WASHINGTON - Sen. Chuck Schumer said today that while there is not a final deal on immigration legislation just yet, the bi-partisan "Gang of Eight" senators working on immigration reform has reached a "substantive agreement" on the major components of an immigration plan.
"It is not a done deal. We have to draft the legislation. We have to have the group of eight sign off on the specific language, but we have substantive agreement on all the major pieces now between the eight of us," the Democrat from New York said in an interview with ABC News Sunday.
Sen. Lindsey Graham, R-S.C., made a similar statement today and said that he expects the parameters of the plan to be revealed next week.
"I think we've got a deal. We've got to write the legislation, but 2013, I hope, will be the year that we pass bipartisan immigration reform," Graham said on CNN's "State of the Union." "It's got to be written off. We haven't signed off. There are a few details yet. But conceptually, we have an agreement between business and labor, between ourselves that has to be drafted. It will be rolled out next week."
On Friday, business and labor leaders came to an agreement on a visa program for low-skilled immigrant workers, a major turning point in the debate on immigration reform.
In what the AFL-CIO described as the "W-Visa" program, 20,000 visas would be available for low-skilled workers beginning in April of 2015. The number of available visas would increase gradually in the following years but would never go above 200,000 or dip below 20,000 in any given year. Only 15,000 visas would be allocated to construction jobs each year.
"The fact that business and labor have come to an agreement overcomes the last major substantive hurdle we've had in our negotiations," Schumer told ABC News.
But the deal on a guest worker program does not mean the senate group's plan is finalized, because the Gang of Eight still has to hammer out details including border security and the path to citizenship and write the actual legislation.
Sen. Marco Rubio, R-Fla., one of the members of the bipartisan group working on immigration, said today that reports of a final deal being reached are "premature," and he called for more hearings and discussion on the topic of immigration so that a "healthy public debate" is conducted.
"Arriving at a final product will require it to be properly submitted for the American people's consideration, through the other 92 senators from 43 states that weren't part of this initial drafting process," Rubio said in a statement. "In order to succeed, this process cannot be rushed or done in secret."

Justin Bieber's monkey gets quarantined in Germany.
BERLIN ? Justin Bieber had to leave a monkey in quarantine after landing in Germany last week without the necessary papers for the animal, an official said Saturday.
The 19-year-old singer arrived at Munich airport last Thursday. When he went through customs, he didn't have the documentation necessary to bring the capuchin monkey into the country, so the animal had to stay with authorities, customs spokesman Thomas Meister said.
Bieber performed in Munich on Thursday, beginning the latest leg of his European tour. He later tweeted: "Munich was a good time. And loud. The bus is headed to Vienna now. U coming?" He didn't mention the monkey.
The Canadian singer is giving several concerts in Austria and then in Germany over the next week.
Bieber had a trying stay in London recently. The star struggled with his breathing and fainted backstage at a show, was taken to a hospital and then was caught on camera clashing with a paparazzo. Days earlier, he was booed by his beloved fans when he showed up late to a concert.

Stealey dropped a virtual mountain of links into comments here and here. The result is that the original WUWT Paleoclimate Reference Page has more than doubled in size and continues to grow as more comments from the prior crowdsourcing thread are added. Given the large number of additions and the fact that we now have a number of near-duplicate graphs, it seemed prudent to continue this crowdsourcing exercise to gain further input on the validity and value of each and all of the graphs.
There?will likely be at least one more crowdsourcing thread for the?WUWT Paleoclimate Reference Page, in order to assess a number of the currently disputed, questionable and falsified graphs, including Briffa et al., 1998, Jones et al., 1998, Mann et al., 1998, Pollack et al., 1998, Jones et al., 1998, Mann et al., 1999, Mann et al., 2000, Briffa et al., 2001, Esper et al., 2002 and Jones and Mann 2004, AR4 section 6.6.1.1 2007 and Marcott et al. 2013. Derek Scott and Logan Nordahl were recently promoted to tax examiners for the business and income taxes division.
Scott?s primary responsibilities will be to conduct field audits of various types of tax returns and to answer taxpayer questions regarding pass-through entities. He attended Helena College of Technology for accounting and computer science, and also went to hotel and resort management school at the Mundus Institute in Phoenix.
Scott joined the revenue department in 2012 as an auditing technician and prior to that was the general manager of a hotel in Aurora, Colo.
Nordahl?s primary responsibilities will be to conduct audits of various types of tax returns, assist with the development of audit programs and procedures and assist taxpayers in filing Montana tax returns.
Nordahl started with the revenue department in 2011 as a temporary employee with the property division, and then as an auditing technician in the business and income taxes division. He graduated from the University of Montana Western and was employed by the Lewis and Clark County Cooperative Health Center prior to joining the Department of Revenue.
Michael Harvey, realtor/owner, of Harvey realty has completed his GRI designation through the National Association of Realtors and the Montana Association of Realtors. Harvey has been licensed in Montana since 2002 and has also earned the designation of WHS. Energy Share is accepting applications.
?Energy Share applications may be submitted to Rocky Mountain Development Council (RMDC) until May 10 this year,? said Annie Altman, lead eligibility technician, RMDC. Energy Share is a private nonprofit organization that provides emergency bill assistance to people facing loss of heat or lights in their home due to unforeseen or unavoidable circumstances. Normally Energy Share applications are available until at least early June, but overhead costs necessitate closing a little early this year.
Altman noted that Energy Share and LIEAP are two different programs, but applications for both may be obtained at RMDC?s energy assistance office, 648 North Jackson St., or by calling 406-447-1625 or 1-800-356-6544. The last day to submit a LIEAP application for this current winter?s heating bills is April 30, and the last day to submit an Energy Share application is May 10. RMDC asks people apply for LIEAP before applying for Energy Share. Energy Share will start taking applications again on Sept. 16 for the following winter.
