LONDON (AP) ? Markets appeared Monday to be taking in stride the prospect that U.S. politicians will fail to agree a budget deal in time to avoid automatic tax increases and spending cuts that many economists think could tilt the world's largest economy back into recession.
With just hours to go before the U.S. falls off the so-called "fiscal cliff," Republicans and Democrats remained divided over tax and spend, raising the prospect that markets will start 2013 without a clear idea of America's budget policy. The main sticking point appears to be what level of taxes are imposed on higher incomes.
Discussions in the Senate broke off Sunday night without an agreement. The Senators will return to their offices Monday to try and hammer out a deal before the deadline.
"With the gulf between both parties still wide and the desire to protect their supporters' key interests so ingrained, it is difficult to see how both sides can compromise enough to agree a deal at this point," said Rebecca O'Keeffe, head of investment at Interactive Investor.
However, it's not the first time that budget discussions in the U.S. have gone down to the wire, and investors remain confident that some sort of deal will be reached, if not Monday then in the coming days or weeks. As a result, they think that the potential damage wrought by higher taxes and spending cuts will be limited.
In addition, a backup proposal that would address only a few issues is expected to be presented by Senate Majority Leader Harry Reid, a Democrat, if a bipartisan deal is not reached.
The prospect of counter-measures to offset the "fiscal cliff" impact helps explain why markets were fairly calm in Europe and Asia, and Wall Street was poised to open higher.
In Europe, the FTSE 100 index of leading British shares was down 0.4 percent at 5,901 but the CAC-40 in France was 0.4 percent higher at 3,633. Most European indexes are only trading for half of the day ahead of the New Year break, while others including Germany's DAX were closed.
U.S. stocks were poised for gains at the open, with Dow futures up 0.2 percent and the broader S&P 500 futures 0.4 percent higher, even though in theory, the U.S. faces around $671 billion of tax increases and spending cuts over the coming months, equivalent to the sort of fiscal tightening taking place in highly indebted Europe.
Clearly, their full imposition would hobble an economy that has shown some signs of late of a more sustainable economic recovery.
Some economists predict the tax-and-spending effects of the "fiscal cliff" could eventually throw the U.S. economy back into recession ? although if the deadline passes, politicians still have a few weeks to keep the tax hikes and spending cuts at bay by repealing them retroactively once a deal is reached.
"It is likely that many of the fiscal cliff measures allow a certain amount of room within which the government can introduce measures to refrain from any tax increases," said Joshua Mahony, an analyst at Alpari.
Still, the failure to adhere to the deadline following weeks of squabbling and procrastination could be view negatively by the major credit rating agencies and weigh on investor confidence going into 2013.
"I think the market reaction to that will be very negative. This means the U.S. will never be able to bring its house in order. And the deficit will continue to accumulate," said Francis Lun, managing director of Lyncean Holdings in Hong Kong. "No meaningful reform and no solution in sight. You can throw confidence out of the window."
Earlier in Asia, the picture was fairly subdued in those markets that were open ? among others, markets in Japan and South Korea were closed for the New Year's holidays.
Hong Kong's Hang Seng, trading for a half-day, closed marginally lower at 22,656.92, while mainland Chinese stocks rose after a private survey showed the country's manufacturing growth at its strongest level in 18 months in December. Australia's S&P/ASX 200 fell 0.5 percent to close at 4,648.90.
There was also a fairly calm atmosphere in other financial markets, with the euro down just 0.2 percent at $1.3191 and the price of benchmark New York crude down 11 cents at $90.69 a barrel.

WASHINGTON (Reuters) - President Barack Obama offered strong support for former Republican Senator Chuck Hagel as the potential next U.S. defense secretary but said in remarks aired on Sunday he has not yet decided on a nominee for the Pentagon post.
Hagel is considered a leading candidate to replace outgoing Secretary of Defense Leon Panetta, but he has come under criticism for his record on Israel and for a comment that being gay was an inhibiting factor for being an ambassador.
"I've served with Chuck Hagel. I know him. He is a patriot. He is somebody who has done extraordinary work both in the United States Senate, somebody who served this country with valor in Vietnam," Obama told NBC's "Meet the Press" in an interview taped on Saturday and broadcast on Sunday.
Obama said he has seen nothing that would disqualify Hagel.
The president said Hagel had apologized for his comments related to homosexuality, referred to by NBC's David Gregory in the interview.
"With respect to the particular comment that you quoted, he apologized for it," Obama said.
