Ukraine under fire in Russian activist's abduction

KIEV, Ukraine (AP) ? Ukraine let Russian agents kidnap an anti-Kremlin activist seeking asylum in the Ukrainian capital of Kiev and forcibly bring him back to Moscow, the main opposition party charged Thursday.

The party led by jailed former Prime Minister Yulia Tymoshenko claims that President Viktor Yanukovych sanctioned the abduction of Leonid Razvozzhayev in order to secure the Kremlin's backing for Sunday's parliamentary election in Ukraine.

"The special services of a foreign state are operating on Ukraine's territory," said Tymoshenko ally Arseniy Yatsenyuk.

Yanukovych, who visited Moscow earlier this week, has been courting the Kremlin to seek a rebate on Russian natural gas supplies. A lower gas price is essential to keep the struggling Ukrainian economy afloat and would secure public support for Yanukovych and his party.

Razvozzhayev, a 39-year-old Russian opposition activist, had come to Kiev last week to seek political asylum in Ukraine after Russian investigators accused him of being involved in plotting anti-government riots.

Razvozzhayev told Russian human rights defenders who visited him in a Moscow jail that he was kidnapped on a Kiev street by masked men who smuggled him into Russia. He said they kept him in handcuffs and leg chains in a basement for three days, denying him food, water, sleep or use of a toilet. He also said they threatened to kill his children until he "confessed" to plotting riots.

Russian authorities say Razvozzhayev turned himself in and confessed voluntarily.

Razvozzhayev's lawyer, Mark Feigin, said on Ekho Moskvy radio Thursday that his client has formally disavowed his confessions and filed a complaint over his abduction to Russia's main investigative agency.

Ukraine's Foreign Ministry and the national security agency have declined to comment on the matter. But Interior Ministry spokesman Volodymyr Polishchuk on Thursday allowed for the possibility that Russian security services could have been involved in Razvozzhayev's abduction.

"How did it happen? Did they ask him to (go) of his own free will? Or did they just force him? I don't know," Polishchuk told The Associated Press.

Either way, Polishchuk said, what happened to Razvozzhayev did not constitute a crime because he is "alive and well" and the Interior Ministry will not press charges.

"This is not the province of the police. The police deal with criminal actions," he said.

Yatsenyuk vowed that the opposition would press for a parliamentary probe into Razvozzhayev's case.

Human Rights Watch, meanwhile, has urged Ukraine to thoroughly investigate Razvozzhayev's abduction.

"For an asylum seeker to simply vanish while lodging his asylum claims and then reappear in the country he fled is profoundly shocking," said Hugh Williamson, Europe and Central Asia director at Human Rights Watch. "There needs to be a serious investigation to determine whether any Ukrainian officials were involved and to hold accountable any who played a role."

The Office of the U.N. High Commissioner for Refugees also voiced concern about Razvozzhayev's fate, emphasizing Thursday that he was protected by international refugee law as an asylum-seeker.

The agency said it was seeking Russia's clarification of Razvozzhayev's condition and status and warned Ukraine that it must make sure that asylum seekers aren't exposed to personal risks.

The Russian Foreign Ministry responded angrily after the U.S. Embassy in Moscow voiced concern about Razvozzhayev's case, rejecting the U.S. statement as "hasty" and "improper" and noting claims that the CIA had tortured some detainees.

Razvozzhayev's case was reminiscent of the disappearance last year of a Palestinian engineer from a Ukrainian train. He surfaced in an Israeli prison several days later to face terrorism charges. Kiev has still failed to explain how that happened.

Parkway Partners LLC, a local developer is asking the? Williamsburg Planning Commission to allow it to build town homes instead of the originally approved condos for a 3.5 acre site on Parkway Drive.

The planning commission will hold a public hearing on Wednesday, November 14, 2012, 3:30 P.M. in the Council Chambers of the Stryker Building, 412 North Boundary Street, to consider the request of Parkway Partners LLC to amend the zoning proffers for 222 Parkway Drive.

This property is zoned RM-2 Multifamily Dwelling District Conditional and was? approved in 2004? for a 46 unit condominium building. The original approved plans called? for a single four story 46-unit brick condominium building with enclosed parking on the ground floor, and three stories of condominiums above. The project has not been built.

The developer indicated that the proposal is? in response to the current economy and general marketability of condos.

This proposal significantly reduces the density as originally originally proposed Surprisingly the proposal asks that the number of dwelling be reduced from 46 condos to 30 town homes .

The City?s Architectural Review Board approved? a conceptual? plan and building elevations in August 2012

Pictured below are the new proposed elevations showing three story townhomes with front facing garages. Similar to what was built in Liberty Crossing by Ryan Townhomes. At this time no builder has been announced.

