Declaration of Inclusive, Peaceful and Constructive Communication
From the OccupyLA General Assembly/Unanimously consented to on 11/22/11

Our Means of communication is Inclusive.
The Nature of our communication is Peaceful.
Our Purpose for communication is Constructive.

1) Our means of communication is inclusive.

The General Assembly is the body that makes decisions for the OccupyLA movement as a whole. Anyone seeking to learn about these decisions is invited to attend the open General Assembly process of We the People. All individuals or groups involved in OccupyLA are free within their inherent rights to speak and act as they so choose. We honor diversity of thought and autonomous action as a point of great strength.

We invite all who desire to communicate with the OccupyLA movement to come participate in our open General Assembly. Our Occupation and the General Assembly, with its deliberative and participatory principles, is a legitimate and constitutionally recognized proceeding. Those seeking to inform, influence or negotiate with the OccupyLA movement must understand that the dignified way to do so is the open General Assembly process.

2) The nature of our communication is peaceful.

Every General Assembly begins with a reaffirmation of OccupyLA?s shared commitment to non-violence, a core principle of our movement. The global Occupy movement continues to be spoken to in the language of violence. We assert that no one has the right, especially a public servant, to imply, initiate or participate in a use of violence or unlawful force in response to an assembly of peaceful people.

We recognize, as Martin Luther King Junior said, ?Injustice anywhere is a threat to justice everywhere.? Though our brothers and sisters around the world continue to be met with violence, we reaffirm our commitment to a language of powerful non-violence and fierce compassion that understands the urgency of now.

3) The purpose of our communication is constructive.

We the People have peacefully assembled in public space, seeking, at minimum, a full redress of grievances for the government?s criminal mistreatment of the people and fraudulent abdication of fiduciary responsibilities in large part to the interests of exploitative corporations and weaponized banks.

Elements within City Hall and the Police, which we know to be fused with ?Homeland Security,? have said that they want to ?help? us find an exit strategy. In fact, We the People are in the process of opening a window of opportunity (i.e. an exit strategy) for our public servants who desire a way out of the high corruption that we have allowed our governments to become. This includes public servants acting in good faith under difficult pressures, as well as those deeply disloyal to the spirit of their oaths and to the lives, liberties and general welfare of We the People.

Set in stone on the south face of City Hall, these words of Cicero are clear to see, ?He that violates his oath profanes the divinity of faith itself.? Though some of our words may sound confrontational, we are humbled by the words of Martin Luther King Junior, ?Non-violent resistance does not seek to humiliate or defeat the opponent but to win his friendship and understanding.?

We invite all people everywhere to occupy the ethical depths and creative horizons of their hearts and minds, and come join with their fellow companions of good faith assembled here in the open. Together we can cooperate to peacefully arrest the ongoing corruption and criminality, and give ourselves a possibility to re-imagine and rebuild our homes, communities, nations and world.

THE GENERAL ASSEMBLY?S RESPONSE TO THE CITY OF LOS ANGELES

Para Todos Todo, Para Nosotros Nada: For Everyone, Everything, For Us, Nothing

As a collective, Occupy Los Angeles would like to express their rejection of the City of Los Angeles? alleged proposal that we leave City Hall by November 28th, 2011, in exchange for an apparently now rescinded offer of a 10,000 square foot building, farmland and 100 SRO beds for the homeless.

Occupy Los Angeles believes that as part of a global movement advocating direct, participatory democracy, and challenging economic and social injustices, our position is such that we cannot, in all good faith, accept further material benefit from City Hall at the taxpayer?s expense without seriously compromising our beliefs, our desire for global change, and our commitment to our inherent human rights to free speech and assembly protected in this country by First Amendment Rights. The 1 percent should be paying for any services used by the Occupy Movement, not taxpayers.

In the spirit of inclusivity and transparency which is so dear to our movement, Occupy Los Angeles extends an invitation to Mayor Villaraigosa and the City Council to attend our General Assemblies at the City Hall Occupation if he wishes to discuss these and other matters in a direct, democratic and horizontal way. Mayor Villaraigosa must speak out against the violent actions towards our brothers and sisters, declare the actions of other cities to be unjust, and stand before us equally at a General Assembly. Occupy Los Angeles believes that until this happens, we should have no more closed-door discussions regarding our continuing occupation of City Hall.

