My mom reminds me that there was a time when I couldn?t walk at all. That helps. But I still worry sometimes.?

Another wonderful inspiration for Kristina was New England?s Patriot football linebacker, Tedy Bruschi, who suffered a stroke on the football field in 2005. Kristina met him and she was invited to be a member of Tedy?s Team ? a group of runners who raise money for the American Stroke Association. She watched him finish his first marathon just last year with his wife, Heidi. Tedy met Kristina when she had her stroke and has encouraged her to work hard. He told her it will pay off as it did for him.

Kristina has turned her struggle into inspiration. She is now a patient advocate and speaks for the American Heart Association.?She visits middle schools to raise awareness about stroke, heart disease and heart health. A few weekends ago she participated in her first Boston Heart Walk. In a matter of just 2 weeks she raised over $4000!? Kristina, her nana, mom and friends walked with her, as did local news commentator Jonathan Hall and his daughter, Maddy, a?school friend of hers.?Everyday she feels more and more confident. Here?s how Kristina answered other questions about her experience.

What was it like to put a pair of hockey skates on after the stroke?

?When I first got on the ice it was all I could do. It was so overwhelming.? Everything. The fact of what happened ? I had been on a team that was trying out for nationals. And here I was.? Starting over. I just cried. Slowly I learned to do a few strides and to learn to stop again.?

Are there any funny moments that you remember about your recovery?

?My mom just reminded me of something. That when I was in the hospital I wrote to Justin Bieber.? The letter was returned. I guess I wrote the wrong address!?

Has this experience affected how you think about your future?

?This has opened so many doors for me and I?ve learned so much knowledge about children?s heart disease. To be able to speak at schools and events sponsored by the American Heart Association is incredible. ?Next month I?m speaking to a conference with hundreds of school health and physical education teachers from across the state. It?s amazing.?

Do you have thoughts about what you want to do later?

?When I was in the hospital and at rehab all the therapists and nurses were so nice. I was also able to see special needs teachers as they work with other children affected by heart disease. I hadn?t realized that babies could have heart disease or even have a stroke in the womb. That was just incredible to learn about. This has opened me up to so many possibilities for a career. It?s been inspiring. But first, I?m going to create a ?Kristina?s Team? to raise awareness about stroke and heart health.?

What do you want other teens to know? What?s the take away message?

?When I speak at middle schools, I tell the kids that it?s important to know that a stroke can happen to anyone. That it?s important to stay healthy and exercise and to know the symptoms of heart disease; recognize it and act fast if you think someone may be suffering from a stroke.?

According to the Bureau of Labor Statistics (BLS), Ohio has approximately 12,000 employed in mining and logging. Presumably the vast majority of these workers are employed in coal mining. If we assume that all of them are employed in mining then this would be a bit more than 0.2 percent of its 5.2 million workers.

Turning to the Akron area, BLS doesn't break out mining and logging separately, but tells us that around 12,000 workers are employed in construction, mining, and logging. If we assume that construction accounts for 3 percent of total employment (roughly the national average), this would leave a bit less than 3,000 workers employed in mining, around 1 percent of its total employment of 320,000.?


While the coal industry may want us to believe that the region's economy depends on a sector that accounts for less? than 1 percent of total employment, that is not a plausible story. NPR should not have uncritically presented the industry's claims about its importance to the region's economy.?

The invite only luncheon, held at the prestigious Monaco Yacht Club, included international associations and dignitaries that have a vested interest in improving the economic opportunities of the global yachting market. An industry wide code of ethics, equitable value proposition, and enhanced product merchandising were all discussed in a vibrant exchange with an international perspective.

MIASF Executive Director, Carlos Vidueira, expressed his thoughts on the assembly, ?It was inspiring to sit and discuss such a rapidly evolving topic with such an esteemed international group of industry professionals and the associations that they represent. Through this type of international cooperation, I am convinced that our industry will overcome its challenges, adapt to a modern mindset and ultimately meet the needs of the yachting market.?

Farm law to expire but many programs funded through March

CHICAGO (Reuters) - Expiration of U.S. farm law on October 1, shutting off dairy supports and putting 2013 crop subsidies in limbo, will cause pain for some farmers and frustration for many but programs like food stamps and crop insurance will roll on, analysts said.

Government funding is assured through March 2013 for many programs based on a July deal to extend budget authority reached by feuding Republicans and Democrats ahead of the November elections.

Analysts said that the expiration will not affect food stamps and nutrition programs -- about 75 percent of the USDA budget -- and crop insurance, the biggest "safety net" tapped by farmers in this drought year.

But dairy farmers will be hit financially.

"Immediate impact will be felt by dairy farmers because the supplemental payment many of them have been receiving, the Milk Income Loss Contract Program, expires on September 30," said John Blanchfield, senior vice president for agricultural and rural banking at the American Bankers Association.