The original proposal called for restricting rentals to 15% of the 46 condos. The new proposal asks for 10 of the 30 units to be allowed to be rented.

Charles Ebikeme, in Think Africa Press, writes about the renewed efforts to eradicate polio in Nigeria. Polio is a terrible disease which can start as a simple fever but culminate into paralysis. It has been eradicated in most parts of the world thanks to vaccination but Nigeria remains the only polio endemic country in Africa. This is, above all, a necessary read.

Nigeria: Polio?s Last African Stronghold
?I do not really understand what happened. Aisha felt sick for weeks and got a high fever. Her legs have now started to get very weak and she has a hard time trying to stand up?, explains Zainabu, a Nigerian mother whose daughter contracted polio, to Think Africa Press.

Artificial intelligence is a big thing but perhaps we?re not aware of it that much yet. But rest assured that many people are actively using it. The latest profession which may use artificial intelligence? Sport commentators! Good piece by Douglas Heaven at New Scientist.

AI sports commentator knows all the best stories
A database of relevant anecdotes for commentators during live sport means that the best stories are always to hand WHEN watching sport on TV, the footage is often only half the fun. A good commentator can make all the difference, peppering a play-by-play account of the action with expert knowledge and anecdotes. But even the best commentator?s repertoire is limited. Now an AI system called Scores could help.

During my three-year stint in Malaysia, I was exposed to the culture of shisha (or hookah) smoking. It never appealed to me (I mean, seriously, smoke inhaling!?) but many of friends smoked shisha while we were watching football (soccer) games. And they always claimed that it wasn?t unhealthy. Wrong! In his piece at Mind The Science Gap, Michael Grisafe reveals that hookah is not healthy. Not at all so.

Up in Smoke: The Myth of the Healthy Hookah
?Narghile.? ?Hubble-bubble.? ?Shisha.? All names for what is commonly known in the United States as ?Hookah.? A hookah is a type of water pipe in which users inhale flavored tobacco smoke through a long, hose-like stem after it passes through a basin of water. Hookah smoking has been around in the Middle East for over 400 years; however it?s seen a surge in popularity among college age adults in the United States over the past ten years.

In her piece for New Scientist, Hannah Krakauer tells all about energy drinks? potential of killing you. Or more specifically, about caffeine?s potential to kill.

Are high-caffeine energy drinks dangerous?
This week, the US Food and Drug Administration (FDA) released incident reports describing several deaths that may have occurred following the consumption of Monster Energy drinks. Much of the concern over energy-drink consumption is down to the high caffeine content of such beverages, which at present is not regulated as they are classed as nutritional supplements.

In the future, the cool kids may well have one dad and two mommies. Akshat Rathi has a good piece in The Economist about that recent paper which reported that a child can have DNA from three individuals: a father and mother providing the chromosomal DNA and a second mother providing the mitochondrial DNA.

Hello mothers, hello father
A technique intended to eliminate mitochondrial diseases would result in people with three genetic parents. Is it possible for a child to have three parents? That is the question raised by a paper just published in Nature by Shoukhrat Mitalipov and his colleagues at Oregon Health and Science University. And the answer seems to be ?yes?, for this study paves the way for the birth of children who, genetically, have one father, but two mothers.

New Book: Law of Superheroes - Patent Law Blog (Patently-O)

102512_1352_NewBookLawo1by Dennis Crouch

The book that we've all been waiting for is finally out: The Law of Superheroes. ?I am serious here -- at least that I have been waiting for this book ever since I discussed the project with co-author James Dailey a few years ago when he visited the Mizzou campus. ?Daily and Ryan Davidson have turned their popular blog (lawandthemultiverse.com) into book published by Gotham Books, a division of Penguin. Daily is a patent attorney and the book answers many IP questions that may have vexed comic book readers:

  • Does Batman's use of Wayne Enterprises' advanced technologies to stop crimes (at night) negate patentability?
  • Does Spiderman infringe any genetic engineering patents?
  • In our universe, the Beatles broke up and John Lennon died. However, there are other (far better) universes where that did not happen. What copyright laws would apply when someone wants distribute copies of the Beatles' 40th Anniversary Album that was brought back from that alternate universe?

One of the book's thirteen chapters focuses on intellectual property. But the book as a whole covers a host of topics ranging from Constitutional law to immigration; from criminal procedure to the legal treatment of non-human intelligence.

Great work by Daily and Davidson! I am already looking for Volume II. Law students beware: the book offers a host of original hypothetical questions that would be readily used on final examinations.

Amazon's current price is $14.60.

Local teacher instructs national webinar ? Homepage ? Daily ...

JACKSONVILLE ? A local high school educator recognized nationally for his work in helping students earn computer application certifications shared the secrets to his success via webinar Tuesday.