The City Council ? in line with government in general ? is an authority which is more accountable to developers and corporations than the public. The very act of the Los Angeles City Council requesting the physical removal of Los Angeles Occupiers without redressing the grievances which were specifically referenced in the inclusion of our adopted ?Declaration of the Occupation of New York City?, and in the City Council?s ?1st Amendment Rights / Occupy Los Angeles / Responsible Banking Resolution? ? is in effect supporting the removal of all Occupations from public space by any means. We cannot negotiate with such an institution without undermining our sister occupations across the globe who are suffering from oppressive force and attacks upon their inherent human rights to free speech and assembly, protected in this country under the First Amendment. We refer here to episodes in Oakland, Boston, New York, Portland, UC Davis and San Francisco, to name but a few. We refer to those further afield, in Tahrir Square in Egypt, in Madrid, Greece, London and more. Teargas, pepper spray, beatings, jail, suppression and intimidation have been used as a coercive method of silencing our movement and our desire for global change.

We reject outright the City?s attempts to lure us out of City Hall and into negotiations by offering us nebulous, non-transparent and unconfirmed offers which fail to even begin to address our local grievances. We will continue to occupy this space, in solidarity with our global movement, until the forces of the few are forced to capitulate to the power of the people.

When the following grievances have been addressed ? grievances which we have agreed upon as a movement through our General Assembly as advancing our cause and providing for the people of Los Angeles ? we as a movement will be happy to initiate dialogue with the Mayor and Los Angeles City Council. An office space of 10,000 square feet would not have addressed these grievances. While the grievances listed below are localized, we believe that they promote the underlying foundations and principles of our movement, which include, but are not limited to: providing for basic, fundamental and inalienable human rights such as shelter, food, healthcare, freedom of choice, sexual orientation, gender equality and education ? and the right most paramount to a free and democratic society ? the right to self-govern. Detailed demands which encompass our greater world view will be released at a later date by our Demands and Objectives Committee through the General Assembly.

GRIEVANCES NOT ADDRESSED
1. A moratorium on all foreclosures in the City of Los Angeles. The City of Los Angeles to divest from all major banks, and money to be removed from politics.
2. A citywide effort undertaken to solve the homelessness problem which has led to 18,000 homeless people sleeping on Skid Row every night. Rehabilitation and housing must be provided for all homeless people.
3. South Central Farm to be returned to the same LA community from which it was taken, and all other vacant and distressed land be open for the community use, and money to the tune of 1 million dollars ? taken from Skid Row and given to a multi-million dollar NFL firm ? to be returned to Skid Row.
4. Los Angeles to be declared a sanctuary city for the undocumented, deportations to be discontinued and cooperation with immigration authorities be ended ? including the turning in of arrestees? names to immigration authorities.
5. All forms of weaponry used by multiple law enforcement officials ? including, but not limited, to rubber bullets, pepper spray, verbal abuse, arrest, foam batons, tear gas, long-range acoustic devices and more ? are not to be used on those exercising their First Amendment Rights to petition our government for redress of grievances. We do not accept interference with freedom of the press and the public to document police actions in public spaces. We will not tolerate brutality.
6. We assert our right to an open plaza on the South Side of City Hall for people to peacefully assemble, voice grievances, speak freely, hold our General Assembly and come to the people?s consensus 24 hours a day if needed.
7. The City of Los Angeles to pressure the State to start a convention, as provided for in the Constitution, to remove corporate personhood and money from politics at a national level.
8. The City of Los Angeles to begin a dialogue at the State and Federal level on the issues of student debt and tuition hikes.
9. No cutbacks in city services or attacks on the wages, work conditions and pensions of city employees.
10. A world class transit system which addresses our debilitating traffic problem and restores the quality of life in Los Angeles.

We conclude, as a General Assembly, by hereby renaming City Hall Park -

Vera Lynn appeals for lost "Monty" brooch (Reuters)

(Reuters) ? British World War Two forces' sweetheart Vera Lynn has appealed for help in tracing a lost brooch that had been given her by Field Marshal Bernard Montgomery more than 35 years ago.

The brooch was lost during a Remembrance Day service at the Royal Albert Hall in London earlier this month.

The 94-year-old singer, whose wartime classics include "We'll Meet Again" and "The White Cliffs of Dover," said the brooch was of great sentimental value, the BBC reported.

Lynn said she wore it to every military function, along with her medals. Her family has offered a 150-pound ($230) reward for its return and the opportunity to have tea with her.

The brooch is the Africa Star ribbon bar in enamel with the clasp of Montgomery's 8th Army. It was presented to Lynn at the Royal Albert Hall as a gesture of thanks for her support during the war.

"It means an awful lot to me," the BBC reported Lynn as saying.

