Dubai's island builder to build artificial reefs

(AP) ? Nakheel, the Dubai property developer behind the emirate's manmade islands, laid out plans Wednesday to build a string of artificial reefs off the city-state's coast in a bid to attract more aquatic life.

The project aims in part to revitalize fishing prospects in the azure Persian Gulf waters that lap at Nakheel-built islands shaped like palm trees and a map of the world. The company's island-building efforts, now halted, have been criticized for upsetting the Gulf's natural environment.

Construction of more than 500 reefs could begin in a matter of months, likely using a combination of boulders and concrete structures, said Nakheel Chairman Ali Rashid Lootah.

He didn't disclose how much the project would cost, but said it won't be a "big financial burden" for the debt-laden company. That is because many of the rocks and other materials Nakheel plans to use are already piled up outside stalled building sites south of the city.

"We want to do our maximum, our best, to regenerate the marine environment in the whole area of Dubai," Lootah told reporters at Nakheel's headquarters near its iconic Palm Jumeirah island. He said the initiative was Nakheel's own, and didn't come about because of pressure from the fishing industry or environmentalists.

Some planned reef sites could be suitable for commercial fisheries, though fishing will only be allowed at a fraction of sites so sealife is not depleted, Lootah said.

Nakheel was at the center of debt problems that helped plunge Dubai's economy into crisis in late 2009, panicking investors the world over. The crisis forced the company and its former parent Dubai World to renegotiate the terms on more than $35 billion in combined debt.

Nakheel's restructuring effort dragged on for over a year as it struggled to win the support of bank creditors and unpaid contractors who balked at the Nakheel's revised terms. The company completed the restructuring in August.

Several of the islands Nakheel built sit empty, the casualties of a property bust that began in 2008 and has yet to recover. It has shelved plans for additional islands, and is now focused on generating new income while completing projects on dry land.

(AP) ? The leaders of Germany, France and Italy are set for debate on the European Central Bank's role in the region's debt crisis and on how to align eurozone economic policies.

It's the first time Italy's new prime minister, Mario Monti, is meeting German Chancellor Angela Merkel and French President Nicolas Sarkozy since Monti took charge last week, amid market panic about Italy's huge debts.

The meeting in Strasbourg, France on Thursday comes amid signs that even Germany and France ? the eurozone's biggest economies, and key to bailouts of weaker countries ? are also under strain.

Sarkozy's government is pushing for the ECB to play a more active role, something that Merkel strongly opposes.

(AP) ? Nicki Minaj will have another moment to savor from her super year: Billboard is honoring her as its rising star of 2011.

She is slated to get the honor at Billboard's "Women in Music" event on Dec. 2 in New York City.

Minaj said Wednesday she was "deeply honored to be recognized by Billboard." She said she and her fans have come a "mighty long way" but are not close to where "God will take us."

The rapper and singer has emerged as one of music's most popular entertainers since releasing her debut album "Pink Friday" late last year. Her hits include "Super Bass" and "Moment 4 Life." She'll have one of her biggest fans on hand as well: Taylor Swift is also being honored as the woman of the year.

Add Pop-Up Notifications to iTunes with a Terminal Command [ITunes]

Add Pop-Up Notifications to iTunes with a Terminal CommandOS X: If you want to find out who's playing in iTunes, you either need to right-click the icon or open it, but Macworld found a method that only requires a little work in terminal and enables a small pop-up to show up on your dock to show the currently playing track.

The process is simple, but only works in OS X Lion. First, boot up Terminal in your Utilities folder on a Mac, then, type:

defaults write com.apple.dock itunes-notifications -bool TRUE;killall Dock

Now, when you're playing a track a small pop-up will show in your dock for a few seconds with information on the currently playing track. If you decide you don't like it, disabling it is simple. Back in Terminal, type:

defaults delete com.apple.dock itunes-notifications

Rare Mid-November Hurricane Roars to Life in Pacific (LiveScience.com)

A rare mid-November hurricane has formed in the eastern Pacific Ocean and could be followed by an equally rare tropical storm in the Atlantic basin.

Tropical Storm Kenneth became a hurricane today (Nov. 21) after first forming as a tropical depression on Saturday.

Though the official hurricane seasons for both the eastern Pacific and Atlantic last until Nov. 30, it is rare for storms to form this late in the year, as tropical ocean waters are cooler than they are at the height of the season in August and September and therefore less likely to fuel the storms.

The average number of tropical storms seen in November between the years 1851 and 2010 amounted to half a storm; the average number of hurricanes is only 0.3, according to the National Hurricane Center.

The last Atlantic hurricane to form in November was 2009's hurricane Ida. Hurricane Tomas was still swirling in the Atlantic as of Nov. 7 last year, though it formed in October.

The latest a hurricane has ever been observed in the Atlantic basin was the second Hurricane Alice of the 1954 season, spotted on Dec. 31, according to the NHC. The latest hurricane to hit the United States was a storm that made landfall near Tampa, Fla., on Nov. 30, 1925 (this occurred before storms received names).

Hurricane Kenneth is currently 705 miles (1,135 kilometers) south of the southern tip of Baja California moving in a westward direction. It has winds of 80 mph (130 kph), making it a Category 1 hurricane; the NHC expects the storm to strengthen in to a major hurricane (those of Category 3 or higher status) in the next day or so. Because it is heading away from Mexico, Kenneth is not expected to pose a threat to any coastal areas. [Natural Disasters: 10 US Threats]

NHC forecasters are also watching a low pressure area that they say has a 60 percent chance of becoming a subtropical cyclone in the next 48 hours. Subtropical cyclones differ from tropical cyclones because they have broad wind patterns and their maximum sustained winds are located farther from the center of the system than tropical cyclones. (Tropical cyclone is the generic name for tropical storms, hurricanes and typhoons.)

This system is also not currently a threat to land as it is located 875 miles (1,408 km) northeast of the northeastern Leeward Islands and is more in a north-northeastward direction.

If the system does become a subtropical storm, it will be named Tammy and will be the 19th named storm of the 2011 hurricane season. So far the season has been an active one, as predicted, with seven of those named storms becoming hurricanes, and three major hurricanes. The season was predicted to have between 14 and 19 named storms, including seven to 10 hurricanes and three to five major hurricanes.