Chuck Silvertooth, a business technology teacher and certification coordinator at Jacksonville High, was joined by Lubbock educator Janet Flusche as they fielded questions from interested teachers ?on how (certification programs) benefit the community, with kids graduating high school already certified? in Microsoft and Adobe products, he said.

?We have a very successful program (in which graduates are prepared for college) and have readily available skills? through certification, Silvertooth said. ?We shared information about the challenges we've met and how we pulled our programs together.?

Certiport, the official test delivery solution provider for global workforce and academic markets, sponsored the event, during which Silvertooth said he logged into a laptop and shared a PowerPoint presentation with the audience, who typed in questions that were answered at the end of the session.

?It was my first time to do a webinar, and I think it went great,? he said. ?There were a lot of good questions asking, 'How did you start out?' and 'What worked best for you?' We told our stories, and explained how to set up a certification process (at a school).?

There were 22 participants across the country.

Silvertooth has taught at the high school eight years, and launched the certification program his second year there with 12 students. ?Our biggest year was with eight classes in excess of 150 kids,? he said.

Certification programs are supported by federal funding ?so that kids don't have to pay for it,? he said. ?We?re blessed to have federal funding to tap into to be able to provide this for the kids.?

Silvertooth was named the North American Teacher of the Year in July by Certiport, and is a test administrator for Microsoft and Adobe products.

(AP Photo)

(AP) ? Two hours after the U.S. Consulate came under attack in Benghazi, Libya, the White House was told that a militant group was claiming responsibility for the violence that killed the U.S. ambassador and three other Americans.

A State Department email sent to intelligence officials and the White House situation room said the Islamist group Ansar al-Sharia claimed responsibility on Facebook and Twitter, and also called for an attack on the U.S. Embassy in Tripoli.

The document may fuel Republican efforts to show that the White House knew it was a terrorist attack, even as the U.S. ambassador to the United Nations was saying ? five days afterward ? that it appeared to be a protest gone awry.

The Obama administration's account of the Benghazi events has become a campaign issue, with Republican challenger Mitt Romney and GOP lawmakers accusing the White House of misleading Americans about the nature of the attack.

The Associated Press and other news organizations obtained the unclassified email and two related emails from government officials who requested anonymity because they were not authorized to speak about them publicly.

The House and Senate committees that oversee intelligence received a raft of documents from the Director of National Intelligence on Monday, two congressional aides said. Congressional staffers combing through the documents have found a kaleidoscope of sometimes conflicting intelligence, backing up much of what intelligence officials explained over the past several weeks.

But members of both committees are still complaining that the original briefing they were given just after the Tuesday, Sept. 11 attack, differed markedly from the explanation the CIA director David Petraeus gave them by the end of that week. In that first briefing, just 12 hours after consulate was burned down, the intelligence committees received a report that it was a military style assault, but just days later, Petraeus stressed that militants had infiltrated a mob, a U.S. official said.

U.S. intelligence officials have said Petraeus outlined that extremists were believed to be in the crowd, and carried out the attack, and also stressed the picture was still evolving.

A U.S. intelligence official said Wednesday that it was "clear from the outset that a group of people gathered that evening," but that it took until the week after the attack to determine "whether extremists took over a crowd or if the guys who showed up were all militants." The official said the briefing included the analysis that the "attacks that appeared spontaneous," but also mentioned possible links to regional al-Qaida groups.

Meanwhile, the Tunisian government said it has arrested a 28-year-old Tunisian linked to the U.S. Consulate attack. Interior Ministry spokesman Tarrouch Khaled said Wednesday that the suspect, Ali Harzi, was in custody in Tunis. Khaled told The AP "his case is in the hands of justice," but did not elaborate.

Secretary of State Hillary Rodham Clinton said Wednesday that the review board she appointed to investigate the attack is "looking at everything," rather than "cherry picking one story here or one document there."

White House press secretary Jay Carney said the emails represented just one piece of information the administration was receiving at the time.

"There were emails about all sorts of information that was becoming available in the aftermath of the attack," Carney said. "The whole point of an intelligence community and what they do is to assess strands of information and make judgments about what happened and who is responsible."

Carney, traveling with President Barack Obama Wednesday on Air Force One, said the emails were unclassified and referred to assertions made on a social media site.

There were a series of three emails sent by State Department officials in Washington as events unfolded on Sept. 11. Among the recipients was the White House situation room.

The first email said that the State Department's regional security officer reported the mission in Benghazi was under attack, and that "20 armed people fired shots." It said that Ambassador Chris Stevens, who was killed in the attack, was in Benghazi, and that Stevens and four others were in the compound's safe haven.

Forty-nine minutes later, an email said that the firing at the consulate "has stopped and the compound has been cleared," while a response team was attempting to locate people.