"Since milk check payments run 30 days behind the delivery of milk, dairy farmers will notice the suspension of these payments with the November milk checks," he said.

Dairy farmers and livestock producers have been hit hardest this year by drought. Crop losses have been covered to a great extent by insurance, supported by USDA programs. But soaring feed prices have squeezed livestock producers, prompting herd liquidations and financial failures.

"Congress has to got to do something in November," said Jackie Klippenstein, vice president of industry and legislative affairs for Dairy Farmers of America. "The farm bill provided a measure of hope. The fact that Congress went home without addressing it has really deflated a lot of folks out there who are struggling."

"There's been so much equity lost," said Ray Souza, a California dairy farmer. "Many dairy farmers have had to borrow against their equity to stay afloat."

After the November 6 election, Congress will return to work on the farm bill. The House of Representatives was splintered over how deeply to cut food stamps and farm programs. The Senate passed its version in June but both chambers must reach agreement before it can become law.

"The best angle I've heard is that if Obama wins, a farm bill completed during the lame duck is more likely; if Romney wins, they'll extend and save changes for 2013," Gary Blumenthal, head of Washington-based agricultural consultancy World Perspectives, told the Reuters Global Ag Forum this week.

For crop farmers and their bankers, the main question has been about decisions to plant fall-seeded crops like winter wheat and purchases of fertilizer or other crop inputs.

"Right now the main issue is the uncertainty," said Dale Moore, public policy deputy with the American Farm Bureau Federation. "The biggest thing by not knowing what the new farm program is when they are sitting down with their bankers to get their credit while planning for next year -- they don't know what they are going to be dealing with."

Chris Hausman, a corn/soy farmer near Champaign, Illinois, said: "Without having a Farm Bill in place it leaves that uncertainty, especially when it comes to crop insurance."

LAME DUCK AND BEYOND?

Analysts said they expect a deal on farm legislation before January 1.

"If Congress does nothing, we go back to this permanent law, called the 1949 Act. I think most in DC believe that won't happen," said Klippenstein. "That takes us to a time in policy that no longer exists in real life and doesn't have programs or policies that reflect modern agriculture."

Analysts said reversion to the 1949 law would bring back old concepts of "price parity" from the last century that would sharply hike support prices and restrict planting and marketing.

To avoid those headaches, many politicians and farmers believe the lame-duck Congress will either pass the stalled 2012 Farm Bill or extend the 2008 law before year-end.

"One or the other, I think you'll get," Iowa Senator Chuck Grassley, a Senate Agriculture Committee member, told reporters. "I think it will be handled in the lame duck."

Farmers like Hausman were hopeful but by nature skeptical.

"It could happen but I'm not going to hold my breath," said Hausman of prospects for a new farm bill by Christmas.

Cities where home prices not rebounding

Home prices have been slow to rebound in many recession-battered U.S. cities.

?Since home prices peaked in the beginning of 2006, the U.S. median home price is down by a third. And though the market has begun to show signs of bottoming out, prices are still down nationally by 1.9 percent from last year and are expected to fall an additional 1 percent from the beginning of this year through 2013.

24/7 Wall St.: The 10 states with the strongest housing markets

Of the 384 largest housing markets measured by real estate data company?Fiserv, 69 have seen home prices fall more than the national average. 24/7 Wall St. reviewed the markets with the worst home price declines from their pre-recession?peak. Of those metro areas, we identified the markets where the median?price did not improve in any of the periods measured by Fiserv as of the first quarter of 2012. The?10 worst are housing markets that have fallen at least 55 percent and have yet to recover.

While the drop in home prices in these markets has slowed, the local economies have been devastated. July unemployment rates in the worst housing markets were all above the national rate of 8.1 percent. Eight of the 10 have rates of at least 10 percent, and five are above 12 percent. Merced, Calif., one of the?10 worst-off cities, had an unemployment rate of 17.8 percent in July, the fourth-highest in the country.

According Fiserv chief economist David Stiff, the unemployment rates and languishing home prices in these markets are indicative of the underlying problems in these states as a whole. ?The reason the job markets are so weak in these metro areas is that during the boom more than half of the growth was generated either directly or indirectly by residential real estate, and so now the reverse has happened,? Stiff explained.?

Further evidence of the economic troubles heaped on these cities, three of the housing markets ? San Bernardino, Vallejo and Stockton ? have filed for bankruptcy since the recession began. Stockton?s Chapter 9 filing represents the largest such case in U.S. history.

Continually depressed home prices also have led to unusually high foreclosure rates in these markets. According to foreclosure data from RealtyTrac, a site that tracks housing data, these cities had among the worst foreclosure rates in the country as of the second quarter of 2012. Of the 10 cities, eight are among the 20 with the highest foreclosure rates out of the 212 metro regions with populations of 200,000 or more.

Of the cities with the worst home price declines, some have begun to recover. In the Detroit metro area, which did not make the list, the median home price has declined by 55.8 percent from the first quarter of 2006. However, between the first quarter of 2011 and the first quarter of 2012, the median price went up by 8.6 percent, one of the largest increases in the country.

