Students Go to Czech Republic & Japan(Posted: August 30, 2012)

The University of Arkansas - Fort Smith is sending its first exchange students to the University of West Bohemia in the Czech Republic and to Ritsumeikan University in Japan.

Elizabeth Mason, 20, of Charleston and Jason Eide, 19, of Fort Smith leave in early September for their destinations. Mason will be in the Czech Republic for four months, and Eide will study in Japan for 10 months.

Takeo Suzuki of Fort Smith, executive director of international relations at UAFS, said the University has written agreements with the two institutions.

"We have agreements of understanding with 17 institutions in seven countries," said Suzuki. "This is our first time to send students to these two locations, however. The two students, who will live in dorms at their host institutions, will receive UAFS credit for their studies through a class called Overseas Study."

Dr. Ray Wallace of Fort Smith, provost and senior vice chancellor, say the exchange programs are evidence of the University's fulfillment of initiatives in the institution's strategic plan.

"The plan, as introduced a couple of years ago by our chancellor, includes a goal of promoting global learning initiatives," said Wallace, "and one specific action step is to enhance global experiences with opportunities to study abroad. These two students will be making history for the University with what they are doing."

Mason, a 2010 graduate of Charleston High School and a junior radiography major at UAFS, is the daughter of Tami Mason from Rogers and Robert Mason from Charleston. She has never been out of the country, but she wanted to experience a different lifestyle and culture while attending school and before she officially applied for the radiography program.

Mason talked to Suzuki, and he mentioned the University of West Bohemia. After a little research, she decided it would be a memorable, learning experience.

"I am taking philosophy and a Czech language course, so overall, I just expect to be able to understand their lifestyle, language and views on the world," she said. "It will be very interesting to learn."

Mason believes being able to understand and accept someone else's views will not only help her now, but in a career, especially if she goes into a health-care field.

"This experience will put me in a position where I have to be social, bold, independent, and overall have an understanding personality," she said. "That would help any degree program working with people. Also, I will be immersed in a completely different school system, so I will most definitely have to adapt to learning and studying with completely new methods."

Eide, a 2011 Southside High School graduate and a sophomore programming major at UAFS, is the son of Jennifer Eide of Fort Smith and Michael Eide of Longmont, Colo. Although he previously visited Canada, his trip to Japan is his first exchange program venture.

"I hope to meet new people and visit places that will not only expand my understanding of foreign cultures, but also challenge my current picture of the world," said Eide. "I also expect to be challenged daily in my studies of the language."

Eide, who already assists international students in their everyday activities at UAFS, said he found out about the study abroad opportunity from Suzuki and through the UAFS Japanese courses. He believes studying abroad will enhance his learning at UAFS.

"It will make me a much more cultured individual," said Eide, "but by learning another language, I believe it also opens your mind to generally absorb information better than someone who only knows one language."

He's also looking forward to something else ? the food.

"I love trying new things, especially new and exotic foods," he said.

We?re taking the website to NBC Sports Network, with a one-hour show every weekday, at 5:00 p.m. ET.

The show, curiously dubbed Pro Football Talk, debuts on Tuesday, September 4.? Hosted by the highly competent and funny and engaging Erik Kuselias and by an Internet hack who is the exact opposite of those three traits, the show will bring the PFT temperament and attitude to the small screen, with help from NBC talent like Rodney Harrison, Hines Ward, Doug Flutie, Ross Tucker, Amani Toomer, and Peter King.

The powers-that-be tell me they?re sending out an official press release soon.? They wanted me to say something for it.? Here?s the best I could muster:? ?When we started the website, the goal was to create a place I?d want to visit as a football fan.? That same objective applies to Pro Football Talk. ?We wanted to make a show that I would spend time watching if I wasn?t involved in it.? Of course, some may say they?d be more likely to watch this show if I actually wasn?t involved in it.?

