Fifteen die in protests at Bangladesh Islamist's death sentence

DHAKA (Reuters) - By Anis Ahmed

DHAKA, Feb 28 (Reuters) - A Bangladesh tribunal convicted an Islamist party leader and sentenced him to death on Thursday, the third verdict by the court set up to investigate abuses during the country's independence war, triggering widespread protests by supporters in which at least 15 people were killed.

Delwar Hossain Sayedee, 73, vice-president of the Jamaat-e-Islami party, was found guilty of mass killing, rape, arson, looting and forcing minority Hindus to convert to Islam during the 1971 war of independence from Pakistan, lawyers and tribunal officials said.

The religious party, known simply as Jamaat, had called for a day-long countrywide strike in anticipation of the verdict against Sayedee, the third senior party member convicted by the tribunal.

Police, witnesses and media reports said at least 15 people were killed and around 200 wounded in clashes between Jamaat activists and police as violence erupted in more than a dozen districts.

Protesters set fire to a Hindu temple and several houses in Noakhali district, south of Dhaka, reporters said. In southeastern Cox's Bazar, they attacked a police camp.

In the capital, authorities deployed extra police and members of a rapid response force and put paramilitary soldiers on standby, a Home Ministry official told reporters.

Thousands of people in the capital's Shahbag square, who support the tribunal and have been protesting for weeks to demand the highest penalty for war criminals, burst into cheers as the sentence was announced.

Sayedee looked defiant and remained calm in the dock as judges read out the verdict, witnesses said.

"I didn't commit any crime and the judges are not giving the verdict from the core of their heart," Sayedee told the court. "They are submitting to the excessive pressure from Shahbag," he said, referring to the protests.

State prosecutor Haider Ali told reporters he was happy with the verdict which he said "appropriately demonstrated justice".

Defense attorney Abdur Razzak said the sentence was politically motivated. "He is a victim of sheer injustice. We will appeal," he said.

RIVAL PROTESTS

Prime Minister Sheikh Hasina set up the tribunal in 2010 to investigate abuses during the war that claimed about 3 million lives and during which thousands of women were raped.

The tribunal has been criticized by rights groups for failing to adhere to international standards of due process. Human Rights Watch cited defense lawyers, witnesses and investigators as saying they had been threatened.

Critics say the tribunal is being used by the prime minister as an instrument against her opponents in the two biggest opposition parties, the Bangladesh Nationalist Party (BNP) and the Jamaat-e-Islami. Begum Khaleda Zia, Hasina's arch rival and leader of the BNP, has called the tribunal a farce.

Hasina's party has denied allegations of bias.

On January 21, the tribunal sentenced Abul Kalam Azad, a former Jamaat member, to death in absentia after he was found guilty of torture, rape and genocide during the independence war.

In its second verdict, on February 5, the tribunal sentenced another senior Jamaat member, Abdul Quader Mollah, 64, to life in prison after he was found guilty of murder, rape, torture and arson.

Both verdicts sparked protests by Jamaat supporters.

But those protests incited larger counter-demonstrations by supporters of the tribunal demanding death sentences for all those responsible for abuses during the war.

Nine more people, mostly Jamaat members, are facing trial for war crimes, tribunal officials said.

The overwhelmingly Muslim south Asian country of 160 million people would likely see more violence in the run-up to parliamentary elections in January, in which both Hasina and Khaleda will run for power, analysts said.

Jamaat is a potential ally of Khaleda's BNP and holds a big chunk of its vote bank.

Bangladesh became part of Pakistan at the end of British colonial rule in 1947. But the country then known as East Pakistan won independence with India's help in December 1971 following a nine-month war against the then West Pakistan.

Some factions in Bangladesh opposed the break with Pakistan, including the Jamaat. Jamaat leaders have denied involvement in abuses.

It's time to replace your FMLA poster ? again ? Business ...

By March 8, 2013, employers covered under the FMLA (those with 50 or more employees) must display the new version of the Employee Rights and Responsibilities Under the Family and Medical Leave Act poster.

This new version of the one-page poster includes new changes to FMLA rights relating to military family leave and military caregiver leave. Plus, it includes technical changes for FMLA eligibility for airline flight crews and flight attendants.

Those changes were originally approved by Congress in 2008 and 2009. On Feb. 5, 2013?which was also the 20th anniversary of the signing of the FMLA law in 1993?the U.S. Department of Labor issued final regulations that implement and clarify the military and flight-crew changes. At the same time, the DOL published an updated version of the employer poster, a fact sheet on the amendments and a new Employee's Guide to Military Family Leave under FMLA.