The next message, one hour and 13 minutes after the second and some two hours after the attack began, a message reported that Ansar-al-Sharia claimed responsibility for the attack.

"Embassy Tripoli reports the group claimed responsibility on Faceboook and Twitter and has called for an attack on Embassy Tripoli," it said.

Nearly six hours after the initial attack, a State Department memo said the shelter location for the Americans was receiving mortar fire and "there are reports of injuries."

Ansar al-Sharia bragged to members of al-Qaida in the Islamic Maghreb that it was responsible for the attack, according to recordings of phone calls intercepted by U.S. intelligence. But the group has publicly denied having anything to do with the attack.

Clinton, speaking to reporters at the State Department, said, "You know, posting something on Facebook is not in and of itself evidence and I think it just underscores how fluid the reporting was at the time and continued some time to be."

She added, "What I keep in mind is that four brave Americans were killed and we will find out what happened, we will take whatever measures are necessary to fix anything that needs to be fixed and we will bring those to justice who committed these murders."

Considering The Crazy - By Andrew Sullivan - The Daily Beast

Quinn O'Neill argues that our crazy beliefs and actions aren't as mysterious as we might surmise:

The irrational belief could result from an innate lack of reasoning ability, ignorance or misinformation, or, like ceremonies, it may meet important psychological or social needs. There are reasons why people think crazy things and it often behooves us to figure out what they are.

The upshot of this sympathetic posture:

When we encounter "wingnuts" and "dumbasses", instead of asking ?what?s the matter with these people?? we should ask ?what causes people to act this way??. In the US, income inequality has grown over the past several decades and almost a quarter of children now live in poverty. The K-12 public education system has been demonstrably poor for decades and the cost of higher education is prohibitive and rising. The media provides the public with mixed and often misleading information serving only to further reduce public literacy. Considering these circumstances, it?s no wonder that the country?s awash with science denialism, religious fundamentalism, violent crime, ignorance, and irrationality. It?d be crazy if it weren?t.

Island Nursing Home Receives Maine Quality Award ? Health ...

At a ceremony held at the Augusta Civic Center on September 13, the Island Nursing Home was honored by the Maine Health Care Association as a recipient of a Quality Award given for performance excellence by providers of long-term care services. The nursing home?s Administrator, Marc Plourde, and other front line staff traveled to Augusta to receive the honor.

Reporting to the Island Nursing Home board of directors at its annual meeting on October 16, Plourde said, ?We can all be proud of the staff working at Island Nursing Home. This is an outstanding testimony to all of our employees.?

The Maine Health Care Association?s Quality Award is the latest honor bestowed on the Island Nursing Home, a non-profit organization that provides nursing care, residential care and adult day care for the island and Blue Hill Peninsula. For the past five years, INH has received a five-star rating from the Offices of Medicare and Medicaid, the highest quality rating that can be given to a long term care facility, and has been given to only a handful of other facilities in the state of Maine.

?Receiving the Quality Award is truly an honor, but I know that it reflects the quality of care that has been provided by our loyal and hardworking staff throughout our almost thirty-year history,? said Pam Siewers, outgoing board president.

At the board?s annual meeting, Siewers was honored by fellow directors for her service as board president for six years. Special recognition was also extended to long-time board member Claudette Kydd who after nine years of board service is stepping down.

New board president Deborah DeWitt expressed gratitude to both women, saying, ?Claudette and Pam exemplify the dedication of our directors and many wonderful volunteers.?

DeWitt also welcomed two new additions to the board, Kathleen Osborn and Deborah Cummins, both of Deer Isle.

Self-affirmation enhances performance, makes us receptive to our mistakes

ScienceDaily (Oct. 24, 2012) ? Life is about failure as much as it is about success. From the mistakes we make at work or school to our blunders in romantic relationships, we are constantly reminded of how we could be better. By focusing on the important qualities that make us who we are -- a process called self-affirmation -- we preserve our self-worth in the face of our shortcomings.

Self-affirmation has been shown to have powerful effects -- research suggests that it can minimize the anxiety, stress, and defensiveness associated with threats to our sense of self while keeping us open to the idea that there is room for improvement. But how does the process of self-affirmation actually work?

New research published in Psychological Science, a journal of the Association for Psychological Science, explores the neurophysiological reactions that could explain how self-affirmation helps us deal with threats to our self-integrity.

"Although we know that self-affirmation reduces threat and improves performance, we know very little about why this happens. And we know almost nothing about the neural correlates of this effect," says lead researcher Lisa Legault of Clarkson University.

Legault and her colleagues Michael Inzlicht of the University of Toronto Scarborough and Timour Al-Khindi of Johns Hopkins University posed several hypotheses. They theorized that because self-affirmation has been shown to make us more open to threats and unfavorable feedback, it should also make us more attentive and emotionally receptive to the errors that we make.