The content here won?t suffer a bit.? We?ll be tweaking the format of PFT Live so that it will be a shorter show, with less prep time, which gives me more time at the keyboard.? And we?ve put together an excellent stable of writers, from MDS to Darin Gantt to Josh Alper to Evan Silva.

Another Legal Headache At Penn State: Title IX ? CBS Chicago

(AP) Among the legal questions still swirling around Penn State, one has drawn little attention but could pose a threat to the university: Did the school?s handling of sex abuse allegations against assistant football coach Jerry Sandusky violate the federal Title IX gender discrimination law?

Title IX could be in play because the 40-year-old law ? most commonly associated with access for girls and women to sports teams ? has become the main framework governing how colleges and universities must respond to reports of sexual assault and ensure a safe learning environment for students.

As Penn State tries to move past the scandal after Sandusky?s trial, the devastating Freeh Report and unprecedented NCAA penalties ? the football team opens play Saturday ?Title IX is potentially more than a legal afterthought. The reason: Not only have Title IX lawsuits produced some of the most expensive judgments against universities in recent years, but the law allows for the possibility ? however unlikely ? that a university?s access to all federal dollars could be cut off.

In reality, experts say, it?s unimaginable the feds would impose what some call the ?academic death penalty? available under Title IX to shut down research and cripple a university that educates and employs tens of thousands of people ? in an election-year battleground state, no less ? who had no involvement with the scandal. Nor is Penn State?s accreditation, also required for receiving federal funds, considered in jeopardy despite a recent warning from its accrediting agency.

But while the Department of Education Office for Civil Rights (OCR) has never cut off a college?s access to federal dollars over Title IX compliance, it?s also never seen a case like Penn State, with an alleged conspiracy by top university officials to conceal evidence of sexual assault, and with such destructive consequences.

The Obama administration has been aggressively using Title IX to push colleges and universities to take sexual violence on their campuses more seriously, and laid out detailed requirements on compliance last year. At the very least, OCR faces a tough question: If it won?t make at least partial use of the hammer Congress handed it to enforce Title IX ? in a case alleging such flagrant, longstanding and consequential misconduct by top university officials ? is it sending a message to other colleges that it never will?

The strong sanctions imposed on Penn State by the NCAA could also pressure the Department of Education to follow with strong medicine.

?In practice, I don?t see how (the NCAA penalty) couldn?t influence their thinking,? said Terry Hartle, senior vice president at the American Council on Education. The NCAA?s unprecedented sanctions combined with devastating details of Sandusky?s serial abuse in the Freeh Report ?probably raised the stakes for the other actors who will be looking at Penn State.?

Federal student aid (grants and loans) contributed about $700 million to Penn State?s $4.3 billion operating budget last year, and federal research more than $470 million. Losing those annual funds would dwarf the $60 million penalty imposed by the NCAA and even Penn State?s likely bill from civil lawsuits.

The Education Department has not yet opened a formal Title IX inquiry as part of its broad-based investigation into Penn State, but hasn?t ruled it out, said spokesman Justin Hamilton. He confirmed it is evaluating a request, from legal groups including the Women?s Sports Foundation and the ACLU, to open a Title IX inquiry. Hamilton said the department, which is already investigating possible violations of the Clery Act for failing to report campus crimes, would investigate ?all potential sexual offense issues? at Penn State, including the university?s response to sexual assault cases unrelated to Sandusky?s.

?I think there?s a significant chance (the department) will act at some point, but my best instinct is they will most likely wait to see how some of the criminal investigations unfold first,? said Peter Lake, an expert in higher education law at Stetson University College of Law in Florida. He added the department would do its own investigation and wouldn?t rely on the Freeh Report, which was commissioned by the university, and whose findings have been vehemently criticized by former Penn State president Graham Spanier.

The circumstances of the Penn State case would make it an unusual Title IX case ? notably because Sandusky?s victims weren?t students or employees. But that doesn?t get the university off the hook, says Nancy Hogshead-Makar, a professor at Florida Coastal School of Law and senior director of advocacy at the Women?s Sports Foundation, one of the groups requesting the Title IX investigation. The law?s language protects any ?person? from harassment and seems to apply to anyone on campus (such as visiting sports teams), though the guidance is fuzzy.