The poster. All employers covered under the FMLA are required to display this poster, which explains employees' rights under the law and tells workers how to file a complaint. You must display the poster, the DOL says, in "a conspicuous place where employees and applicants for employment can see it." If your organization is covered by the law, a poster must be displayed at all locations, even if there are no eligible employees.

Plenty of HR and poster vendors will be happy to sell you copies of this new version. But be aware: You don?t need to spend a penny to comply with the law?s new posting requirement. You can download a free copy of the official approved version at the DOL's website: www.dol.gov/whd/regs/compliance/posters/fmla.htm.

The correct version of the updated poster includes this notation in the bottom right corner: "WHD Publication 1420, Revised February 2013."

Also, you don't need to wait to March 8 to display the new poster. The DOL says you can start using the new poster immediately, or you may still use the old FMLA poster through March 7, 2013.

Military Leave. The military-related FMLA changes finalized in these regulations and new poster would provide families of eligible veterans with the same job-protected FMLA leave now available to families of military service members. It would also allow more military families to take leave for activities that arise when a service member is deployed. Specifically, the FMLA regulations say:

The final regulations on military leave did include a handful of minor differences from the 2008 regulations. The DOL issued a side-by-side comparison of the changes. Plus, the agency issued three new forms that employers can use to certify employees' use of military-related leave:

One final thought ... If employers were looking for any good news in this DOL announcement, they didn't find it.

The DOL took the opportunity of the FMLA's 20th birthday to trumpet what they see as the law's remarkable success, saying employers' administration of the law "has achieved a level of stability."

But many employers would argue differently.

"Compliance with the regulatory scheme of the FMLA remains a challenge for employers," says Al Robinson, a former administrator of the DOL's Wage & Hour division, now an attorney with Ogletree Deakins in Washington, D.C. "This final rule does little to address the administrative burdens caused by the FMLA regulations."

YC-Backed Zaranga Adds Dynamic, Priceline-Style Purchasing To Vacation Rentals

zaranga-standard-logoThe business of holiday home rentals has been one of the most natural areas to migrate to the world of e-commerce -- the ability to search for and view lots of properties makes it a significant improvement on whatever it was that people used to do in the past (magazines? vacation agencies? brochures?), and that has helped the online rentals industry to blow up. One area that hasn't evolved very much, however, is pricing and paying -- oftentimes, the cost of a rental is static, and paying in many cases ends up being an offline effort. Until now.

New tool for measuring frozen gas in ocean floor sediments

Feb. 26, 2013 ? A collaboration between the National Oceanography Centre (NOC) and the University of Southampton is to develop an instrument capable of simulating the high pressures and low temperatures needed to create hydrate in sediment samples.

Dr Angus Best of NOC and Professors Tim Leighton and Paul White from the University of Southampton's Institute of Sound and Vibration Research (ISVR) have been awarded a grant of ?0,8 million by the Natural Environment Research Council (NERC) to investigate methods for assessing the volume of methane gas and gas hydrate locked in seafloor sediments.

Dr Best, who is leading the project, explained: "Greenhouse gases, such as methane and carbon dioxide, are trapped in sediments beneath the seafloor on continental shelves and slopes around the world. Currently, there are only very broad estimates of the amount of seafloor methane and hydrate."

The team plan a series of experiments on a range of sediment types, such as sand and mud. They intend to map out the acoustic and electrical properties of differing amounts of free methane gas and frozen solid methane hydrate.

The laboratory-based approach adopted by the team will involve the development of a major new Acoustic Pulse Tube instrument at NOC. Using acoustic techniques and theories developed by the ISVR team, they aim to provide improved geophysical remote sensing capabilities for better quantification of seafloor gas and hydrate deposits in the ocean floor.

"Not much is known about the state of gas morphology -- bubbles. Muddy sediments show crack-like bubbles, while sandy sediments show spherical bubbles. Only dedicated lab experiments can hope to unravel the complex interactions. By creating our own 'cores' of sediment material in a controlled environment where we know the concentrations of methane or carbon dioxide, we can create models to help us with in situ measurements on the seafloor."

There is significant interest in sub-seafloor carbon-dioxide storage sites. Methane hydrates are a potential energy resource that could be exploited in future. They may also contribute to geo-hazards such as seafloor landslides -- it is thought that earthquakes and the release of gas hydrates caused the largest-ever landslide, the Storegga Slide, around 8,000 years ago.