Like Detroit, many of the the 10 worst-off markets appear to be about to recover because buyers see bargains. Home prices in seven of the 10 metro areas were lower than the national median of $159,000. Fiserv projects that of the 10 housing markets on our list, five will increase by more than the national rate of 5 percent between the first quarter of 2013 and the first quarter of 2014. This includes the Deltona-Daytona Beach-Ormond Beach region, which Fiserv projects will have more than 10 percent growth in median home value in that time. Stiff confirmed this: ?Investors, who were part of the problem back in the boom years, will be trying to jump into these markets at a low.?

24/7 Wall St. reviewed data from Fiserv?to determine the 10 metropolitan areas that had no annual improvement in their housing markets from the first quarter of 2007, the first quarter of 2009 and the first quarter of 2011, all through the first quarter of 2012. We relied on RealtyTrac for data on foreclosure rates and foreclosure sales (both for second quarter of 2012). We also obtained seasonally adjusted unemployment rates for July from the Bureau of Labor Statistics

These are the?10 towns that cannot turn around.

1. Merced,?Calif.

  • ?Decline in home prices (peak to Q1, 2012):?-69.7 percent
  • ?Unemployment rate:?17.8 percent (fourth highest)
  • ?Median home price:?$110,000 (32nd lowest)
  • ?Foreclosure rate:?One in 90.3 housing units (eighth highest)

Nowhere in the U.S. have home prices taken the beating they have in Merced where the median price of a home has fallen at an annualized rate of 19.2 percent in the past five years. That's?the highest rate in the country. Sadly, prices are not expected to begin to rise in 2012, as Fiserv predicts home prices will fall another 4.4 percent between the first quarter of 2012 and the first quarter of?2013. Though home prices were possibly overvalued at their peak, when the median mortgage payment cost 51 percent of monthly income, they would appear to be undervalued now; the median mortgage payment costs just 10 percent of monthly income. The decline in home value has been especially costly for some homeowners, as one in every 90.3 homes was in foreclosure, and 55 percent of all home sales were foreclosure sales. The massive decline in home prices has also caused significant damage to the local economy ? the unemployment rate in Merced was 17.8 percent, higher than almost all other metropolitan areas.

2. Modesto, Calif.

  • ?Foreclosure rate:?One in 68.7 housing units (third highest)

Over the past five years Modesto?s median home price has fallen from 7.5 times median family income to just 2.5 times median family income. Though homes in the area have become more affordable, such price declines have devastated present and current homeowners. The area had the third-highest foreclosure rate in the nation at slightly higher than one in every 69 homes, and 57 percent of all homes sold were foreclosed properties. In few places has the economy been weakened by a housing collapse more than in Modesto, where the unemployment rate stood at 15.7 percent, the ninth highest rate nationwide.

3. Stockton,?Calif.

When Stockton filed for bankruptcy in June, it became the largest-ever U.S. city to do so, according to The Wall Street Journal. The city?s economy has been plagued for years by constantly falling?home prices, which declined at an annualized rate of 16.6 percent between the first quarter of 2007 and the first quarter of 2012. Stockton also has one of the nation?s highest unemployment rates of 15 percent and a foreclosure rate that leads the nation with one in every 66.2 homes in foreclosure. Though Fiserv projects home prices will rise at an annualized rate of nearly 6 percent between the first quarter of 2012 and the first quarter of 2017, the housing market remains weak.?Fifty-four percent of all second-quarter home sales were foreclosure sales, and the number of property listings in July was down more than 40 percent year-over-year.

4. Las Vegas-Paradise,?Nev.

No metropolitan area outside California has seen as large and unabated decline in home prices as Las Vegas. While home prices in other metro areas on this list are expected to improve in the near future, home prices in Las Vegas are projected by Fiserv to decline through at least the first quarter of 2014. Home prices in the area are already low enough that the average discount for purchasing a foreclosed home was just 15.2 percent, less than half the 31.7 percent average discount nationwide.

5. Vallejo-Fairfield,?Calif.

  • ?Decline in home prices (peak to Q1, 2012):?-60.1 percent
  • ?Unemployment rate:?10.2 percent (56th highest)
  • ?Median home price:?$200,000 (47th highest)
  • ?Foreclosure rate:?One in 71.4 housing units (fourth highest)

The Vallejo-Fairfield, Calif., metro area home price drop of more than 60 percent since the first quarter of 2006 was the sixth-worst decline during the housing market collapse of the 384 regions measured by Fiserv. Despite the decline, the area?s median home price was still in the top 15 percent, largely because the area contains California?s famous wine region, the Napa Valley. Median family income was among the top 40 in the country at $76,100. Despite this, one in every 71.4 homes was in foreclosure as of the second quarter of this year, the fourth-highest rate in the country.