"And I think it's a testimony to what has been a positive change over the last decade in terms of people's attitudes about gays and lesbians serving our country. And that's something that I'm very proud to have led."

With some investments already feeling the pain of the looming cliff, millions of Americans are at risk of being affected. The first to consider is the expiration of the Bush-era tax cuts, according to CNBC's Jackie Deangelis.

If you?re the type of person who likes to file your income tax return as soon as possible, then you?ve got another reason to be frustrated by the fiscal cliff stalemate in Washington, D.C.
Most of the tax changes being discussed as part of the fiscal cliff negotiations would go into effect in 2013, meaning that taxpayers would first have to account for them when they went to file those tax returns in early 2014.
But a handful of the provisions under discussion could affect Americans? 2012 taxes. The down-to-the-wire negotiations in the nation's capital could leave the IRS scrambling to adopt the changes in its systems, delaying the agency?s ability to accept some people?s returns.
?Congress oftentimes waits until the last minute to pass legislation, and then that in a turn affects the IRS,? said Bob Meighan, vice president with tax software provider TurboTax.
That's definitely been the case this time around. Just a few days before the end of the year, Congress has not been able to come to an agreement over a series of tax increases that are scheduled to go into effect Jan. 1. President Barack Obama said Friday that he was "modestly optimistic" a deal could still be reached to avert going over the so-called fiscal cliff.?
Acting IRS Commissioner Steven T. Miller has already warned that there could be serious filing delays if Congress doesn?t provide a patch for the Alternative Minimum Tax. An IRS spokesman said Friday that the agency did not have any further information beyond the warnings Miller gave to lawmakers in a letter earlier this month.
The AMT is a provision in the tax code that was designed to ensure that wealthy taxpayers have to?pay at least a minimum amount of taxes. It was never indexed for inflation, however, so Congress has had to provide temporary fixes over the years to ensure that lower-income taxpayers aren?t affected.
That hasn?t happened yet this year because of the fiscal cliff stalemate. In the letter to House Ways and Means Committee Chairman Dave Camp earlier this month, Miller, the acting IRS commissioner, warned that if Congress doesn?t provide a patch this year, then the IRS would have to make significant programming changes to account for that.
?In that event, given the magnitude and complexity of the changes needed, I want to reiterate that most taxpayers may not be able to file their 2012 tax returns until late in March of 2013, or even later,? Miller wrote in the Dec. 19 letter.
Miller also warned that as many as 30 million additional taxpayers could be subject to the AMT if a patch isn?t put in place.
For now, Miller said the IRS is acting as if Congress will provide an AMT patch.
Meighan, of TurboTax, said his company also has prepared its software as if a patch will be in place. But he said the company also is ready to?switch gears quickly if it must.
Meighan said a few other provisions under discussion as part of the fiscal cliff negotiation could affect a minority of taxpayers in 2012. Those include a deduction teachers get for school supplies they purchase for their classrooms and a tuition and fees deduction that applies to some students.
"It's really gotten to a point now where you have the ideological divisions in the country overlapped now with the partisan divisions," said CNBC's Chief Washington Correspondent John Harwood.
The IRS has had to ask people to delay filing their returns before. In 2010, Congress passed last-minute tax law changes on Dec. 17. As a result, the IRS said it wouldn?t be able to accept returns with itemized deductions until February of 2011 because it needed time to adjust its systems.
If people are forced to wait to file their tax returns, that would also mean a delay in getting tax refunds. Roberton Williams, a senior fellow with the Tax Policy Center, said that in turn could have some effect on the economy because many people count on that money to pay off debt or buy big-ticket items.
If the AMT isn?t patched at all, he noted, that would be an even bigger economic hit because some taxpayers wouldn?t get their expected refund at all.
?That will have a major effect on the economy,? Williams said. ?It will be pulling a lot of money out of the economy that people are expecting.?
Despite the Congressional deadlock, experts say they are still assuming a deal will be made to put the patch in place.
?For most people, come 2013 they?ll be able to file their taxes, they?ll get their refund and life goes on,? Meighan said.

December 16 was a happy day. That?s when my daughter Emily, was honored with a baby shower for my new grandson, Parker, who is due to arrive on January 31. She received lots of cute stuff, and lots of practical stuff as well. That?s her in the red and? white striped shirt. The shower was about 45 miles away from my house. I haven?t been very social lately, but this is something that I couldn?t miss, you know, I couldn?t not go. So we made the trip, I hung out with the girls for about three hours, then went back home. I spent the entire next day in my recliner recuperating.