But if the case is atypical in some ways, Hogshead-Makar and others argue that Title IX?s purpose is to forestall the kind of atmosphere described in the Freeh Report: A janitor afraid to report witnessing a sexual assault, administrators quietly handling misconduct reports on their own, and an athletic program addressing discipline outside the normal university procedures. She contends the actions of Penn State?s top administrators amount to precisely the kind of ?deliberate indifference? that?s a key legal standard in Title IX cases.

Lake, the Stetson professor, who had no involvement in the request to OCR, agreed that if the allegations in the Freeh report are true ?there?s enough evidence to suggest you had a culture that was at least ripe with the potential to do the kinds of things Title IX is designed to prevent.?

Furthermore, the groups? request for a Title IX inquiry goes beyond the Sandusky case, for instance referencing a 2002 incident in which a Penn State football player suspended for two semesters was still allowed to play in a January bowl game. The group is asking Penn State to investigate if the university violated civil rights law by treating athletes differently from other students ? acceptable for most infractions but explicitly prohibited by Title IX in sexual assault cases.

Penn State spokeswoman Lisa Powers said the university wouldn?t speculate on any possible future investigation. She said the university was cooperating with and awaiting the results of a Clery Act audit by the department.

While possible Clery Act violations at Penn State have attracted more attention, Title IX packs a greater potential financial punch. Clery Act fines have reached as high as $350,000 but are capped at $27,500 per infraction. Clery Act violations can also cost schools access to federal financial aid, but in Title IX all federal dollars could be at risk.

Typically, however, OCR Title IX investigations end with resolution agreements in which colleges agree to policy changes ? designating Title IX coordinators, publicizing Title IX resources to students. OCR has shown little inclination to punish schools.

But plaintiffs may feel differently. Title IX claims could be attached to civil lawsuits, and judgments in such cases have exploded in recent years. The University of Colorado faced a $2.85 million Title IX verdict stemming from the rape of two students by football recruits and players in 2001, with a court holding the university?s program created a dangerous culture for sexual assault. That case stemmed from a single incident and victim; Sandusky was convicted in June of sexually abusing 10 boys. The verdict in a California State University-Fresno Title IX discrimination case ran to $19.1 million, though later reduced to $6.6 million.

University of Pittsburgh law professor Deborah Brake said it?s unclear whether Penn State litigants would include Title IX claims or that Penn State will take any kind of financial hit stemming from Title IX. But to avoid such a penalty, the university could be forced to make major changes dictated by the OCR, perhaps even accepting outside oversight of sexual assault procedures.

As with the $60 million penalty imposed on Penn State by the NCAA ? which the university can?t cut sports teams to pay for ? any Title IX penalties would come at least indirectly out of the academic side of the university.

?I would like to see it considered,? Hogshead-Makar said when asked if she would like to see OCR at least partly deprive Penn State of access to federal dollars. ?I would like a serious investigation. If the OCR feels the school has not done enough to comply with federal law then they should do it.?

She says Penn State proves the multi-million dollar Title IX verdicts in the Colorado case, plus settlements in other cases such as one involving the University of Georgia?s football program, haven?t sufficiently scared universities into reining in their athletic programs and taking seriously their obligations to prevent sexual assault.

?I want the message to be strong enough that it sends a message to the entire school,? she said. ?I want the physics department to make sure they have an investment in making sure athletics is on the straight and narrow.?

Biologists create first predictive computational model of gene networks that control development of sea-urchin embryos

ScienceDaily (Aug. 29, 2012) ? As an animal develops from an embryo, its cells take diverse paths, eventually forming different body parts -- muscles, bones, heart. In order for each cell to know what to do during development, it follows a genetic blueprint, which consists of complex webs of interacting genes called gene regulatory networks.

