Feds raid 17 Calif. auto stores for nitrous oxide

LOS ANGELES (AP) ? Hundreds of law enforcement officers on Friday raided Southern California auto parts shops and other businesses suspected of illegally selling nitrous oxide for use as a recreational drug, in one of the nation's largest such raids to date.

Four federal arrest warrants were also served during the 17 simultaneous raids in Los Angeles, Orange and Riverside counties, and at least two people were arrested on misdemeanor charges of misbranding a drug in violation of the federal Food, Drug, and Cosmetic Act. Authorities said they expected more arrests to come.

The operation was the result of a year-and-a-half-long joint investigation dubbed "No Laughing Matter" by the Food and Drug Administration's Office of Criminal Investigations and the Los Angeles County Sheriff's Department.

The FDA has recently focused on the illegal use of nitrous oxide, and this was its largest case to date, said special agent Lisa Hartsell. Though nitrous oxide has long been a rave phenomenon, it has recently grown into more mainstream use, propelled by the ease of social media to reach young people and spread the word.

"This is a very cheap drug, can be had very easily, it is not a controlled substance, so your big members of the law enforcement community don't have the ability to control it," Hartsell said.

The gas is legally used by dentists for anesthesia, to pressurize whipped cream canisters and to speed up race cars. But authorities say its illegal use has spurred fatal car accidents, rapes and teen deaths ? all in the name of a temporary high.

Los Angeles County sheriff's officials have zeroed in on the recreational use of the drug since September, cracking down on more than 350 illegal parties, nearly all of which were selling nitrous oxide, or "noz," spokesman Mike Parker said Thursday.

The operations are part of a new social media team set up by the Sheriff's Department over the last six months to monitor and identify such illegal activities around the clock. The team has found many public posts that advertise alcohol and illegal drugs such as nitrous oxide and that target teens.

"They're doing the social media equivalent of standing outside the front doors of a high school at 3 o'clock as school lets out with a megaphone announcing that there'll be drugs, noz and alcohol for children, and then handing out fliers to all the kids that are interested," Parker said.

These parties can be lucrative for those provisioning them. Sheriff's deputies have been tracking one distributor who is making more than $60,000 a month in the bulk sale of nitrous oxide, said Sgt. Glenn Walsh, who works in the Sheriff's Department's narcotics bureau.

Hartsell said the drugs have also spurred armed robberies as gangs steal tanks from each other in an effort to make easy money with light legal ramifications.

Sheriff's officials believe they have prevented a least 30 violent and sexual assaults in the last six months because of their efforts to shut down illegal nitrous oxide-related parties before they happen.

One party was forced to change locations three times in one night, before finally moving outside of the sheriff's jurisdiction, Parker said. But the department also notifies neighboring departments of the illegal parties when it spots them, Parker said.

Some of the hotspots are unincorporated Los Angeles County and the San Gabriel Valley, where parties are held primarily in homes and warehouses, Parker said.

Part of the problem for law enforcement officers going after the illegal use of nitrous oxide is that its distribution or use as a recreational drug is only a misdemeanor, officials said.

Sheriff's Lt. Rod Armalin said the department is working on legislation to increase the penalties.

Armalin supervises the team that responds to many of these illegal parties and tries to prevent them from happening.

"Over the past year we've seen an increase in incidents," Armalin said. "It seems like it's really taken off with young people. ... They're openly advertising, 'Hey we're going to sell nitrous oxide, and there are going to be children there,' and that's a concern."

Nitrous oxide isn't the only dangerous substance teens are turning to for a quick and cheap high. On Monday, a 14-year-old Los Angeles honors student died after inhaling computer keyboard dust cleaner, apparently to get high. Aria Doherty's sister found her in bed with a can of compressed air cleaning product attached to her mouth.

Earlier this month a 12-year-old San Bernardino County girl, Kristal Salcido, died after inhaling Freon from an air conditioner.

When you work in a bank, you assume the risk of being injured during a bank robbery. We all get that. But when you work for a cosmetic company, you probably think the worst injury you will experience is a slip and fall ? or a bad makeover. Would you ever reasonably expect being raped by a co-worker could arise out of your ?employment relationship???