On December 19, I had my first appointment with the new gastroenterologist. He seems to be ok as far as doctors go. I hand carried my records from Arizona with me to his office, so he would have them that day. He spent a good amount of time reading over them, shaking his head every so often as if he couldn?t believe how I was treated. When I asked him if there was? a medically necessary reason for waiting 13 days to do surgery, he didn?t answer the question.? He did, however, give me an answer when I asked him how long I could expect my pain to last: He said ?It could be a few more months, or it could be forever, we just don?t know.?
He said the pain is probably caused by scar tissue from numerous abdominal surgeries over the course of my life. The main thing I wanted to accomplish from this visit was to establish a doctor-patient relationship, so that if I have any gastrointestinal problems in the future, I can say my doctor is Dr. XXXX. The secondary goal was to get another RX for pain meds so I don?t run out. He wrote the prescription for me and told me to continue taking it as I have been, and if anything changes to call him. I have another appointment in four months. And yes, he says I am healing as expected, as far as the incision goes, and there is nothing to worry about there. And yes, the pain I am experiencing is also considered normal in my circumstances, so it is also not something I should worry about. At least that much of my worries have been relieved by going to this doctor.
Next, on December 20 I had an appointment with the M.D. who is associated with the mental health clinic. The did an extensive, intensive interview that included many many questions about my medical, mental, and emotional background. It was THE most in depth doctor interview I have ever had, and that in itself makes me feel a lot better about going to them, because they ARE taking the time to ask me what is going on with me, and listening to me when I tell them. I have been to doctors over the years who have acted like I was a pain in their behind to be dealt with in a little time as possible. Not so with this group. At the end of the interview, they decided to leave me on Celexa 40 mg once a day, and gave me a prescription for something to help me sleep. I haven?t had to take it every night, but on the nights when I do need it, it has helped a lot. I have spent many nights laying there all night with my eyes wide open, unable to sleep, unable to stop thinking about the bills, the pain, the fear, the boogey men.
While we were in Rome for the doctor appointment, we saw a Honey Baked Ham store on the way to the office. So, we stopped on the way home to buy a ham for our family Christmas get together.
Our girls, Becky and Emily, and their families, came on Saturday before Christmas for a late lunch. We had the ham, sweet potato casserole, potato salad, and green beans. I made Death By Chocolate for dessert, and Becky brought a pecan pie and a key lime pie. Of course, the best part was the conversation and laughter, sitting around the table with the now grown kids, and just enjoying the day with them.
The next day, Sunday, was spent in the recliner again all day, resting up from the company. Fabgrandpa and I ate ham for breakfast, lunch and dinner for about 4 days. Lots of sandwiches, and plain sliced ham. Christmas day, we didn?t do much. The day after Christmas, my younger brother, who lives in south Georgia, came to see me and my new house. He had been to my mother?s for Christmas, but I just didn?t feel like going. It was so good to see him!
That just about covers it, except that both Fabgrandpa and I are sick with colds. I have been miserable?just blowing my nose or sneezing makes me hurt! My ears feel stopped up, and my throat hurts. If I?m not better by 1/2, I?m going to the urgent care place in Cedartown.

An area that just a week ago was lush habitat on the Sepulveda Basin's wild side, home to one of the most diverse bird populations in Southern California, has been reduced to dirt and broken limbs ? by the U.S. Army Corps of Engineers.
Audubon Society members stumbled upon the barren landscape last weekend during their annual Christmas bird count. Now, they are calling for an investigation into the loss of about 43 acres of cottonwood and willow groves, undergrowth and marshes that had maintained a rich inventory of mammals, reptiles and 250 species of birds.
Much of the area's vegetation had been planted in the 1980s, part of an Army Corps project that turned that portion of the Los Angeles River flood plain into a designated wildlife preserve.
Tramping through the mud Friday, botanist Ellen Zunino ? who was among hundreds of volunteers who planted willows, coyote brush, mule fat and elderberry trees in the area ? was engulfed by anger, sadness and disbelief.
"I'm heartbroken. I was so proud of our work," the 66-year-old said, taking a deep breath. "I don't see any of the usual signs of preparation for a job like this, such as marked trees or colored flags," Zunino added. "It seems haphazard and mean-spirited, almost as though someone was taking revenge on the habitat."