Biologists at the California Institute of Technology (Caltech) have spent the last decade or so detailing how these gene networks control development in sea-urchin embryos. Now, for the first time, they have built a computational model of one of these networks.

This model, the scientists say, does a remarkably good job of calculating what these networks do to control the fates of different cells in the early stages of sea-urchin development -- confirming that the interactions among a few dozen genes suffice to tell an embryo how to start the development of different body parts in their respective spatial locations. The model is also a powerful tool for understanding gene regulatory networks in a way not previously possible, allowing scientists to better study the genetic bases of both development and evolution.

"We have never had the opportunity to explore the significance of these networks before," says Eric Davidson, the Norman Chandler Professor of Cell Biology at Caltech. "The results are amazing to us."

The researchers described their computer model in a paper in the Proceedings of the National Academy of Sciences that appeared as an advance online publication on August 27.

The model encompasses the gene regulatory network that controls the first 30 hours of the development of endomesoderm cells, which eventually form the embryo's gut, skeleton, muscles, and immune system. This network -- so far the most extensively analyzed developmental gene regulatory network of any animal organism -- consists of about 50 regulatory genes that turn one another on and off.

To create the model, the researchers distilled everything they knew about the network into a series of logical statements that a computer could understand. "We translated all of our biological knowledge into very simple Boolean statements," explains Isabelle Peter, a senior research fellow and the first author of the paper. In other words, the researchers represented the network as a series of if-then statements that determine whether certain genes in different cells are on or off (i.e., if gene A is on, then genes B and C will turn off).

By computing the results of each sequence hour by hour, the model determines when and where in the embryo each gene is on and off. Comparing the computed results with experiments, the researchers found that the model reproduced the data almost exactly. "It works surprisingly well," Peter says.

Some details about the network may still be uncovered, the researchers say, but the fact that the model mirrors a real embryo so well shows that biologists have indeed identified almost all of the genes that are necessary to control these particular developmental processes. The model is accurate enough that the researchers can tweak specific parts -- for example, suppress a particular gene -- and get computed results that match those of previous experiments.

Allowing biologists to do these kinds of virtual experiments is precisely how computer models can be powerful tools, Peter says. Gene regulatory networks are so complex that it is almost impossible for a person to fully understand the role of each gene without the help of a computational model, which can reveal how the networks function in unprecedented detail.

Studying gene regulatory networks with models may also offer new insights into the evolutionary origins of species. By comparing the gene regulatory networks of different species, biologists can probe how they branched off from common ancestors at the genetic level.

So far, the researchers have only modeled one gene regulatory network, but their goal is to model the networks responsible for every part of a sea-urchin embryo, to build a model that covers not just the first 30 hours of a sea urchin's life but its entire embryonic development. Now that this modeling approach has been proven effective, Davidson says, creating a complete model is just a matter of time, effort, and resources.

The title of the PNAS paper is "Predictive computation of genomic logic processing functions in embryonic development." In addition to Peter and Davidson, the other author on the PNAS paper is Emmanuel Faure, a former Caltech postdoctoral scholar who is now at the ?cole Polytechnique in France. This work was supported by the National Institute of Child Health and Human Development.

Legendary US pianist diagnosed with cancer ? RT

?The Texan Who Conquered Russia? Van Cliburn, who won the first Tchaikovsky Piano Competition at the height of the Cold War, has been diagnosed with advanced bone cancer.

?The 78-year-old piano legend is currently ?resting comfortably at his Texas home under excellent care, his spirits are high,? his long-time friend and publicist Mary Lou Falcone is quoted as saying.

The piano legend has played for international heads of states and for every American President since Harry Truman.

He started taking piano lessons from his mother at the age of 3. His debut with the Houston Symphony Orchestra took place when the prodigy was only 12-years-old. Cliburn studied at Juilliard, won the famed Leventritt Competition and performed with a number of orchestras across the country.

But a real breakthrough in his career came in 1958 when the 23-year-old pianist won one of the world?s most prestigious contests, the first International Tchaikovsky Competition in Moscow.