In this new ruling, a court said an employee who was violently sexually assaulted on company property can sue her employer in court. This case serves as a lesson for all employers: You can?t argue that every on-site employee injury is subject to the exclusive and limited remedies available under state workers? compensation law. With punitive damages hanging over their heads, employers now have real incentives to protect their employees from bad hires.

Case in Point: When a Virginia cosmetics company hired Nathanial Martin, a registered sex offender, it did not conduct a background check before hiring him, even though it was required to do so by a labor agreement.

A female employee, Betty, complained to her boss that Martin used vulgar language and made unwanted sexual advances towards her, including touching her leg, thigh and groin area. The supervisor scheduled them to work opposite shifts. (Betty said the company had a history of hiring convicted criminals because they were a source of cheap labor.)?

Because Betty feared Martin, she usually had a friend escort her to her car after work. One night, she waited for Martin to leave work and then left through another door and went to her car alone. Martin attacked her for 15 minutes in a violent sexual assault.

She sued the company for assault and battery, negligent hiring, negligent retention and punitive damages. The employer tried to get those claims dismissed, arguing that workers? compensation was her only recourse because her injuries ?arose out of her course of employment.?

Ruling: The court said the assault was of a ?purely personal nature? and completely unrelated to her employment. Thus, her claim was exempted under the state?s worker?s compensation act. The fact that both people worked together is not enough to evoke the exclusive remedy of workers? comp. ?(Hartman v. Mfrs. Distrib. Marking Serv., Inc. W.D. Va., 3/8/13)

3 Lessons Learned ? Without Going to Court

  1. Always conduct background checks. Even if your company is not obligated to conduct background checks as part of a labor agreement, it should do so anyway to ensure the safety of its employees. Otherwise, you never know who you are hiring
  2. Read the results. In this case, Martin was convicted of aggravated sexual battery of a child under the age of 13 just two years prior to hire. That report would have listed this horrific crime. Believe what you read.
  3. Changing shifts is not enough. When an employee puts you on notice that a co-worker is making unwanted sexual advances, changing their shifts just gives them new targets to victimize. Instead, take prompt effective action to investigate and discipline?up to and including immediate discharge. Otherwise, you may end up with a negligent retention claim, too.

How organic magnets grow in a thin film

Mar. 22, 2013 ? Development of organic single molecule magnets opens a great many of applications for magnetic materials and new memory technologies. Organic magnets are lighter, more flexible and less energy intensive in production than conventional magnets.

Scientists from the laboratory of Dr. Benedetta Casu and Professor Thomas Chass? at the Institute of Physical and Theoretical Chemistry of the University of T?bingen have established together with colleagues of the University of Florence a first step on the road to new applications for organic magnets: Their controlled deposition in a thin film.

Purely organic magnets are chemical compounds based on carbon, they are not composed of classic magnetic elements like iron. To be precise, these organic compounds are paramagnetic, exhibiting their magnetic character only as long as they are near a magnetic field. The investigated organic magnets contain an unpaired electron enabling the magnetic character of the molecule. In chemistry, these compounds are called free radicals. In previous studies, the investigation of the chemistry of organic magnets has been the main object. However, in their new study the scientists concentrated on the production of a very thin film of molecular magnets in the dimension of nanometers -- only millionths of millimeters. The scientists let grow the molecule NitPyn, a derivative of the nitronyl-nitroxide radical that had already proved to be a stable organic magnet, in an ordered structure on a single gold crystal.

For the first time the scientists used an established production process of thin layers of organic compounds for the deposition of a thin film of organic magnets. The paramagnetic character of NitPyn proved to be stable even during evaporation and deposition processes. The scientists investigated also the interface between the gold crystals and the layer of NitPyn. It is foreseen that the thickness of the NitPyn layer and structural order of the molecules can be varied with temperature or structure of the substrate.

In producing these thin films of purely organic magnets, the scientists have provided a substantial progress for the development of component parts for new memory technologies. In future, a single molecule could transport one bit of information, storing a great many data in a very small space. This project at the interface of physics, chemistry, material science and technology pushes the potential of these substances towards organic electronics.