In 2010, the preserve had been reclassified as a "vegetation management area" ? with a new five-year mission of replacing trees and shrubs with native grasses to improve access for Army Corps staffers, increase public safety and discourage crime in an area plagued by sex-for-drugs encampments.
The Army Corps declared that an environmental impact report on the effort was not necessary because it would not significantly disturb wildlife and habitat.
By Friday, however, nearly all of the vegetation ? native and non-native ? had been removed. Decomposed granite trails, signs, stone structures and other improvements bought and installed with public money had been plowed under.
In an interview, Army Corps Deputy District Cmdr. Alexander Deraney acknowledged that "somehow, we did not clearly communicate" to environmentalists and community groups the revised plan for the area 17 miles northwest of downtown Los Angeles. He added that the corps would "make the process more transparent in the future."
But Kris Ohlenkamp, conservation chairman of the San Fernando Valley Audubon Society, asserted that the corps had misrepresented its intent all along.
Walking Friday through what once had been a migratory stop for some of the rarest birds in the state ? scissor-tailed flycatchers, yellow-billed cuckoos, least Bell's vireos, rose-breasted grosbeaks ? Ohlenkamp said: "We knew that the corps had a new vision for this area, but we never thought it would ever come to this."
Frequent catastrophic floods prompted civic leaders in the 1930s to transform the river into a flood-control channel. Nearly the entire 51-mile river bottom was sheathed in concrete, except in a few spots such as the Sepulveda Basin.
Over the decades, awareness of the river's recreational potential grew. And with pressure from environmental groups, Los Angeles County and corps officials in the 1980s made major changes. The waterway and surrounding flood plain were slowly transformed into a greenbelt of parks, trees and bike paths, courtesy of bond measures approved by voters.
Then in 2010, the Environmental Protection Agency deemed the entire river to be navigable and therefore subject to protections under of the Clean Water Act.
A year ago, Army Corps of Engineers District Cmdr. Col. Mark Toy issued a license allowing the Los Angeles Conservation Corps to operate a paddle-boat program in the Sepulveda Basin, along a 1.5-mile stretch of river shaded by trees teeming with herons, egrets and cormorants.
This summer, paying customers will disembark a hundred yards from the corps' recent clear-cuts.
"Environmental stewardship is critical for us," Deraney said. "But assuring public safety and access to infrastructure designed to deal with flooding are paramount."
As he spoke, a Cooper's hawk swooped down and landed on a nearby tree stump.

In a cavernous warehouse on a recent weekday, Rose Parade volunteers were busy painting and clipping flowers as they rushed to complete their float in time for New Year's Day festivities. But all activity paused when the star of the decorated stage arrived.
With a Marine corporal in tow, Lucca, a German shepherd-Malinois mix, hopped curiously toward a group of excited children. Her head dipped from the weight of her body, no longer supported by her amputated left leg.
It's been nine months since Lucca lost her paw to a roadside bomb in Afghanistan. A veteran of three combat deployments, she is one of thousands of U.S. military working dogs trained to sniff out booby traps, deliver messages and track enemies. She has led more than 200 missions, with no Marine ever injured under her patrol.
When the 124th Rose Parade kicks off the new year on Tuesday, Lucca and her handlers will be riding a float celebrating the decades of service by her kind. The float, titled "Canines with Courage" and sponsored by Natural Balance Pet Foods, was inspired by the Military Working Dog Teams National Monument that will be dedicated later next year in San Antonio.
Four handlers and their dogs, representing the Air Force, Army and Marines, will also escort the float, built by Fiesta Parade Floats.
"She's loving the attention; Lucca deserves it," said Cpl. Juan Rodriguez, 23, laughing as he lifted the dog onto the float. Rodriguez says he owes his life to her, recalling when she sniffed out a booby trap and set off the bomb that took her leg. He later escorted her to her first handler, Marine Gunnery Sgt. Christopher Willingham, 33, whom Lucca now lives with in spoiled retirement.
A decade ago Lucca would have probably been euthanized after her service. Once considered simply "government equipment" and too dangerous to return to domestic life, U.S. military working dogs have only recently been recognized by the general public for their role in every war since World War II.
Trained at Lackland Air Force Base in Texas, where a $15-million veterinary hospital is devoted to treating dogs working for the military and law enforcement, thousands of canines have been sent overseas since 1942.
Over the years, many have been left behind as excess equipment.
Then in 2000, President Clinton signed a law allowing retired soldiers and civilians to adopt the dogs after their deployments.