Since then he has sold out concerts, broke record sales and even prompted an Elvis Presley fan club to change its name to his.

Tired of years of stardom, in the late 1970s Cliburn took a sabbatical, feeling emotionally drained from endless touring. He moved from New York to Fort Worth, and has been living there ever since.

He began playing publicly again in the late 1980s. Until recently he practiced daily and performed limited engagements.

Cliburn won a Grammy Lifetime Achievement Award in 2004, and was presented with the Presidential Medal of Freedom in 2003.

Italian police: Pope John Paul II relic stolen

ROME (AP) ? A trio of thieves aboard a train stole a priest's backpack containing a vial of the late Pope John Paul II's blood on Tuesday, but police recovered the relic a few hours later, authorities said.

The relic was found in a stand of reeds and grass near the railway station in the seaside town of Marina di Cerveteri, where the thieves had gotten off the train, said state railways police official Domenico Ponziani.

Police said the priest began his journey aboard the train in Rome and was heading to a sanctuary north of the capital where the relic was supposed to be put on display for admirers of the Polish pontiff, who died in 2005.

When the priest got off the train at Civitavecchia, a port city and rail hub, he realized his backpack was missing. He told police that a man who was traveling aboard the train with two others had distracted him by asking directions, before the trio got off the train a few stops before his , according to Ponziani.

After a few hours of searching, police found the relic, without the backpack, apparently tossed among the reeds, Ponziani said.

The blood was contained in a tiny glass vial inserted into a reliquary in the form of an open book with gilded pages.

Police were searching for the thieves and said it wasn't clear if they had realized what the vial contained and tossed it away, or had planned on coming back later to retrieve the relic from the station's wayside.

John Paul's relics have gone on display in several parts of the world.

The Vatican has put the Polish-born pontiff on the road to possible sainthood. Last year, his successor, Benedict XVI, beatified John Paul in a ceremony to mark the last major step before sainthood.

GOP chairman says party needs to 'prosecute' Obama

TAMPA, Fla. (AP) ? The chairman of the Republican Party says the GOP needs to "prosecute the president," arguing that Barack Obama's offenses are a long list of promises unfulfilled.

Reince Priebus (ryns PREE'-bus) says Obama promised lower unemployment if Congress passed his stimulus package in 2009. He said the president also pledged to reduce both the federal deficit and the nation's debt. The unemployment rate stands at 8.3 percent.

Priebus said in an interview Monday with "CBS This Morning" that the GOP needs to prosecute the president "who seems to be in love with the sound of his own voice."

Other Republicans declined to use the word "prosecute."

Former New Hampshire Gov. John Sununu faulted Obama for what he said is a failure of leadership.

Spain economy did worse than thought in 2010, 2011

MADRID (Reuters) - Spain's economy performed far worse than initially thought in both 2010 and 2011, data showed on Monday, suggesting the country may find it even harder to emerge from a recession that threatens to push it into seeking a sovereign bailout.

The economy shrank 0.3 percent in 2010 and grew 0.4 percent last year, according to the revised data from statistics institute INE.

The figures, respectively 0.2 percentage points and 0.3 points below preliminary estimates, prompted a short-lived selloff on Madrid's IBEX share market.

But analysts said they did not believe the data would have an effect on government forecasts for this year's gross domestic product and public deficit, though the market consensus could dip.

"The only revision that these GDP data may cause is changes to private analyst forecasts," Santiago Sanchez, economist at Carlos III University in Madrid, said.

Prime Minister Mariano Rajoy's conservative government widened the official forecast for Spain's 2011 deficit to 8 percent of GDP last December shortly after coming to power, reflecting a slowing economy and chronically high unemployment rates and debt servicing costs.

In May, it estimated the fiscal gap for the year had reached 8.9 percent.

The previous centre-left administration had targeted a 2011 gap of 6 percent.