The researchers further hypothesized that these effects on attention and emotion could be measured directly in the form of a well-known brain response called error-related negativity, or ERN. The ERN is a pronounced wave of electrical activity in the brain that occurs within 100 ms of making an error on a task.

To test their hypotheses, the researchers randomly assigned 38 undergraduates to either a self-affirmation or a non-affirmation condition at the beginning of the study. In the self-affirmation condition, participants were asked to rank six values -- including aesthetic, social, political, religious, economic, and theoretical values -- from most to least important. They then had five minutes to write about why their highest-ranked value was important to them. In the non-affirmation condition, participants also ranked the six values, but they then wrote why their highest-ranked value was not very important to them. This was done in order to undermine self-affirmation in that group.

After ranking the values, the participants performed a test of self-control -- the "go/no-go" task -- in which they were told to press a button whenever the letter M (the "go" stimulus) appeared on a screen; when the letter W (the "no-go" stimulus) appeared, they were supposed to refrain from pressing the button. To increase the sense of threat in the task, participants were given negative feedback ("Wrong!") when they made a mistake.

While they were completing the go/no-go task, the participants' brain activity was recorded using electroencephalography, or EEG.

The findings suggest that self-affirmation improved participants' performance on the go/no-go task. Participants in the self-affirmation condition made fewer errors of commission -- pressing the button when they shouldn't have -- than did those in the non-affirmation condition.

But the participants' brain activity revealed an even more interesting story. While the self-affirmation and non-affirmation groups showed similar brain activity when they answered correctly, self-affirmed participants showed a significantly higher ERN when they made an error. This effect held up even after the researchers accounted for the number of errors of commission and errors of omission the participants made, in addition to their reaction times for the task.

Notably, the association between the ERN and the number of errors that participants made was stronger for the self-affirmed group. This suggests that self-affirmation enhanced the ERN response for those participants, which in turned predicted their performance on the task. The researchers speculate that participants who were self-affirmed were more receptive to errors which allowed them to better correct for their mistakes.

"These findings are important because they suggest one of the first ways in which the brain mediates the effects of self-affirmation," says Legault.

While these findings help to demystify the mechanisms that underlie self-affirmation, they may also have important practical implications. According to Legault, "Practitioners who are interested in using self-affirmation as an intervention tactic in academic and social programming might be interested to know that the strategy produces measurable neurophysiological effects."

Legault says that, ultimately, this research helps to show that "error-related distress, and our awareness thereof, can actually be a good thing."

Cisco CEO says China will be ally

News

October 23, 2012 03:37 PM ET

Computerworld - ORLANDO - This is a rough time for China in the U.S. Mitt Romney, the Republican presidential candidate, plans to declare on "day one," if elected, that China is a currency manipulator. A congressional report this month said Chinese intelligence gathering efforts amount to an "ongoing onslaught" against this country. The same report also identified two Chinese telecommunications firms as security risks.

The companies named in the U.S. House intelligence committee report -- Huawei and ZTE -- are rivals of Cisco Systems. (They denied the allegations, with Huawei arguing the report was based on rumor and speculation.)

But on the stage at the Gartner Symposium/ITxpo here, Cisco CEO John Chambers was far more sanguine about China than any government report or political position.

Chambers, who took questions from Gartner analysts, was asked whether the U.S. should be suspicious of Chinese IT companies. "No," he said, explaining that "we have had problems with intellectual property protection in this country, with our peers, in Europe and other areas.

"We protect our intellectual property very carefully," said Chambers. "At the same time, we partner in China, we build products in China. China should and will be an ally to the U.S. in my opinion, and you will see us interface with a number of Chinese companies."

On the subject of intellectual property, Chambers is critical of the U.S. patent process and said he would "completely throw out everything, and start from the beginning.

"It is a mess; There are patent trolls everywhere," said Chambers, noting that patent problems impose huge costs on every company.

But Chambers was also critical of the trend by tech companies of suing one another over alleged patent violations. He didn't name names, but, speaking to the audience, he said for "his peers" in the room, "you shouldn't be suing your peers."

Patent litigation, he added, slows down innovation.

Chambers also voiced his belief that no country would recreate something similar to Silicon Valley and cited the area's unique combination of academics, venture capital and risk-taking culture.

"I have watched lots of places try to recreate it (Silicon Valley) and most all of them have not lived up to expectations," said Chambers.

When asked where the next Silicon Valley will be, Chambers' answer was direct: "The next Silicon Valley is going to be Silicon Valley."

Greece wins more time for austerity cuts - Financial Post

ATHENS ? Greece?s finance minister said on Wednesday that his country had been given additional time by its international lenders to impose its austerity cuts, an assertion played down by leading EU officials.