"We've come a long way. It was a lot of hard work, but it's important they all get recognized," said John Burnam, president of the foundation that established the national monument, which is scheduled to be completed by October.
Burnam, who will also be riding on the float, served in the Vietnam War and wrote a first-person account of working with Clipper, a front-line scout dog. Clipper never came back to the U.S.
Burnam's story inspired Rep. Walter B. Jones (R-N.C.), who introduced legislation for a national monument. In 2008, President George W. Bush signed the bill into law, and President Obama later authorized Burnam's foundation to build and maintain the monument.
The monument, regal bronze statues of a Doberman pinscher, German shepherd, Labrador retriever and Belgian Malinois leading a dog handler on patrol, cost about $1.2 million. It was funded solely by grants and donations led by sponsors Natural Balance, Petco and Maddie's Fund.
Natural Balance President Joey Herrick, whose company is known for Rose Parade floats boasting the firm's mascot Tillman the bulldog ? who has surfed, skateboarded and snowboarded on various floats ? was inspired to take on a more serious design this year.
"I'm so proud of this float," Herrick said. "This is not trying to set a Guinness record; this is honoring our soldiers. We have handlers and dogs who have been to Iraq and Afghanistan."
On a recent morning, 86-year-old retired Marine Robert Harr sits quietly on the float. Harr trained the most decorated war dog in the Pacific theater during WWII. After the war, he said, he smuggled his companion, Oki, back home. Word got out and when his German shepherd died in 1958, he was buried with full military services in Newport Beach, where Harr still visits every year on Oki's birthday.
When Harr met Lucca for the first time, she raised her left ear quizzically. Moments later, she lunged onto him, swatting him with her one paw.
Harr wipes away tears. He's excited to be on the float, he says.
"My family, I'll be with them."

NEW YORK (AP) ? The NHL's latest offer to the players' association was enough for the sides to make plans to meet this weekend.
Deputy commissioner Bill Daly said Friday the league presented its proposal Thursday. The sides haven't met in person since a second round of talks with a federal mediator broke down Dec. 13.
The NHL and the players' association are expected to talk via conference call on Saturday, and have tentative plans to meet Sunday in New York.
The league's comprehensive new offer, that is several hundred pages in length, was still being reviewed by the union Friday night. The players' association's executive board and negotiating committee went over the proposal during an internal conference call.
"We delivered to the union a new, comprehensive proposal for a successor CBA," Daly said in a statement Friday. "We are not prepared to discuss the details of our proposal at this time. We are hopeful that once the union's staff and negotiating committee have had an opportunity to thoroughly review and consider our new proposal, they will share it with the players. We want to be back on the ice as soon as possible."
The league would like to have a deal in place by Jan. 11, begin training camps the following day and start the regular season by Jan. 19.
The lockout has reached its 104th day, and the NHL said it doesn't want a season of less than 48 games. That means a deal would need to be reached mid-January.
A person familiar with key points of the offer told The Associated Press that the league proposed raising the limit of individual free-agent contracts to six years from five ? seven years if a team re-signs its own player; raising the salary variance from one year to another to 10 percent, up from 5 percent; and one compliance buyout for the 2013-14 season that wouldn't count toward a team's salary cap but would be included in the overall players' share of income.
The person spoke on condition of anonymity because details of the new offer were not being discussed publicly.
The NHL maintained the deferred payment amount of $300 million it offered in its previous proposal, an increase from an earlier offer of $211 million. The initial $300 million offer was pulled off the table after negotiations broke off earlier this month.
The latest proposal is for 10 years, running through the 2021-22 season, with both sides having the right to opt out after eight years.
A conference call with the players' association's negotiating committee and its executive board was scheduled for Friday afternoon and was expected to last several hours.
The lockout has reached a critical stage, threatening to shut down a season for the second time in eight years. All games through Jan. 14, plus the Winter Classic and the All-Star game already have been called off. The next round of cuts could claim the entire schedule.
The NHL is the only North American professional sports league to cancel a season because of a labor dispute, losing the 2004-05 campaign to a lockout. A 48-game season was played in 1995 after a lockout stretched into January.
It is still possible this dispute could eventually be settled in the courts if the sides can't reach a deal on their own.
The NHL filed a class-action suit this month in U.S. District Court in New York in an effort to show its lockout is legal. In a separate move, the league filed an unfair labor practice charge with the National Labor Relations Board, contending bad-faith bargaining by the union.