This year, Madrid expects a deficit of 6.3 percent and a GDP contraction of 1.5 percent, which roughly tallies with the market consensus for both figures.

The International Monetary Fund expects Spain's economy, which slipped back into recession in the first quarter of this year, to shrink by 1.7 percent.

Monday's data "doesn't change the overall outlook for Spain, but it's a further note of concern in the current juncture," said Tullia Bucco, economist at UniCredit.

On Thursday, three euro zone sources told Reuters Spain was negotiating with euro zone partners over conditions for aid to bring down its borrowing costs, though the country had not made a final decision to request a bailout.

Madrid has already agreed to a European rescue package worth up to 100 billion euros ($125.17 billion) for the country's banks, weighed down by a burst property bubble.

INE said Monday's GDP changes were a result of new structural data and revisions to preliminary figures.

The 2011 revision also incorporated slightly weaker exports than first thought, it said.

INE publishes quarterly GDP breakdowns on Tuesday, along with final data for the second quarter of 2012, expected to confirm output fell by 0.4 percent on a quarterly basis.

UniCredit's Bucco said it would be important to look at which quarters were revised most in 2011, which would provide a clearer indication of how the growth outlook for coming quarters might have changed.

Factbox: Economic policies of the main parties in Quebec election

(Reuters) - Following are key economic policies of the three main parties contesting the September 4 election in the Canadian province of Quebec.

Polls show the governing Liberals, who have been in power since 2003, are trailing the separatist Parti Quebecois and the newly founded, right-leaning Coalition for the Future of Quebec (CAQ).

THE LIBERAL PARTY

Premier Jean Charest's Liberals have made the economy and jobs the main themes of their campaign. Last year, the government announced an C$80 billion ($81 billion) plan to develop Quebec's mineral-rich, yet largely desolate north and many campaign promises are linked to the so-called Plan Nord.

The party is promising to:

* set up an investment and savings tool for individuals investing in the Plan Nord. The non-refundable tax credit would be 10 percent of the amount invested, up to a credit of C$500 for a C$5000 investment.

* create 250,000 jobs and slash the unemployment rate to 6 percent by 2017 from the current 7.6 percent. It says Plan Nord will create or maintain 20,000 jobs annually over the 25 years it will take to roll out.

* balance the budget by 2013-2014. To keep the budget in the black in 2014-2015, it will limit program-spending growth by 2 percent a year, instead of the previously planned 3 percent.

* take C$150 million a year from mining, oil and gas royalties and put it into a fund for debt servicing.

* create a C$1 billion fund, managed by economic development agency Investissement Quebec, to help Quebec businesses make foreign acquisitions.

* adopt measures allowing Quebec-based companies to assess take-over bids and give them more power to reject them

The Liberals put the cost of their measures at C$245 million a year over the next four-year period, for a total of C$1.223 billion by the end of the term.

THE PARTI QUEBECOIS

The Parti Quebecois wants to eventually hold a referendum to separate from the rest of Canada.

It is promising to:

* balance the budget by 2013-14, in part by limiting spending growth to 2.4 percent a year over the next five years.

* create two new income tax levels for individuals earning more than C$130,000 a year and will boost government revenues by hiking tax rates on capital gains and slashing an income tax credit on dividends.

* review the mandate of the Caisse de depot et placement du Quebec, the province's pension fund, so it can invest more in Quebec.

* set up a C$10 billion fund, to be administered by the Caisse, which would take stakes in Quebec companies and prevent foreign takeovers.

* maintain a freeze on some electricity rates. The Liberals plan to raise some prices between 2014 and 2018.

* impose a minimal royalty rate of 5 percent on the gross value of all mining output and slap a 30 percent royalty rate on any mining profits above 8 percent.

* invest 3 percent of provincial GDP in research and development. It wants the right to administer federal programs such as employment insurance and economic development, which are currently run from Ottawa.

The PQ says net spending would total C$992 million over the next five years, with C$2.39 billion in new spending and C$1.39 billion in additional revenue.