Bahrain creates panel to study unrest report

MANAMA, Bahrain (AP) ? Bahrain's state media says the country's king has ordered the creation of a special commission to study recommendations from an independent investigation into political unrest.

The decision by King Hamad Bin Isa Al Khalifa follows the release last week of a 500-page report that detailed abuses such as torture and excessive force in a crackdown on protests by Bahrain's majority Shiites for greater rights.

The report urges Bahrain's Sunni monarchy to take measures that include possible reforms in legal and security codes.

The official Bahrain News Agency said Sunday the new commission will evaluate the report and make its own suggestions before the end of February.

Mexico catches escapees from island penal colony (AP)

MEXICO CITY ? Six inmates from the last island penal colony in the Americas were recaptured at sea Thursday after they used buoyant containers and wood planks to try to swim to freedom in an escape reminiscent of the 1973 movie "Papillon."

The Mexican navy said the inmates used empty plastic gas or water tanks to help stay afloat as they swam about 60 miles (90 kilometers) south of the Islas Marias, a Mexican penal colony where inmates live in small houses and are normally not locked up. Prisoners can tend small gardens and raise food.

The six men were only about 60 miles from the Pacific coast resort of Puerto Vallarta when they were spotted by a passing boat early Thursday.

The boat called in a tip to a local naval base, and patrol boats were quickly dispatched to take the men into custody. Photos provided by the navy showed them men sunburned but alert ? and unhappy ? on the deck of the patrol vessel.

The men, who range in age from 28 to 39 years, were taken back to Puerto Vallarta for a medical check and to be turned back over to prison authorities.

Later, the federal Public Safety Department, which is in charge of Mexico's federal prisons, said the men had been found to be in acceptable health and would be returned to the penal colony "within hours."

The department said the prison oversight agency wasn't notified until Thursday that the men were missing from the prison ? the same day they were found at sea, suggesting that their absence had not been noticed when they set off on the escape bid.

The Islas Marias penal colony lies about 70 miles (110 kilometers) from the mainland, but the prisoners did not swim to the closest shore, which is due east. Instead they apparently swam south, either because prevailing currents carried them that way, they didn't know where they were going, or because they were aiming for Vallarta.

The Pacific ocean forms the main security barrier at the island. While dozens of prisoners are believed to have tried to escape since the penal colony was founded in 1905, local news media reports indicate few, if any, are believed to have made it to the mainland.

The escape bid drew comparisons to the movie "Papillon," in which the main character, played by Dustin Hoffman, uses a buoyancy device to swim away from a penal colony in French Guyana.

Islas Marias is the last island penal colony in the region.

Panama closed Coiba Island, the only other remaining island penal colony in the Americas, in 2004. That same year, Mexico announced it would spend $2 million to revive the crumbling prison at Islas Marias and increase the inmate population. Normally, about 1,000 to 1,200 inmates are held at the facility.

Clean air, water rules spark different responses (AP)

WASHINGTON ? Large and small companies have told Republican-led congressional committees what the party wants to hear: dire predictions of plant closings and layoffs if the Obama administration succeeds with plans to further curb air and water pollution.

But their message to financial regulators and investors conveys less gloom and certainty.

The administration itself has clouded the picture by withdrawing or postponing some of the environmental initiatives that industry labeled as being among the most onerous.

Still, Republicans plan to make what they say is regulatory overreach a 2012 campaign issue, taking aim at President Barack Obama, congressional Democrats and an aggressive Environmental Protection Agency.

"Republicans will be talking to voters this campaign season about how to keep Washington out of the way, so that job creators can feel confident again to create jobs for Americans," said Joanna Burgos, a spokeswoman for the House Republican campaign organization.

The Associated Press compared the companies' congressional testimony to company reports submitted to the Securities and Exchange Commission. The reports to the SEC consistently said the impact of environmental proposals is unknown or would not cause serious financial harm to a firm's finances.

Companies can legitimately argue that their less gloomy SEC filings are correct, since most of the tougher anti-pollution proposals have not been finalized. And their officials' testimony before congressional committees was sometimes on behalf of ? and written by ? trade associations, a perspective that can differ from an individual company's view.

But the disparity in the messages shows that in a political environment, business has no misgivings about describing potential economic horror stories to lawmakers.

"As an industry, we have said this before, we face a potential regulatory train wreck," Anthony Earley Jr., then the executive chairman of DTE Energy in Michigan, told a House committee on April 15. "Without the right policy, we could be headed for disaster."