Those moves were made because the players' association took steps toward potentially filing a "disclaimer of interest," which would dissolve the union and make it a trade association. That would allow players to file antitrust lawsuits against the NHL.
Union members voted overwhelmingly to give their board the power to file the disclaimer by Jan. 2. If that deadline passes, another authorization vote could be held to approve a later filing.
Negotiations between the NHL and the union have been at a standstill since talks ended Dec. 6. One week later, the sides convened again with federal mediators in New Jersey, but still couldn't make progress.
The sides have been unable to reach agreement on the length of the new deal, the length of individual player contracts, and the variance in salary from year to year. The NHL is looking for an even split of revenues with players.
The NHL pulled its previous offers off the table after the union didn't agree to terms on its last proposal without negotiation.

Detectives in New York are searching for a female suspect who fled a subway station after a man was fatally pushed in front of a train on an elevated platform in Queens, N.Y.
At 8:04 p.m. on Thursday an unnamed man was standing on the northbound platform at 40th Street and Queens Blvd., waiting for the 7 train. Witnesses told police that a woman was walking back and forth on the platform and talking to herself before she took a seat on a wooden bench on the platform.
As the 7 train approached the station, witnesses said the woman rose from the bench and pushed the man onto the tracks, who was standing with his back to her.
Witnesses told police that the victim did not notice the woman behind him. He was struck by the first of the 11-car train, with his body pinned under the front of the second car as the train came to a stop, according to a statement from Deputy Commissioner Paul Brown.
After pushing the man onto the platform the woman then fled down the stairs to Queens Blvd. She was described as wearing a blue, white and grey ski jacket, and grey and red Nike sneakers.
It is unclear if the two knew each other, or whether anyone attempted to help the man to the platform before he was struck by the train.
Overnight the NYPD released surveillance video of the woman believed to be the suspect, Detectives were also canvassing locations along Queens Blvd for other witnesses and surveillance video.
Thursday's incident marks the second straphanger death this month--a man was killed in midtown after being pushed onto the subway tracks under an oncoming train.
On Dec. 3, 58-year-old Ki-Suck Han was tossed onto the subway track at 49th Street and Seventh Avenue around 12:30 p.m. after an altercation with a man who was later identified as 30-year-old Naeem Davis. Davis has been charged with murder in Han's death and was ordered held without bail.

WASHINGTON (AP) ? Confused about the federal budget struggle? So are doctors, hospital administrators and other medical professionals who serve the 100 million Americans covered by Medicare and Medicaid.
Rarely has the government sent so many conflicting signals in so short a time about the bottom line for the health care industry.
Cuts are coming, says Washington, and some could be really big. Yet more government spending is also being promised as President Barack Obama's health care overhaul advances and millions of uninsured people move closer to getting government-subsidized coverage.
"Imagine a person being told they are going to get a raise, but their taxes are also going to go up and they are going to be paying more for gas," said Thornton Kirby, president of the South Carolina Hospital Association. "They don't know if they are going to be taking home more or less. That's the uncertainty when there are so many variables in play."
Real money is at stake for big hospitals and small medical practices alike. Government at all levels pays nearly half the nation's health care tab, with federal funds accounting for most of that.
It's widely assumed that a budget deal will mean cuts for Medicare service providers. But which ones? How much? And will Medicaid and subsidies to help people get coverage under the health care law also be cut?
As House Speaker John Boehner famously said: "God only knows." The Ohio Republican was referring to the overall chances of getting a budget deal, but the same can be said of how health care ? one-sixth of the economy ? will fare.
"There is no political consensus to do anything significant," said Dan Mendelson, president of Avalere Health, a market analysis firm. "There is a collective walking away from things that matter. All the stuff on the lists of options becomes impossible, because there is no give-and-take."
As if things weren't complicated enough, doctors keep facing their own recurring fiscal cliff, separate from the bigger budget battle but embroiled in it nonetheless.
Come Jan. 1, doctors and certain other medical professionals face a 26.5 percent cut in their Medicare payments, the consequence of a 1990s deficit-reduction law gone awry. Lawmakers failed to repeal or replace that law even after it became obvious that it wasn't working. Instead, Congress usually passes a "doc fix" each year to waive the cuts.
This year, the fix got hung up in larger budget politics. Although a reprieve is expected sooner or later, doctors don't like being told to sit in the congressional waiting room.