THE COALITION FOR THE FUTURE OF QUEBEC (CAQ)

The right-leaning CAQ has never contested an election. It wants to put all talk of independence on hold for a decade so it can focus on the economy.

The party is promising to:

* balance the budget by 2013-2014, in part by slashing government expenses. It says it will cut 7,000 public service jobs, including 4000 at state-owned power company Hydro-Quebec, and will cut spending by save a total of C$2.1 billion over five years.

* allocate C$13.2 billion dollars to debt servicing over the term of its first mandate. The CAQ says all mining, gas and oil royalties would go to servicing the debt.

* increase tax on real estate profits for secondary residences and cut income tax credits on the profit from share sales.

* create a C$5 billion natural resources fund that would take minority stakes in mining projects. The fund would be administered by the Caisse

(AP) ? Expecting Ann Romney and Michelle Obama to pick out a nice frock and take the stage to assure Americans that their men are swell husbands and fathers may sound like a holdover from the 1950s, but it's a relatively recent convention tradition.

Among first ladies, politically savvy Nellie Taft was the first to attend a national convention ? and it was the opposing party's. Gazing up silently from a front-row seat in 1912, she intimidated Democratic speakers into muting their criticism of her husband, Republican President William Howard Taft.

Eleanor Roosevelt's unscripted plea for unity quieted a 1940 convention upended by war in Europe. In the television age, first lady Pat Nixon said a few informal words, and petite Nancy Reagan greeted her husband's colossal image on a video screen.

It wasn't until 1992 that Barbara Bush pioneered the wifely testimonial.

She was assigned a prime Republican convention slot in hopes that her matronly charm would steady her husband's wobbly re-election bid. Mrs. Bush praised "the strongest, the most decent, the most caring, the wisest" man she knew and declared, "However you define family, that's what we mean by family values."

"She's the first first lady to have prepared remarks," said Carl Sferrazza Anthony, historian of the National First Ladies' Library. "And without saying anything overtly political, she's talking about the political issues of that period."

George H.W. Bush lost. But Mrs. Bush proved the potential of putting an adoring spouse in front of millions of TV viewers.

So every four years, the wives come out.

"The wives are in a unique position to talk about their husbands in more personal terms, rather than policy terms," said Martin Medhurst, distinguished professor of rhetoric and communication at Baylor University. "And a lot of people vote on personality."

In 1996 both the first lady and her rival, Elizabeth Dole, spoke at a convention. Dole, wife of Republican candidate Bob Dole, left the stage to mingle Oprah-style with the crowd. First lady Hillary Rodham Clinton talked up her husband, Bill, and responded to conservative criticism of her credo "It takes a village to raise a child."

"The face-off between Elizabeth Dole and Hillary Clinton in 1996 is probably the rhetorical high point of those conventions," said Kathleen Hall Jamieson, an expert on political speech and director of the University of Pennsylvania's Annenberg Public Policy Center. "Each one very effectively makes the case for her husband, and the press played it as the battle of the wives."

And what wives: Both went on to serve in the Senate and run for president ? stirring thoughts that someday a man will grace the convention stage as the nominee's supportive spouse.

No matter what Mrs. Romney and Mrs. Obama say this year, they won't match the gravity of the first convention when a first lady spoke.

Adolf Hitler's forces had overwhelmed Western Europe and begun bombing the British coast when Democrats gathered in Chicago in 1940. The delegates rallied behind Franklin Roosevelt for an unprecedented third term but rebelled at his choice for running mate and fought over how to help Britain without being drawn into war. The president stayed away, instead dispatching Mrs. Roosevelt to persuade the fractious crowd to unite for the good of the nation and a world in peril.

"We cannot tell from day to day what may come," she told them. "This is no ordinary time."

POTTSTOWN, Pa. -

Police said they've arrested a woman for setting fire to her home. They said she did it after an argument with her female partner about parenting.

Sunday night police said they were called out twice to a home on Spruce Street, first for a domestic dispute over child custody and the second time for a fire.