European paymaster Germany said the EU would only decide on the matter after receiving a report on Greece?s progress from the ?troika? of lenders ? the European Commission, European Central Bank and the International Monetary Fund.
ECB President Mario Draghi said no final decision had been made.

Greek Finance Minister Yannis Stournaras, however, said the delay has been agreed and that a new package of austerity measures would get a parliamentary vote next week.

After months of wrangling on a package of spending cuts and reforms, he said the near-bankrupt country had won additional concessions from its lenders and largely wrapped up talks on the package.

?Today, we obtained the extension,? Yannis Stournaras told parliament, referring to being given an additional two years to hit bailout targets, something Athens has been lobbying for.

?All the scenarios that we are working with the (international lenders) are based on the assumption of an extension,? he added.

An earlier Reuters report cited a draft agreement between Greece and the troika. It specified that Athens will have the four years through 2016 rather than 2014 to hit its budget deficit targets.

Speaking in Berlin, Draghi said: ?The review is not yet finished. I understand progress has been made, but some parts need to be defined.?

Stournaras said he would tell eurozone colleagues meeting on Thursday that the package was ready to be put to the Greek parliament next week. In the meantime, Greece was still seeking further concessions from its lenders on the 13.5 billion euro package.

?To a great extent, the negotiations have been completed,? Stournaras said. ?But even now, we are trying for improvements.?

A deal on the package is crucial for Greece?s efforts to unlock more aid under its latest bailout, with the country just three weeks away from running out of cash.

ALL NIGHT EFFORT

The domestic battle in Athens was not over.

Prime Minister Antonis Samaras?s allies ? the small Democratic Left party and the PASOK Socialists ? have yet to back the austerity package, and will examine the concessions made before deciding their stance, a party official said.

Both parties have refused to support demands by foreign lenders to cut wages and reduce severance payments, but have maintained that they do not want to jeopardise the government or Greece?s place in the eurozone.

Stournaras urged the parties to change their stance, saying the government had eked out more concessions from lenders.

?This morning, after an all-night effort, the troika backed down on two main issues ? severance payments and the notice period required before a layoff,? Stournaras told parliament.

The package will be put to parliament next week in two separate bills on austerity cuts and labour reforms, he said. That was aimed at ensuring the austerity cuts are passed in parliament even if the Democratic Left party voted against the labour reforms, Greek officials said.

Stournaras also openly raised the issue of inflicting losses on the country?s official sector lenders by saying Greece is trying cut its debt mountain by asking for lower interest rates and an extension of maturities on its bailout loans.

Athens? debt was already cut by 106-billion euros earlier this year under a deal that inflicted losses on private-sector bondholders.

But with its economy mired in its deepest postwar recession and sluggish privatisation receipts, there is a growing sense in Europe that Greece will need additional debt relief to meet its bailout targets.

Greek debt soared to 171% of GDP last year from 148% in 2010 and EU officials privately acknowledge it is likely to widely overshoot a target to bring its debt down to 120% of gross domestic product by 2020.

Last month, Greek Deputy Finance Minister Christos Staikouras had said that Athens may ask the European Central Bank to roll over some of the 50-billion euros worth of Greek bonds it holds.

Officials in Athens have also proposed that their country?s banks should be recapitalised directly from Europe?s bailout fund ? a move that would automatically wipe out about 50-billion euros from Greek books.

BBC ripped for handling of sex abuse scandal

Peter Macdiarmid / Getty Images

BBC Director General George Entwistle leaves Parliament on Tuesday after giving evidence to a select committee where he denied charges of a cover-up.

By Peter Jeary, NBC News

The predatory pedophilia of a former British radio and TV celebrity has shaken the BBC to its foundations, as the broadcaster struggles to reconcile itself to charges of mismanagement and allowing an "unacceptable culture" of sexual abuse to go unchecked for decades.

Jimmy Savile, who died in October 2011 two days before his 85th birthday, rose to fame in the 1960s as a dance-hall promoter and later BBC radio disc-jockey. In the 1970s, 80s and 90s, he was a regular fixture of the BBC TV schedules, where his popular, family-oriented shows attracted top ratings. He was honored by the queen, networked with politicians and celebrities and was feted for his charity fundraising and good works.

But in the months since Savile's death, a catalog of accusations has emerged, stretching from 1959 to 2006, in what London's Metropolitan Police described as "abuse on an unprecedented scale."

It has also come out that Savile's sexual exploitation of children may have been known to some people at the time, including former colleagues and managers at the BBC, who failed to report or act upon the rumors and accusations. What's more, it has been revealed that in late 2011, the BBC axed an investigative news item into Savile's pedophilia at the same time that it was planning a Christmas tribute program to him.

UK in turmoil after multiple claims kids' entertainer molested children for years

The head of the BBC denied on Tuesday helping to cover up the allegations but accepted that it had been damaged by the crisis.