Professor Leighton said: "The three of us have collaborated in recent years in an experiment that used acoustics to take preliminary measurements of gas in the muddy sediments revealed at low tide. Those measurements, and the acoustic theory we developed to interpret the data, provided exactly the foundation we needed to undertake this critically important study that will be relevant to the seabed in somewhat deeper waters.

"As a greenhouse gas, methane is 20 times more potent per molecule than carbon dioxide. There is the potential for climate change to alter sea temperatures and cause more methane gas to be released from seabed hydrates into bubbles which reach the atmosphere. It is therefore vital that we have the tools to quantify and map the amount of methane that is down there."

    Rethinking wind power

Feb. 25, 2013 ? "People have often thought there's no upper bound for wind power -- that it's one of the most scalable power sources," says Harvard applied physicist David Keith. After all, gusts and breezes don't seem likely to "run out" on a global scale in the way oil wells might run dry.

Yet the latest research in mesoscale atmospheric modeling, published February 25 in the journal Environmental Research Letters, suggests that the generating capacity of large-scale wind farms has been overestimated.

Each wind turbine creates behind it a "wind shadow" in which the air has been slowed down by drag on the turbine's blades. The ideal wind farm strikes a balance, packing as many turbines onto the land as possible, while also spacing them enough to reduce the impact of these wind shadows. But as wind farms grow larger, they start to interact, and the regional-scale wind patterns matter more.

Keith's research has shown that the generating capacity of very large wind power installations (larger than 100 square kilometers) may peak at between 0.5 and 1 watts per square meter. Previous estimates, which ignored the turbines' slowing effect on the wind, had put that figure at between 2 and 7 watts per square meter.

In short, we may not have access to as much wind power as scientists thought.

An internationally renowned expert on climate science and technology policy, Keith holds appointments as Gordon McKay Professor of Applied Physics at the Harvard School of Engineering and Applied Sciences (SEAS) and as Professor of Public Policy at Harvard Kennedy School. Coauthor Amanda S. Adams was formerly a postdoctoral fellow with Keith and is now assistant professor of geography and Earth sciences at the University of North Carolina at Charlotte.

"One of the inherent challenges of wind energy is that as soon as you start to develop wind farms and harvest the resource, you change the resource, making it difficult to assess what's really available," says Adams.

But having a truly accurate estimate matters, of course, in the pursuit of carbon-neutral energy sources. Solar, wind, and hydro power, for example, could all play roles in fulfilling energy needs that are currently met by coal or oil.

"If wind power's going to make a contribution to global energy requirements that's serious, 10 or 20 percent or more, then it really has to contribute on the scale of terawatts in the next half-century or less," says Keith.

If we were to cover the entire Earth with wind farms, he notes, "the system could potentially generate enormous amounts of power, well in excess of 100 terawatts, but at that point my guess, based on our climate modeling, is that the effect of that on global winds, and therefore on climate, would be severe -- perhaps bigger than the impact of doubling CO2."

"Our findings don't mean that we shouldn't pursue wind power -- wind is much better for the environment than conventional coal -- but these geophysical limits may be meaningful if we really want to scale wind power up to supply a third, let's say, of our primary energy," Keith adds.

And the climatic effect of turbine drag is not the only constraint; geography and economics matter too.

"It's clear the theoretical upper limit to wind power is huge, if you don't care about the impacts of covering the whole world with wind turbines," says Keith. "What's not clear -- and this is a topic for future research -- is what the practical limit to wind power would be if you consider all of the real-world constraints. You'd have to assume that wind turbines need to be located relatively close to where people actually live and where there's a fairly constant wind supply, and that they have to deal with environmental constraints. You can't just put them everywhere."

"The real punch line," he adds, "is that if you can't get much more than half a watt out, and you accept that you can't put them everywhere, then you may start to reach a limit that matters."

In order to stabilize Earth's climate, Keith estimates, the world will need to identify sources for several tens of terawatts of carbon-free power within a human lifetime. In the meantime, policymakers must also decide how to allocate resources to develop new technologies to harness that energy.

In doing so, Keith says, "It's worth asking about the scalability of each potential energy source -- whether it can supply, say, 3 terawatts, which would be 10 percent of our global energy need, or whether it's more like 0.3 terawatts and 1 percent."

"Wind power is in a middle ground," he says. "It is still one of the most scalable renewables, but our research suggests that we will need to pay attention to its limits and climatic impacts if we try to scale it beyond a few terawatts."