Firefighters said they were able to battle the fire quickly in the 900 block of Spruce Street because a neighbor had called it in shortly after it started.

"We saw flames in the front window the front picture window," said Kim Ward, "They looked like they were almost to the ceiling and I saw that from our driveway."

Ward said she watched from across the street.

"I was concerned about the children cause I know there's two little kids and they're cute little kids a little girl and a little boy," said Ward, "I heard that were adopted."

Police said before the fire started they were called to the home because Cora Sharp and her female partner share custody of two adopted children and they had an argument over differing views on parenting. Police said they stayed until the one woman left and Sharp was home alone.

They had to come back for the fire.

"I asked where the kids were and they said they weren't there. They were with the one parent," said Ward.

Police said they found Cora Sharp, alone, driving away from the house.

"She admitted to the police officer with a spontaneous utterance that she set the fire that occurred at 976 Spruce Street," said Detective Tom Leahan.

Police said Cora Sharp said, 'I did it' and that she used a lighter.

"When she was arrested that evening she did have a blood alcohol concentration level of .20," said Leahan.

Neighbors learned Monday that police and fire investigators are calling this a case of arson.

"Emotions took over and did something stupid. I don't know." said Ward, "It's just scary."

A neighbor who didn't want to go on camera said the two homeowners were good parents.

Stosur's road to a repeat starts at US Open

(AP) ? None of this quite makes sense to Samantha Stosur.

There she was, center stage in the biggest tennis stadium in the world, taking on one of the game's most intimidating players, and making it look so easy.

But in so many ways, that 6-2, 6-3 victory over Serena Williams in the U.S. Open feels like it happened much more than a year ago.

So far in 2012, Stosur has lost in the first round in front of the home fans at the Australian Open. She has lost in the second round at Wimbledon, then again in the first round at the London Olympics. Sandwiched in between, she made a run to the semifinals of the French Open, but fell apart by committing 21 of her 48 unforced errors during an ugly third set loss to Sara Errani.

The questions that came up after all these losses: Did nerves get to her? Quite a strange thing to ask given the setting and the opponent for her first Grand Slam final victory last year.

"I think everyone suffers from nerves," Stosur conceded. "Sometimes, certain people make a bigger deal about it than what it is. It depends on what you're talking about. I don't think you'd find anyone who doesn't get a little bit nervous. It's just how you handle it. The more you get through it, the better you get at handling situations."

Stosur, seeded seventh this year, kicks off the tournament Monday as defending champion, playing the day's first match in Arthur Ashe Stadium against 64th-ranked Petra Martic of Croatia.

Despite her status as defending champion, Stosur is not considered one of the favorites coming into Flushing Meadows this year. British sports books have her listed at 28-1 to repeat, same as Venus Williams, who has a 1-2 record in Grand Slams in 2012, and behind No. 4 seed Serena Williams, No. 3 Maria Sharapova, No. 1 Victoria Azarenka and four others.

"It is what it is," Stosur said. "It's fine whether you're talked of as being the favorite or not. At this point during the tournament, it doesn't really matter. Everyone is starting from scratch, and obviously things become clearer as the weeks go on."

Other players starting Monday include third-seeded Andy Murray of Britain, coming off his Olympic gold medal at the London Olympics. He faces Alex Bogomolov Jr. of Russia. Top-seeded Roger Federer plays American Donald Young in the night session.

Also playing in Arthur Ashe Stadium are No. 3 Maria Sharapova, against Melinda Czink of Hungary, and No. 23 Kim Clijsters, opening the final tournament of her career with a first-round match against American Victoria Duval. Clijsters missed last year with an injury, but has won the tournament the last three times she's entered ? in 2005, 2009 and 2010.

"Obviously, this place is magical for me," Clijsters said. "I've had so many beautiful memories."

The Williams sisters, No. 2 Novak Djokovic and No. 20 Andy Roddick, the 2003 champion, are among those who start later in the week.