"It seems like there is a presumption that physicians and patients can basically tolerate this kind of uncertainty while the Congress goes through whatever political machinations they are going through," said Dr. Jeremy Lazarus, president of the American Medical Association. "Our concern is that physician uncertainty and anxiety about being able to pay the bills will have an impact on taking care of patients."
A recent government survey indicates that Medicare beneficiaries are having more problems when trying to find a new primary care doctor, and Lazarus said that will only get worse.
Adding to their unease, doctors also face an additional reduction if automatic spending cuts go through. Those would be triggered if Obama and congressional leaders are unable to bridge partisan differences and strike a deal. They are part of the combination of tax increases and spending cuts dubbed the "fiscal cliff."
Medicare service providers would get hit with a 2 percent across-the-board cut, but Medicaid and subsidies for the uninsured under Obama's health care overhaul would be spared. The Medicare cut adds up to about $120 billion over ten years, with 40 percent falling on hospitals, according to Avalare's analysis. Nursing homes, Medicare Advantage plans and home health agencies also get hit.
The American Hospital Association says that would lead to the loss of hundreds of thousands of hospital jobs in a labor intensive industry that also generates employment for other businesses in local communities.
"It's very difficult to believe hospitals can absorb the kinds of numbers they are talking about without reducing service or workforce," said Kirby, the hospital association head. "You may decide that a service a hospital provides is not affordable ? for example, obstetrics in a rural community ? if you're making a little bit of money or losing a little bit of money by continuing to deliver babies in a rural community."
Independent analysts like Mendelson doubt that a 2 percent Medicare cut to hospitals would be catastrophic, but say it will cost jobs somewhere.
Even if there is a budget deal, the squeeze will be on.
The administration has proposed $400 billion in health care cuts so far in the budget talks, coming mainly from Medicare spending. That's only a starting point as far as Republicans are concerned. They also want to pare back Medicaid and Obama's health care law, and have also sought an increase in the eligibility age for Medicare.

BEIJING, China - China has opened the world's longest high-speed rail line, which more than halves the time required to travel from the country's capital in the north to Guangzhou, an economic hub in southern China.
Wednesday's opening of the 2,298 kilometre (1,428 mile)-line was commemorated by the 9 a.m. departure of a train from Beijing for Guangzhou. Another train left Guangzhou for Beijing an hour later.
China has massive resources and considerable prestige invested in its showcase high-speed railways program.
But it has in recent months faced high-profile problems: part of a line collapsed in central China after heavy rains in March, while a bullet train crash in the summer of 2011 killed 40 people. The former railway minister, who spearheaded the bullet train's construction, and the ministry's chief engineer, were detained in an unrelated corruption investigation months before the crash.
Trains on the latest high-speed line will initially run at 300 kph (186 mph) with a total travel time of about eight hours. Before, the fastest time between the two cities by train was more than 20 hours.
The line also makes stops in major cities along the way, including provincial capitals Shijiazhuang, Wuhan and Changsha.
More than 150 pairs of high-speed trains will run on the new line every day, the official Xinhua News Agency said, citing the Ministry of Railways.
Rail is an essential part in China's transportation system, and the government plans to build a grid of high-speed railways with four east-west lines and four north-south lines by 2020.
The opening of the new line brings the total distance covered by China's high-speed railway system to more than 9,300 km (5,800 miles) ? about half its 2015 target of 18,000 km.

No Strikeforce fighter has suffered more as a result of the dispute between Showtime and UFC president Dana White than Gilbert Melendez.
Many knowledgeable mixed martial arts experts believe the Strikeforce lightweight champion might be the best 155-pound fighter in the world. But since Zuffa's purchase of Strikeforce from Silicon Valley Sports & Entertainment in March 2011, has fought just three times and hasn't gotten anywhere near a mega-event.
That is about to change with the demise of Strikeforce after its Jan. 12 show in Oklahoma City. That card will mark the final Strikeforce event as part of an agreement announced earlier this month between Zuffa and Showtime, which televises Strikeforce events.
UFC president Dana White said fighters under contract to Strikeforce would be folded into the UFC. Melendez is injured and unable to defend his title in Oklahoma City next month, so his next fight will be in the UFC.
White told reporters Thursday following the pre-fight press conference for UFC 155 that Melendez's first bout in the UFC would likely be a title shot.
"We'll see, but we'll probably bring him in and give him a title shot," White said.