The research was funded by the Natural Sciences and Engineering Research Council of Canada.

Red Frog Blog ? Blog Archive ? For Sale By Owner Is A Mistake

Never sell it your self! Often a ?FSBO,? or home ?for sale by owner? can sell as quickly, and for as a lot as it would have if listed with a real estate agent. Sometimes. Just before you determine to give it a try though, take into account the following ten points.

    1. Most purchasers function with agents. They look via MLS listings. If you do not list with an agent, most buyers will never ever see or hear about your residence. It really is hard to discover that ?appropriate? buyer or get leading dollar when your invisible to most of the marketplace.

two. FSBOs get reduced delivers. It is only logical. The purchaser thinks you will take less due to the fact you?re saving the commission! Save $10,000, get $ten,000 much less - where?s the advantage in that?

three. You pay advertising. All the expenses the real estate workplace usually pays are yours if you sell it your self. How significantly will you commit on advertisements if it requires a a year to sell?

four. You never have the sources. The agent has books of sold properties to look at, for example, to figure out the very best price tag for your property. You can get that info by digging by way of county records, but you do have to value your time also, proper?

five. You might not know the marketplace. What?s the target market place for your property? Young couples, retirees? What characteristics are they seeking for? You need to know these factors ahead of you create your advertisements. An knowledgeable real estate salesperson will know.

six. You may not know the laws. What about written disclosures, and who pays the actual estate transfer tax? Just simply because you sell it yourself doesn?t imply you get to ignore the laws.

    7. You might not be a excellent salesperson. How do you create rapport and appropriately answer objections? Will your defensiveness scare off a buyer who criticizes your house? Believe back to your own purchases. You know a good salesperson tends to make a distinction.

eight. A real estate agent handles the paperwork. Can you help the purchaser effectively fill out an offer to acquire? Do you have the other closing documents prepared?
    homes hills of lakeway
    9. True estate agents negotiate for you. When is the last time you learned a new negotiating approach? Do you know how to counter-offer you with no angering a purchaser? A very good salesperson is trained in these skills.

    10. You may possibly not save a penny. Documents, newspaper advertising, indicators for the yard, and far more - it really is all your expense when you sell it your self. Then soon after your difficult function, you get low offers, and negotiate poorly? The truth is that sellers frequently net significantly less income from the sale when they try to save the commission.

You can see why most ?FSBO? sellers sooner or later turn to a genuine estate agent for support. You can understand to do several of the items an agent does, but is it worth it to devote all that time and perhaps not even save any income? Never sell it yourself unless you really know what you happen to be doing, and you are ready for the hassle.

Italian polling stations open in key vote for euro zone

ROME (Reuters) - Polling stations opened for the first day of voting on Sunday in an election to choose a successor to the technocrat government of Mario Monti, appointed just over a year ago to save Italy from financial crisis.

Voting began at 8 a.m. and will go on to 10 p.m. (2100 GMT)Polls will re-open on Monday at 7 a.m. and remain open until 3 p.m. (1400 GMT), with the first exit polls for both the lower house and Senate expected soon afterwards.

The election, in the middle of a deep recession, is being closely watched by financial markets amid concern that it may fail to produce a clear winner capable of continuing the broad course of budget discipline and economic reform begun by Monti and backed by Italy's European partners.

The last opinion polls published before a pre-election blackout two weeks ago put a center-left coalition led by Pier Luigi Bersani in the lead although former prime minister Silvio Berlusconi had been closing the gap.

Uncertainty over the result has been increased by a surge in support for the anti-establishment 5-Star Movement of comedian Beppe Grillo who has ridden a wave of public anger against corruption and privilege in Italy's political elite.

General mechanism that accelerates tumor development discovered

Feb. 24, 2013 ? Cancer is characterized by uncontrolled cell division and growth. In order to identify new therapeutic targets through which to tackle the disease, scientists seek to clarify the mechanisms that control the expression of genes that favor the development of tumors, in processes such as uncontrolled cell division. Nature has just published a paper by the lab headed by Ra?l M?ndez, ICREA professor at the Institute for Research in Biomedicine (IRB Barcelona). The study describes a mechanism controlled by the CPEB1 protein that affects more than 200 genes related to cell proliferation and tumor progression. The mechanism, which was discovered using Hodgkin lymphoma cells, has been proposed as a general regulatory system that enhances the spread of cancer.