In a BBC TV documentary broadcast Monday night, Panorama investigated the original news item, which was to have aired on BBC TV's Newsnight program until it was shelved by the Newsnight editor.

By accessing the original Newsnight video and interviews, Panorama drew a portrait of Savile as a shrewd, calculating and devious predator who preyed on vulnerable young people. Among the accusers were some victims who said Savile had sexually abused them in his BBC dressing room after he recorded his TV shows.

Panorama also looked into the circumstances that led to the Newsnight item being dropped.

Suggestions that it was dropped as part of a BBC cover-up were refuted in a blog by the program's editor, Peter Rippon,?who wrote, "I was told in the strongest terms that I must be guided by editorial considerations only and that I must not let any wider considerations about the BBC affect my judgement."

However, on Monday Rippon "stepped aside" from his post as the BBC issued a correction?to his blog, in which it became clear that Rippon had made factual errors about what the BBC had known. In particular, the correction clarified that there were "some allegations of abusive conduct on BBC premises."

'Broader cultural problem'
BBC director-general George Entwistle was quizzed on Tuesday about all of this by a parliamentary select committee?into the BBC's handling of the affair.

Although he denied the BBC was facing "its worst crisis in 50 years", Entwistle said Savile's alleged behavior had been possible only because of a "broader cultural problem" at the BBC.

When pressed by parliamentarians for detail, Entwistle told them, "We are looking at between five and 10 serious allegations relating to activities over the whole period in question, the Savile period." He added the allegations included claims of sexual harassment made against people still working at the BBC, but could not say how many.

The director-general's grilling created an impression of BBC management out of touch with the broadcaster's day-to-day running.

Instead of evidence of management interference in editorial matters, committee members described themselves as "astonished" at the "lack of curiosity" exhibited by senior management into rumors and "water-cooler" revelations.

The BBC has announced two independent reviews into the Savile affair: one looking at how the abuse he is accused of could have been allowed to happen, and the other looking into the circumstances of the shelved Newsnight item.

Meanwhile, the police enquiry into Savile's activities has developed into a criminal investigation which has yet to establish the full extent of his crimes. Police are following more than 400 lines of enquiry involving more than 200 potential victims.

Two commonly used anesthetics produce different metabolic patterns in children's unconscious brains

ScienceDaily (Oct. 24, 2012) ? Two commonly used anesthetics produce different metabolic patterns in the brains of unconscious children, according to a study from the November issue of a Anesthesiology. Researchers from Stony Brook University, New York, found the inhalant gas anesthetic sevoflurane produced more lactate, a marker for enhanced or changed brain metabolism, compared to the intravenous anesthetic propofol.

While past pediatric literature has reported that sevoflurane may be associated with emergence delirium, a state of consciousness in which a child is inconsolable, irritable or uncooperative, the study explored the potential association between emergence delirium and specific brain metabolites like lactate.

About the Study

Applied proton magnetic resonance spectroscopy (1HMRS) was used to investigate the metabolic consequences of general anesthesia in the brains of rodents. Findings revealed inhalant gas anesthetic was characterized with higher concentrations of lactate, glutamate and glucose in the brains compared to propofol.

Next, researchers analyzed 59 children, ages 2 to 7 years, who underwent magnetic resonance imaging under anesthesia with either sevoflurane or propofol. 1HMRS scans were acquired in the parietal cortex after approximately 60 minutes of anesthesia. Upon consciousness, children were assessed using the pediatric anesthesia emergence delirium scale.

The research discovered that sevoflurane was associated with higher concentrations of lactate and glucose, compared to children who were anesthetized with propofol. Exploratory analysis of the data showed children who emerged from anesthesia with more agitation and dissociative behavior had the highest levels of brain lactate.

"Higher levels of lactate in the brain could lead to anxiety and/or delirium during emergence from anesthesia and in the immediate post-operative period," said lead study authors Helene Benveniste, M.D., Ph.D. and Zvi Jacob, M.D. "As an increasingly young patient population continues to have a growing need for general anesthesia, it is important to determine the impact inhalant and intravenous anesthetics have on children."

While millions of children safely undergo anesthesia without any evidence of harm, the researchers hope the study will provide understanding as to why some children have delirium after anesthesia.

Loyola University Chicago's School-Based Health Center to Celebrate Food Day at Proviso East High School

Newswise ? MAYWOOD, Ill. ? More than 1,500 Maywood students at Proviso East High School will celebrate Food Day at assemblies held throughout the day on Wednesday, Oct. 24, at the school located at 807 S. First Ave. in Maywood.

Food Day is a nationwide celebration and movement toward healthier, more affordable and sustainable food. The goals of the day are to raise awareness about: healthy diets, supporting sustainable and organic farms, reducing hunger, reforming factory farms to protect the environment and supporting fair working conditions for food and farm employees.