The severe economic consequences, he said, would be devastating to the electric utility's customers, especially Detroit residents who "simply cannot afford" higher rates.

Earley, who is now chairman and CEO of Pacific Gas & Electric Corp., said if the EPA had its way, coal-fired plants would be replaced with natural gas ? leading to a spike in gas prices. He said he was testifying for the electric industry, not just his company.

But in its quarterly report to the SEC, Detroit-based DTE, which serves 3 million utility customers in Michigan, said that it was "reviewing potential impacts of the proposed and recently finalized rules, but is not able to quantify the financial impact ... at this time."

Skiles Boyd, a DTE vice president for environmental issues, said in an interview that the testimony was meant to convey the potential economic hardship on ratepayers ? while the SEC report focused on the company's financial condition.

"It's two different subjects," he said.

Another congressional witness, Jim Pearce of chemical company FMC Corp., told a House hearing last Feb. 9: "The current U.S. approach to regulating greenhouse gases ... will lead U.S. natural soda ash producers to lose significant business to our offshore rivals...." Soda ash is used to produce glass, and is a major component of the company's business..

But in its annual report covering 2010 and submitted to the SEC 13 days after the testimony, the company said it was "premature to make any estimate of the costs of complying with un-enacted federal climate change legislation, or as yet un-implemented federal regulations in the United States." The Philadelphia-based company did not respond to a request for comment..

California Rep. Henry Waxman, the senior Democrat on the House Energy and Commerce Committee, said the SEC filings "show that the anti-regulation rhetoric in Washington is political hot air with little or no connection to reality."

House Republicans have conducted dozens of hearings, and passed more than a dozen bills to stop proposed environmental rules. So far, all the GOP bills have gone nowhere in the Democratic-run Senate.

"I will see to it, to the best of my ability, to try to stop everything," California Sen . Barbara Boxer, the Democratic chairman of the Senate's environment committee, vowed in reference to GOP legislation aimed at reining in the EPA. She predicted Republicans "will lose seats over this."

The Obama administration has reconsidered some of the environmental proposals in response to the drumbeat from business groups. In September, the president scrubbed a clean-air regulation that aimed to reduce health-threatening smog. Last May, EPA delayed indefinitely regulations to reduce toxic pollution from boilers and incinerators.

James Rubright, CEO of Rock-Tenn Co., a Norcross, Ga.-based producer of corrugated-and-consumer packaging, told a House panel in September that a variety of EPA, job safety and chemical security regulations would require "significant capital investment" ? money that "otherwise go to growth in manufacturing capacity and the attendant production of jobs."

Rubright conveyed a consulting firm's conclusion that EPA's original boiler proposal before the Obama administration withdrew it in May would have cost the forest products industry about $7 billion, and the packaging industry $6.8 billion.

Another industry study, he said, warned that original boiler rule would have placed 36 mills at risk and would have jeopardized more than 20,000 jobs in the pulp and paper industries ? about 18 percent of the work force.

But a month before his testimony_ and three months after EPA withdrew its boiler proposal ? Rock-Tenn told the SEC that "future compliance with these environmental laws and regulations will not have a material adverse effect on our results or operations, financial condition or cash flows." The company did not respond to a request for comment.

Delta adds real-time bag tracking for holiday travelers (Digital Trends)

Added within a recent update to Delta?s mobile application available for iPhone, Android and Windows phone owners, air travelers now have the ability to watch the progress of checked bags before, during and after the flight. After the Delta customer launches the application on a smartphone, they select ?Track My Bags? and enter either the bag tag number or the file reference number into the screen. After entering a last name as well, the app displays for the current location of the bag as well as previous areas that the bag passed though. Assuming the smartphone has a camera, the user can also scan the barcode included on the ticket supplied by Delta when checking the bag.

luggage-caroselThe details provided by the application are very similar to information that a Fedex or UPS customer can pull up to track a package. The bag is scanned when dropped off in addition to when it?s being loaded on the plane. When the bag is scanned at the destination, the application also provides the claim area location where the customer will be able to locate the luggage. When accessing the application on the plane, customers will be able to use the app, in addition to the official Delta site, without having to pay for?Gogo in-flight Internet service. BlackBerry owners are going to have to wait until early 2012 to get access to the same feature as Delta hasn?t completed work on the BlackBerry version of the application yet.

While tracking bags is a great feature for air travel, Delta does charge the majority of the customers for checked bags. When traveling within the United States or Canada, economy travelers have to pay $25 for the first checked bag and $35 for the second. However, first class and business class travelers can check up to three bags for free.