The researchers describe that CPEB1 shortens a highly specific region of RNAs (RNAs are the molecules that carry gene information for protein synthesis). This region holds most of the signals that determine whether an RNA molecule is made into a protein or not. "CPEB1 "takes off the brakes" for hundreds of RNAs that stimulate cell desdifferentiation and proliferation, allowing them to be made into proteins; however, in addition to removing the brakes in the nucleus, this protein accompanies RNA to the cytoplasm, where it speeds up the production of these proteins," explains the senior author of the paper Ra?l M?ndez, head of the "Translational control of cell cycle and differentiation" group at IRB Barcelona.

Ra?l M?ndez is an expert on the CPBE protein family, a type of RNA-binding protein that has a positive and crucial role in early embryo development. "CPEB proteins are necessary during development and also during tissue regeneration via stem cells in adults, but if the programme governed by CPEBs is continually switched on, cells divide when they are not supposed to and form a tumor," explains M?ndez. The CPEB family comprises four proteins, which compensate each other's normal function but which have specific activities in diseased states. "This finding is positive from a therapeutic viewpoint because it means that if you remove CPEB1 from healthy cells, its function can be taken over by any other CPEB protein. In contrast, in tumors only CPEB1 has the capacity to shorten these regions, thus affecting only tumor cells," states Italian researcher Felice Alessio Bava, first author of the paper, and post-doctoral fellow with M?ndez's group who, this year, has obtained his doctorate degree through the "la Caixa" International Fellowship Programme. This study provides further evidence of the potential of CPEB proteins as therapeutic targets. In 2011, in a study published in Nature Medicine, M?ndez identified that CPEB4 "switches on" hundreds of genes linked to tumor growth. This new study explains that the overexpression of CPEB4 in tumors is because CPEB1 has also "released its brakes." "The fact that these proteins control each other is also advantageous from a therapeutic point of view," asserts M?ndez, "because partial inhibition, by a drug, would be amplified, thus allowing tumor cell reprogramming. The amplification should make it easier to find a viable compound."

The lab has developed a system to screen therapeutic molecules for a drug that can inhibit the action of CPEB in tumors while having few secondary effects on healthy cells. "There is no drug currently available that influences the regulation of gene expression at this level. Our findings open up a pioneering therapeutic window. We are optimistic about the potential of CPEB proteins as targets," says M?ndez.

The action of CPEB proteins should be considered in the design of other therapeutic strategies

The study published in Nature includes a meticulous genomic analysis of RNA molecules that are processed in different ways depending on whether CPBE1 is present. The study provides a list of between 200 and 300 of such genes, that is to say, those that would have the region holding regulatory signals removed. This is precisely the region where microRNAs -- small molecules regulating the translation of this RNA to protein -- bind. "Many antitumor therapies attempt to interfere with microRNA binding, but we have now revealed that CPEB proteins remove these regions beforehand. The pharmaceutical companies that are developing such compounds will be able to predict whether their targets are suitable approaches or not," explains the scientist.

The study has involved the collaboration of the group led by Juan Valc?rcel at the Center for Genomic Regulation (CRG), an expert in RNA nuclear processing, and that of Roderic Guig?, an expert in biostatistics and also at CRG. This study received funding from the Consolider RNAreg consortium of the Spanish Ministry of Economy and Competition and the Generalitat de Catalunya (Government of Catalonia).

Tabasco CEO Paul McIlhenny, Bayou bon vivant, dies

Paul McIlhenny, the chairman and chief executive of the Louisiana company that makes Tabasco brand pepper sauce, has died at age 68, the McIlhenny Co said on Sunday.

McIlhenny died on Saturday, the family-owned company said in a news release that described him as "a true bon vivant" whose passions included hunting, fishing, wine-tasting and game cooking.

He was a sixth-generation member of the McIlhenny family to live on Avery Island in the southern Louisiana bayou, and a fourth-generation member to produce pepper sauces sold worldwide under the Tabasco brand.

The McIlhenny company was founded in 1868 on Avery Island. It supplies hot sauce to the U.S. presidential plane Air Force One and to Britain's royal family, the Times-Picayune newspaper said on its website.

Paul McIlhenny joined the company in 1967 and directly oversaw the production of its sauces for 13 years, expanding both its line of spicy sauces and the array of aprons, neckties and other merchandise bearing the familiar red-and-green Tabasco logo.

He spent much of his time in New Orleans and in 2006 he reigned as Rex, the first King of Carnival during Mardi Gras celebrations after the city was devastated by Hurricane Katrina.