Loyola University Chicago dietetic intern graduate students in the Marcella Niehoff School of Nursing will host an assembly for students to learn more about nutrition. The dietetic interns, who help staff Proviso?s School-based Health Center (SBHC), will address what our food system does right and take action to bring us closer to a system with healthier food. The assembly also will feature a rap performance by two students about real food versus junk food.

Loyola recently celebrated its 10th anniversary of providing health education, nutrition counseling, screenings, primary health care and mental health services to high school students at the SBHC. The center also delivers school physicals and immunizations to elementary school students in District 89 and provides health interventions and outreach to the Maywood community.

The SBHC is staffed by Loyola faculty, nurse practitioners, primary care physicians, registered dietitians and a social worker who offer a variety of health education, prevention and care. The SBHC also serves as a multidisciplinary clinical site for Loyola undergraduate and graduate nursing, dietetic, public health, health-care administration and medical students. The center is fully accredited by the Illinois Department of Human Services.

Roleplayers Wanted: The City of Fallen Angels

If the title and tags were enough to convince you, http://www.roleplaygateway.com/roleplay/the-city-of-fallen-angels/
Dear, (Subject name here)
I regret to inform you that your parents were killed yesterday. Because you are young and have no other relatives in the area, you must report to the orphanage on the south side of the city until you are of the age to become an apprentice. I wish you luck and am terribly sorry about the situation. A city guard will be sent tomorrow to escort you.
Best wishes, Guard Captain Marcus.

Image

Welcome to Myrdin, the City of Fallen Angels, a crime-filled city nestled in the Rowak Mountains. You are an apprentice to one of six choices. Your master/mentor will teach you everything they know and will usually send you on missions to help rid the town of crime. In the event of your mentor's death, you will take over for them and continue your studies.

Today is the day of your choice to become an apprentice.
Several adults walk in and everyone of age is gathered. Your choices of mentors are:
The town wizard Habyr, a man who can cast magics beyond your wildest dreams, and even the ones within your wildest dreams.

The summoner, Latniel. A summoner can summon creatures or transform himself, and Latniel isn't the guildmaster just because he's the oldest. He is the only summoner who can currently summon Barimel, Lord of the Dragons, and turn into a dragon. No, he doesn't do children's parties.

The guard captain, Marcus. The night is filled with evildoers, and Marcus and his crew are hellbent on stopping them. It doesn't work, though.

The leader of the rangers, Naceh. The Rangers are the city's wardens, making sure that the forests remain free of poaching, and use their incredible skill with the bow and arrow to make sure of it. Naceh's watchful eye lets none escape his sight. They also handle bringing in game for selling at the market.

The assassin, Utosah. The assassins are a prideful guild, that specializes in the art of maintaining the REAL peace around the city, laying low any who might wish harm to the city and it's inhabitants. Utosah's word is law in this guild, his blade the ultimate decision. You could say he... gets to the point.

The head wyvern rider, Jessa. The Wyvern Riders are a proud, brave bunch, willing to dive in whenever needed. Their leader, Jessa, is the only female leader, but don't let her gender fool you, she can put you into the ground on or off her wyvern. A dragon both on and off the field.

The thief, Olssan. Nobody knows how the thieves got themselves a guild, but the main theory is that the king lost a game of dice. Olssan just is their main rep. Watch your belongings around the thieves.

You may take the skills of two different masters or stick with one. The wyvern riders, however, must only be wyvern riders, due to the dedication needed.

You can be as far past the day of choosing as you wish.

A quick explanation of magic for mages: Magic is kind of like your thumbprint, the way you do magic is different from everyone else. Granted, almost everybody can cast a fireball, but they're going to all do it a slightly different way. For example, one mage may need to charge the spell in their hands before they can fire it off, another may just have to call out "FIREBALL!", and one more might punch the air to have a fireball come from their fist.

Magic as applied to summoners: Summoners make their contracts by first creating a bond with one creature of that species. They then perform a blood ritual so that the summoner has a part of the animal's blood within them. From that point on, they can transform into that creature at any time, and summon an animal of that type at any time.

ARM posts healthy Q3 profits up 22 percent thanks to smart TVs and other new markets

British chip designer ARM has just revealed its accounts for Q3 2012 and they show a familiar pattern: namely, a double-digit rise in both revenue (up 20 percent to £144.6 million, or around $230 million) and pre-tax earnings (up 22 percent to £68.1 million). According to Reuters, the company is attributing its latest bout of success to making "further inroads" into growing markets like smart TVs and microcontrollers. Of course, all of this is stands in stark contrast to the traditional x86 PC world, where giants like Intel and AMD have been struggling with weak demand.