Assad says Syria will wipe out mosque attackers

BEIRUT (Reuters) - President Bashar al-Assad vowed on Friday to purge Syria of "extremist forces" he accused of assassinating a leading Sunni Muslim cleric who backed his two-year battle against rebels and protesters.

Assad made the pledge in a message of condolence over the death of Mohammed al-Buti, who was killed along with dozens of worshippers by an explosion in a Damascus mosque on Thursday.

State media put the death toll from the blast at 49, but the Syrian Observatory for Human Rights which monitors violence across the country said 52 people died and the final figure was likely to be more than 60.

The mass killing inside a place of worship shocked many Syrians, long accustomed to the daily bloodshed of a conflict which has killed 70,000 people, displaced millions of others and devastated whole districts of Syria's ancient cities.

Authorities announced a day of mourning on Saturday, when a funeral is expected to be held for Buti, who often delivered his sermons in the historic Umayyad Mosque.

"Your blood ... and that of all Syrian martyrs will not be shed in vain," Assad said. "We will adhere to your thinking to eliminate their darkness and extremism until we purge our country of them."

The mosque bombing took place in the same Mazraa district of central Damascus where a car bomb killed more than 60 people one month ago, another sign that Syria's civil war had penetrated to the heart of Assad's capital.

Assad's artillery positions on the northern edge of Damascus pounded the rebel-held southwestern towns of Derayya and Moadamiya on Friday and a Damascus resident said the smell of gunpowder hung over the center of the city.

The 47-year-old president has deployed air strikes, artillery barrages and Scud-type missiles to hit rebel fighters who control swathes of eastern and northern Syria and have challenged his hold over most of the country's main cities.

His government and the rebels accused each other of using a chemical weapon in clashes near the northern city of Aleppo on Tuesday in which 26 people were killed.

The United Nations has promised to investigate the incident, though a U.S. official has said it increasingly appeared a chemical weapon was not used.

U.N. CONDEMNS ATTACK

The United Nations Security Council "condemned in the strongest terms the terrorist attack in a mosque in Damascus", but added that any steps to combat terrorism must comply with international law on human rights and refugees.

Opposition leader Moaz Alkhatib, himself a former preacher at the Umayyad Mosque, said the killing of a Muslim scholar in a religious sanctuary was "a crime in every sense of the word".

"We could not agree with him politically, and believed he was wrong to stand with the rulers, but his killing opens up the gates to an evil that only God knows," he said in a statement.

Buti was a Sunni Muslim like most Syrians and the great majority of Syrian rebels, who were angered by his support for a president from the country's Alawite minority, an offshoot of Shi'ite Islam.

In one of his televised speeches, Buti described those fighting to topple Assad as 'scum'. The frail, 84-year-old preacher also used his position to call on Syrians to join the armed forces and help Assad defeat his rivals in the rebellion.

State television rebroadcast what it called Buti's last sermon at the Umayyad Mosque a week ago, in which he said Syria was under attack from the United States, Europe and al Qaeda, which he described as a Western creation.

But Alkhatib said there had been signs Buti was questioning his support for Assad and suggested he may have been killed by authorities "who feared that if he took a courageous decision it could overturn the whole balance (of power)".

Opposition activists have frequently blamed Syrian authorities in the immediate aftermath of major bombings in Damascus, many of which have subsequently been claimed by the Nusra Front - a rebel group which the United States has designated a terrorist organization.

HP board increases dividend by 10 percent

(Reuters) - Hewlett-Packard Co raised its quarterly dividend by 10 percent on Thursday, amid shareholder displeasure over the company's $11 billion acquisition of British software firm Autonomy Plc.

HP has said it intended to increase its regular dividend annually and that the increase would to be in the double digits.

The current increase to 14.52 cents per share is expected to be effective as of May 2013, the company said.

HP has about 2 billion shares of common stock outstanding.

HP's previously announced dividend, payable on April 3, remains at 13.2 cents per share.

Before that it had paid a quarterly dividend of 12 cents per share, up from 8 cents a share.

HP's dividends, which it has been paying since 1992 according to its website, have been steadily increasing.

On Wednesday, HP's shareholders re-elected the company's board, but Chairman Ray Lane and three others only narrowly kept their seats after criticism about their roles in the purchase of Autonomy.