"All of McIlhenny Company and the McIlhenny and Avery families are deeply saddened by this news," said Tony Simmons, president of McIlhenny Co and fifth-generation McIlhenny family member. "We will clearly miss Paul's devoted leadership but will more sorely feel the loss of his acumen, his charm and his irrepressible sense of humor."

US moves to salvage Syrian opposition talks

LONDON (AP) ? The U.S. is frantically trying to salvage a Syrian opposition conference that John Kerry plans to attend this week during his first official overseas trip as U.S. secretary of state.

A senior Obama administration official said Sunday that Kerry has sent his top Syrian envoy to Cairo in hopes of convincing opposition leaders that their participation in the conference in Rome is critical to addressing questions from potential donors and securing additional aid from the United States and Europe.

Some members of the sharply divided Syrian Opposition Council are threatening to boycott Wednesday's meeting, which is the centerpiece of Kerry's nine-nation tour of Europe and the Middle East.

According to the official, U.S. envoy Robert Ford will say that the conference is a chance for foes of Syrian President Bashar Assad to make their case for new and enhanced aid ? and get to know America's new chief diplomat, who has said he wants to propose new ideas to pressure Assad into leave power.

The official was not authorized to discuss sensitive diplomatic matters publicly and spoke only on condition of anonymity.

If the meeting with Kerry were to be postponed, the official said the delay would likely hurt chances for short-term boosts in U.S. aid or shifts in Syria policy, which is now focused on providing non-lethal and humanitarian assistance to the opposition.

The U.S. is concerned that the same kind of infighting that doomed the Syrian National Council may be hindering the SOC, the official said.

In addition to Ford's trip to Cairo, the top U.S. diplomat for the Mideast, Elizabeth Jones, planned to head to Rome on Monday to add her voice to the argument to opposition members there.

Kerry is on a self-described "listening tour" of Europe and the Mideast, chiefly focused on ending the crisis in Syria.

The former Democratic senator from Massachusetts has said he wants to discuss fresh proposals to ratchet up the pressure on Assad and make way for a democratic transition. Violence in Syria has killed at least 70,000 people.

Kerry has not elaborated on those plans, but there is internal debate in the Obama administration about stepping up aid to the rebels, perhaps to include lethal military assistance.

Key to increasing pressure on Assad will be Russia, which has staunchly resisted efforts to push Assad out, to the increasing anger and frustration of the United States and its allies in Europe and the Middle East.

Kerry will meet Russian Foreign Minister Sergey Lavrov on the second stop of his trip, in Berlin on Tuesday, and hopes to get a better idea of what Moscow may be willing to support. However, two officials traveling with Kerry said they did not expect any breakthroughs in the German capital.

In London, his first stop, Kerry was expected to be asked by the British about the administration's views on Britain's dispute with Argentina over the Falkland Islands. London is looking to Washington to support a referendum next month on the islands' future. Residents are expected to vote widely in favor of remaining part of Britain.

Senior officials traveling with Kerry would not discuss possible outcomes or the vote, and the U.S. position remains that it is up to Britain and Argentina to work out a resolution. Argentina claims the islands as the Islas Malvinas.

Britain asserted control of the South Atlantic islands by placing a naval garrison there in 1833. Britain and Argentina fought a brief war in 1982 after Argentina invaded the islands. More than 900 people died, most of them Argentines.

After Britain and Germany, Kerry's 10-day trip will take him to France, Italy, Turkey, Egypt, Saudi Arabia, the United Arab Emirates and Qatar.

In addition to Syria, he will focus on conflicts in Mali and Afghanistan, and on Iran's nuclear program.

In Germany, Kerry will discuss trans-Atlantic issues with German youth in Berlin, where he spent time as a child as the son of an American diplomat posted to the divided Cold War city.

In Paris, Kerry plans to discuss France's intervention in Mali.

Despite the numerous Middle East stops, Kerry will not travel to Israel or the Palestinian territories. He will wait to visit them when he accompanies Obama there in March.

Divide between European and U.S. telcos widens

BARCELONA (Reuters) - When the bosses of global mobile operators meet in Barcelona this week, there will be an elephant in the room: the widening gap between fast-growing and richly-valued U.S. telecoms companies and their ailing European counterparts.

A overcrowded market, tough regulations and recession are hampering European telcos' ability to invest in faster networks, increasing the risk that the region's flagging economy falls further behind the United States and parts of Asia.

As a result, a transatlantic gap in company valuations has opened to its widest since 2008, with European telco stocks now trading at roughly 9.9 times earnings against 17.6 times for U.S. peers.

The gap reflects differences in the competitive landscape. Europe has about 100 mobile firms to the United States' six, as well as harsher rules that have sapped profitability and contributed to four straight years of revenue decline.

And it has real world consequences. As investors' confidence in them wanes, European telcos find it harder to raise or borrow money and become increasingly wary of funding network upgrades that take years to pay off, but are vital to economic growth.

"If it were just a valuation gap of 5 percent it wouldn't really matter, but when it is so large, it does have serious consequences," said France Telecom Chief Financial Officer Gervais Pellissier in an interview.

"If European operators don't get their financing capacity back and regain higher stock market valuations, investment in networks may be lower than many would wish."

To keep up with the smartphone and tablet computer boom, global carriers must invest $800 billion in their networks through 2016, according to trade group GSMA, notably on fourth generation (4G) mobile technology and fibre broadband that offer up to ten times faster internet speeds.

While U.S., Japanese, and South Korean telcos invest heavily in networks, Europe's players have been struggling to pay off debts as their ability to generate cash is hit by fierce competition. As a result, they are building 4G and fibre broadband only slowly, leaving swathes of Europe poorly covered.

The situation has led many European telco executives to lobby the European Union for a more benign approach to mergers and acquisitions and regulations on, for example, call charges.

Europe's top technology regulator Neelie Kroes supports consolidation to create a handful of strong cross-border telecom leaders. But European antitrust watchdogs led by competition commissioner Joaquin Almunia have been cold on such deals over fears they will raise prices for consumers.

The valuation gap could even make European telcos acquisition targets for U.S. and Asian rivals, a tough pill to swallow for proud, former state-backed monopolies that build key national infrastructure.

However, the heavy losses faced by Mexican tycoon Carlos Slim since he bought stakes in Dutch group KPN and Telekom Austria suggest foreigners must tread carefully before bargain shopping in Europe.

    ACROSS THE POND

In the United States, Verizon Wireless and AT&T control 70 percent of the mobile market and their virtual duopoly has allowed them to grow sales and profits, avoiding the fate of European peers to become investor darlings.

As they have upped investment to build faster 4G networks, they have secured higher prices from consumers increasingly addicted to smartphones from the likes of Apple and Samsung.

Their financial performance last year is the stuff of dreams for Europe's operators. Verizon grew mobile revenues by 7.7 percent last year on a margin of 46.6 percent, while AT&T mobile sales grew 5.7 percent on a margin of 39.6 percent.

In contrast, Europe's biggest mobile operator Vodafone saw its revenue dip 0.4 percent in the first half of its current fiscal year, and its operating margin was 30.5 percent.

The two smaller U.S. players - Sprint Nextel and T-Mobile, a unit of Deutsche Telekom - have some 30 percent of the market, but are far from matching the two leaders' network quality or profitability. That could change if the market gets more competitive after Japan's Softbank bought about 70 percent of Sprint last year. T-Mobile USA is also in the process of buying smaller rival Metro PCS.

Average revenue per U.S. mobile user (ARPU) has grown 25 percent to $49 (39.24 euros) since 2007, according to Sanford Bernstein. In Europe, ARPU has fallen 15 percent to 24 euros.

To cope with lower sales, Europe's telcos have cut costs, But that has not improved profits because prices keep falling. The sector index dropped more than 8 percent in 2012, making it the region's worst-performer.

For Bernstein analyst Robin Bienenstock the problem is European telcos have no confidence that investing in networks to offer superior service than rivals will pay off.

"So they don't invest, they just cut costs and tweak pricing, locking themselves in a vicious cycle of selling an increasingly commoditized service," she said.

"If you are an American consumer, especially in a big city, there has been a tangible improvement in what you're being offered on mobile speeds, whereas for Europeans, there has been a deterioration in quality."

    TARGETS

If the valuation gap persists, it could open the door to outside companies looking for bargain acquisitions in Europe.

AT&T, for example, has signaled it would look for opportunities to expand in Europe, although people familiar with its thinking said no decisions had been made on such moves.

Verizon Communications CEO Lowell McAdam, meanwhile, said last month it was "feasible" to achieve a long-held goal to buy out the 45 percent of Verizon Wireless owned by Vodafone, though it is unclear whether Vodafone would want to cash in on all or part of a stake that is a rich source of revenue.

Carlos Slim's experience, however, shows the risks of dealmaking in Europe. The founder of America Movil spent 3 billion euros to invest in KPN and Telekom Austria, only to see the value of his investments plummet.

European telco bosses are likely to sound the alarm when they see regulator Neelie Kroes at the Mobile World Congress in Barcelona on Tuesday.

"The European industry should look very carefully at the American model and more seriously ask ourselves why there is such a successful model for customers, shareholders and governments that we seem not to be able to replicate," Vodafone CEO Vittorio Colao recently told the Wall Street Journal.

Few expect things to change quickly though. "From a European perspective, I have little hope that the valuations will improve as long as there is no change to the regulatory environment or the macroeconomic environment," said Heinrich Ey, director of research at Allianz Global Investors.

Lecturer's wife, her angry emails and a husband 'exposed to all as a love-cheat' in messages accidentally sent to whole university

    • Donna Lees emailed her husband's suspected lover Claire Russell
    • But she was left angry after failing to receive a reply?
    • She sent email to everyone sharing lecturer's surname at Bath University
    • Intimate details of alleged affair were widely circulated

    By Lucy Osborne

    |

When a married woman came to believe her husband was having an affair with a college lecturer, she tried to vent her fury in an email to the suspected lover.

But after Donna Lees failed to receive any reply, she decided to communicate her anger to everyone who shared Claire Russell?s surname at Bath University.

As a result, intimate details of the alleged affair between law tutor Miss Russell and father-of-two Sean Lees have been widely circulated to hundreds of people ? and caused much amusement for the university?s students.

Rivals:? Donna Lees, left, emailed her husband's suspected lover Claire Russell, right, but when she did not receive a reply she sent an email to everyone sharing lecturer's surname at Bath University

Mrs Lees?s email, which was sent on Wednesday, reads: ?Clearly you are equally as dishonest as my husband, given he has admitted today that he has been sleeping with you since September.

?Has Sean told you that he left his SatNav in our youngest daughter?s car whilst I was on holiday two weeks ago?

?It has all the dates and times of his meetings with you.?

    ?

Mrs Lees, who runs a Brighton-based fish supply business with her 49-year-old husband ? from whom she has now separated ? said she attempted to contact Miss Russell via what she believed was her personal email address. But when she did not reply, Mrs Lees decided she ?would not just sit back and be ignored?.

Mrs Lees had wanted to send a message to Miss Russell?s college email address, but because she didn?t know which exact address was hers, she sent it to everyone with the surname Russell.

It is thought that Mrs Lees obtained the emails of all staff and students named Russell from the university website.

Revealing: The email has caused quite a commotion among students at Bath University, pictured

Revealing: The email has caused quite a commotion among students at Bath University, pictured

The email was initially addressed to 15 people with the surname.

It is believed to have since been circulated hundreds of times since.

In it, Mrs Lees says: ?Perhaps you just like secretly s******g other people?s husbands?, in between your demanding work and family schedule.

?To be the catalyst that smashes apart a whole family and destroys the trust and love between a father and two daughters must surely be a big burden to bear Claire...

?Well done. I hope your conscience copes, although given it appears to match your morals it probably will.?

Mrs Lees and her husband have two daughters, Brooke, 20, and Paige, 18, and have been married for 23 years.

She said: ?We were a very close family before all this happened, including him, but I just hope he can re-build a relationship with his daughters in the future.?

Mrs Lees, 45 added that her husband had admitted the affair ?to my daughter, then admitted it to me as well?. She said that her husband and Miss Russell dated ?but only for a few months?.

Regarding the email being widely read, Mrs Lees said: ?I don?t really care if she?s embarrassed ? that?s not my problem, if she replied in the first place I wouldn?t have resorted to doing that.

?I have never met Claire but know of her through friends of friends,? she added.

Miss Russell, who works part-time at Bath, one of the UK?s top ten universities, alongside her role as a consultant at Bespoke Legal Practice, declined to comment on the alleged affair or email.

She said: ?I do not know Donna Lees and have never met her.

?I understand from many who do know her, and from her actions so far, that she is someone who is unbalanced, and thrives on confrontation and drama.

?I do not think it is wise to indulge her and therefore have nothing to say.?

One student who received the email said he found it ?hilarious?, and that it has been sent around the university from friend to friend.

The second-year law student said: ?I don?t know much? about Miss Russell, but she is attractive for a middle-aged woman.?

The University of Bath declined to comment on the incident, saying that it is ?a personal and not a university matter?.

Mr Lees could not be reached for comment.