As usual, White covered a slew of topics in his post-news conference scrum with reporters. Among the other gems:
? White said the UFC would put an event in Puerto Rico before 2014. The UFC last held an event in Puerto Rico in Bayamon on Feb. 16, 1996.
? He confirmed that he has begun casting for a Mexican version of "The Ultimate Fighter" and said the company is still in talk with networks there about a television deal.
The problem, he said, is not introducing the fans to the sport. Mexicans are notorious boxing fans and White said the UFC's market research has shown that there is plenty of interest among them in mixed martial arts. The issue is reaching what he believes is the proper television deal, which he admitted has been harder than expected to accomplish.
"We're dealing with some of these countries where five families run all of Mexico," White said. " ... Once we get the right deal, I know it will be big [among the Mexican fans]."
? White said the UFC's partnership with Fox and its related networks has been "unbelievable." He said Fox officials kept their promise to him and moved the U.S. version of "The Ultimate Fighter" to Tuesday nights on FX beginning with the debut of Season 17 on Jan. 22.
That season will feature light heavyweight champion Jon Jones and former middleweight title contender Chael Sonnen as the coaches.
The UFCs 18-34-year-old male demographic wasn't home to watch Seasons 15 and 16 and the ratings sank dramatically from its pre-FX days on Spike.
"I've said this to you guys a million times, but FX loved us on Friday nights," White said. "But they're good partners and they promised me [they'd change nights if it didn't work out]. They said, 'Let's try to build this on Friday to a point where you're happy with the [ratings]. If it doesn't work out, we'll move you to another night.' And they kept their word."
By going on Tuesday, the UFC will avoid competing directly with Bellator's reality series, which will be held on Thursdays on Spike starting Jan. 17.
? White said 2012 was a good year for the company despite its unbelievable rash of injuries. He said pay-per-view numbers were lower than in 2011, but said the drop wasn't alarming and was not unexpected given the major issues with injuries the company experienced.

2012 was a good year for me in this area. ?Not perfect, but good?and allow me to share with you my tips on how to be live a healthy life on a budget.
It?s a funny thing that many of the resolutions regarding health or weight loss are among the first resolutions that are broken. ?Ok, it?s not a funny thing, it?s more of a sad thing, really. ? As I reflect why this is so, I?ve come to the conclusion that:
So, first of all, I?d like to give answers to the bullet points above, based on my experience and testimony. ?I will just give a smidgen of my answers below, but I will describe each in detail in future articles.
For the first two bullet points, I suggest a paradigm shift: DON?T FOCUS ON APPEARANCE OR WEIGHT! ?Look at this from a bigger perspective. ?Seriously, will looking like a supermodel make you a better parent or a better man/woman? ?Instead, focus on health. ?Your fitness goals should revolve around a higher quality of life and to live disease-free?and if you look better and weigh less as a result (which is inevitable), then it?s a bonus. ?Bonus, not focus.
On the bullet point about diet, well, I love to eat, and maybe it?s a bit unfair on my end that I can eat anything I want and still be skinny. ?However, there are tricks that will allow you to enjoy your food and be guilt free (even aiding you in losing pounds). ?There are tricks to make healthy food very delicious. ?Oh, and I subscribe to the thought that you should not be afraid of fat?fat, the good fat, is your friend and you should have lots of it. ?(I suggest you read a book by one of my favorite authorities on health, Dr. Bruce Fife, called Eat Fat, Look Thin)
If lack of time is your excuse, then you may be encouraged to know that my exercise regimen only takes 15-20 minutes, tops. ?This consists of high-intensity interval training and one-set strength exercises. ?Again, the goal is not a bodybuilder?s physique, it?s just reaching and maintaining a respectable level of health and fitness?and to this end my workout suits me just fine while allowing me the time to do other, more important things.
Being healthy is expensive? ?It doesn?t have to be. ?I used to be a gym rat, but now, times and priorities have changed. ?I?ve learned that an obsession with fitness can be like a vice, robbing the more important things in life the time and money they deserve. ?All I need today are a good pair of running shoes and home dumbbells.
I can?t really help you, though, on the last one. ?If you have a negative mindset on exercise, then it will be tougher than ever to get started. ?But I hope what I said here would make adopting a healthy lifestyle look like an easier pill to swallow that you once thought. ?Be encouraged that even as a lazy, and very busy working father of three, I can make it happen?so can you.
To close, I will follow up this article with several others meant to show you in more detail how I maintain a healthy lifestyle. ?They include:
